The right to a healthy environment is one of the rights of peoples and present and ‎future generations, especially in light of modern technological developments that ‎have contributed greatly to the rate of environmental pollution, which has ‎multiplied environmental damage, and to confront these environmental damages, ‎there were many efforts at the international and internal levels.‎ ‎In keeping with comparative legislation, the legislator introduced the first law ‎for the protection of the environment under Law 10/03 relating to the protection ‎of the environment within the framework of sustainable development, which is ‎characterized by its preventive and deterrent nature, but it did not provide for ‎civil penalties related to compensation for environmental damage, which means ‎the implementation of the traditional rules recognized in the field of Civil liability ‎that is no longer appropriate given the specificity of environmental damage‎‎‎. In the process of economic development, the consumption of energy leads to environmental pollution. Environmental pollution affects the sustainable development of the world, and therefore energy consumption needs to be controlled. To help China formulate sustainable development policies, this paper proposes an energy consumption forecasting model based on an improved whale algorithm optimizing a linear support vector regression machine. The model combines multiple optimization methods to overcome the shortcomings of traditional models. This effectively improves the forecasting performance. The results of the projection of China’s future energy consumption data show that current policies are unable to achieve the carbon peak target. This result requires China to develop relevant policies, especially measures related to energy consumption factors, as soon as possible to ensure that China can achieve its peak carbon targets.

This paper extends the “sources of growth” explanation for the Environmental Kuznets Curve (EKC) proposed by Copeland and Taylor in a concise theoretical framework, that is, when the sources of growth are transformed from physical capital and labor to human capital and knowledge, the environmental pollution could at first rise and then fall with a sustainable growth in per capita income. Using the provincial panel data from 1995 to 2017 in the mainland of China, an empirical analysis is carried out by the System Generalized Method of Moment (sys-GMM). The results show that: first, the EKC hypothesis exists in China. The inflection point for SO2 emissions has been passed in all of the provincial regions, and for CO2 and comprehensive environmental pollution losses have not been passed in some regions, but the inflection point from the national average level in China has been passed; second, the main production factors of the traditional economy, physical capital and labor, are positively correlated with environmental pollution, while human capital and green technological progress, the main production factors of the knowledge economy, are negatively related to environmental pollution; third, human capital and green technological progress have become important factors to promote economic growth, and human capital, in particular, has become the primary factor, which indicates that China is in the process of transforming traditional economy into a knowledge economy. The stage of China’s economic development and the trend of environmental pollution is consistent with the extended “sources of growth” explanation for the EKC, which proved the theoretical hypothesis. This has an important practical significance for China’s current economic reform and important theoretical value for the economic transformation and sustainable development of developing countries. The paper finally puts forward corresponding policy recommendations.

The concept of sustainable development involves three components namely economic, social and environmental. In a developing economy like that of India, the economic sustainability demands higher growth of key economic indicators such as National income, employment generation, production, consumption and even the foreign trade. The growth of foreign trade and that of the exports are very critical for the foreign exchange reserves essential to pay for the imports in India. Trade as an engine of the economic growth thus fulfils the essential implication for economic sustainability. But in achieving this growth, economy’s environmental sustainability is at stake. This is because, the top export products of India still comprise of petroleum products (18%) , agricultural products (12%), textiles and yarns together at 11 % and chemicals (10%). All these exports in their production have immensely contributed towards environmental pollution in one way or the other. Mining for gold, silver and diamonds resulted in water pollution, Green House Gas emission, and soil erosion. Petroleum refineries are a major source of hazardous and toxic air pollutants such as particulate matter (PM).Though India’s contribution to the total world trade is yet negligible, while promoting the major exports as mentioned above the natural resources are exploited too much and thus create a threat to India’s environmental sustainability. The processes of a green economy development, changes in approaches to the production and use of energy, the emergence of new sources of investment in the technological transition - all this is a consequence and, at the same time, the cause of structural shifts in the economies of advanced countries. In this light, the technological backwardness of the Russian economy, caused by a negative structural shift during the period of market reforms, impedes the transition to a green economy, rationalization of the use of natural resources and reduction of environmental pollution. Therefore, the development of theoretical provisions for the convergence of environmental and economic policies, the development of appropriate incentives for business are considered as an important step in the transition to sustainable development. For this purpose, the authors examine the original approaches to various paths of transition to sustainable development caused by structural shifts of a convergent nature in the economy.

Human survival depends on the sustainable development of agriculture. This study constructs a data-driven evaluation and optimization method of agricultural sustainable development capacity, aiming to better cope with challenges such as environmental pollution and excessive consumption of resources and energy, as well as improve agricultural economic level. Further, an evaluation index system was constructed based on comprehensive consideration of energy and resources utilization, environmental pollution, and agricultural economy. After simplifying and integrating the data, a data envelopment analysis model was constructed to quantitatively evaluate the capability for agricultural sustainable development and its changing trend. Moreover, its influencing factors were analyzed from the perspective of input, which provides accurate countermeasures for improving agricultural sustainable development ability, resource utilization efficiency, and process optimization. This study shows the realization process of the aforementioned method for the agricultural development of six cities in northern Anhui from 2010 to 2019. Our results suggest that the sustainable development ability of northern Anhui is weak, but overall, has a good development trend. Based on our results, some countermeasures were proposed to control production scale reasonably, reduce environmental load, and improve resource efficiency, which provides a reference for policymakers to guide and standardize the development of regional agriculture.

Based on 1990-2007 data in Guangdong China, this chapter studies the correlation of environmental pollution, human capital, and economic growth. The results show that Guangdong’s economic growth deteriorates the environmental quality. Highly skilled human capital is one of the main engines of the economic growth and the growth promotes the human capital’s accumulation. Upgrading the human capital helps controlling pollutant emission and environmental pollution depresses the human capital accumulation. Furthermore, the authors hope that understanding the individual relationships between environmental pollution and human capital or economic growth will help the environmental protection authority or governments in China to make more effective and efficient regulations or policies to coordinate the country’s sustainable development.
