Administrative Decentralization of Agricultural and Rural Development Programs in Asia: A Comparative Analysis*

Objective. The purpose of the article is to compare the levels and mechanisms of food security management in Ukraine and Poland, to identify the main factors influencing the processes of its formation and to determine the directions of increasing the level of Ukraine food security. Methods. The scientific results of the study were obtained using the following methods: theoretical generalization and comparison (for the study of meaningful aspects of the definition of «food security»), analysis and synthesis (for comparative analysis of Ukraine and Poland food security levels), abstract-logical method (for establishing the links between the level of economic development of countries and the levels of their food security and determining the directions of increasing the Ukraine level of food security). Results. On the basis of a comparative analysis of Ukraine and Poland food security levels, a significant gap in Ukraine’s provision of food security has been identified. Thus, with respect to all food security components identified by FAO, except for the «use» of sanitary and safe drinking water, Poland has reached far ahead of Ukraine. It has been found that for the period 2012–2018, the value of the Global Food Security Index for Ukraine decreased by 2.1 due to a decrease in the level of affordability and availability of food, while the Polish side increased its position on GFSI by 2.8 due to the increase in affordability and availability of food in the country. It has been found that the decisive influence on the level of food security in Poland, as well as high ranking in the ranking is carried out by the EU Common Agricultural Policy (CAP), the implementation of the Polish Rural Development Program and significant public spending on agriculture. It has been determined that the main directions for improving the level of food security of Ukraine should be: lifting the moratorium on the sale of agricultural land; financing the agri-food sector not only through public spending but also through EU programs; creation and implementation of the National Rural Development Program; full and unconditional implementation of Government programs on EU integration; adaptation to the EU Common Agricultural Policy standards.

AbstractRural Development Policy is a priority for the E.U., as half of the Union’s population lives in rural areas. This policy is focused on society’s durable development, under all its aspects: economic, social, cultural, and so on. The challenges which rural areas of member states face must be addressed, while at the same time applying European norms and standards for rural development. After Romania became a part of the E.U., rural areas here were supported through several national rural development programs, so as to create a durable and sustainable rural economy. Major changes are required to achieve this kind of development, such as replacing old agricultural structures, modernizing the village, while at the same time maintaining cultural and local identity. Rural areas in Romania are often affected by natural disasters. During the last 17 years, national rural development programs implied contracts worth billions of Euros. For instance, through the 2020 NRDP, a budget of 9.5 billion Euros was allocated, 8.1 billion Euros coming from E.U. funding and 1.34 billion Euros as national cofinancing. At the moment, Romania’s absorption degree for the 2020 NRDP is of 20% and is expected to surpass 50% by 2020. Another regional program includes the concept of Spatial Development - Romania - 2025. Spatial planning supports the avoidance of rural dispersion. The betterment of infrastructure is supported, such as access roads, expanding base utilities, consolidated works to prevent flooding or landslides, and so on.

Objectives: To evaluate the direct tools of poverty alleviation in Odisha, and investigate the response of alleviation programs to poverty. Method: The assessment proceeds with three simple steps of identifying: who, what and how by focusing on four important aspects namely; rural employment, rural development, food security and social security. The causes of poverty are matched with the available tools of active and operational schemes in Odisha state reported by the Dept. of Economics & statistics, Govt. of Odisha and World Bank Survey Reports during the period 2009 to 2011, the corresponding target coverage and progress are located to deduce the end period outcomes of impact on poverty rates. The under coverages shown or identified, were related to respective relevant alleviation programs using horizontal comparative analysis, which shows the changes from the reference period in absolute amount and percentages. Findings: The study reveals that the benefits and outcome of social sector and development programs (rural employment, PDS, development, social pension) have not been realized to their fullest extent. For instance, the coverage of employment schemes is low (penetration is only 3.8% in 2017 and 6.5% in 2018 against 138.53 Lakhs BPL persons) and meager to cause a fall in actual poverty. The coverage under Gopabandhu Gramin Yojana is lower at 40 % in 2019 covering 9229 projects (out of 22,538 targeted projects). Novelty: It demonstrates the use of broader and comparative assessment of key schemes to evaluate the end outcome of poverty rates and matches the periodic poverty limits to per capita gross expenditure incurred by the state. The study of East Asia has generally focused on its national development experience with emphasis given to industrial urban-based growth. However, the region has also been credited for impressive rural growth due to the Northeast Asian land reform and overall investment for a Green Revolution by states. Less emphasis has been given to a comparative exploration of different rural development programs that existed. Studies on rural development programs within the region have been diverse with case-specific perspectives, rather than in accordance with a unified conceptualization of what it means to have successful rural development. This article attempts to address that gap by evaluating two cases, the South Korean Saemaul Undong and the Malaysian Federal Land Development Authority (FELDA). It applies three different development perspectives; the neoliberal approach, the developmental state approach, and the humancentered approach, to determine the degree to which these programs can be considered successful. An East Asian conceptualization of successful rural development is identified based on an emphasis on government capacity, grassroots participation, a shared mentality for national development and a prioritization on building human capital.

The effectiveness of support directed to less developed regions is a timely question more than halfway through the 2014–2020 programming period. We present an analysis of the impact of rural development support on the well-being of Hungarian LAU1 regions between 2008 and 2013. The aim was to measure the overall impact of all of the Rural Development Funds, covering all measures within the program. Two indices of local well-being were used: the multi-dimensional, local-variables-based Regional Development Index that measures the overall level of regional development and a simple, migration-based index as a proxy for perceived quality of life. Generalized propensity score matching, and difference-in-differences estimation techniques were employed to evaluate the impact of subsidies. Irrespective of how the amount of support was calculated, the measure of local well-being, or the methodology employed, the impact was not significant, and was sometimes even negative. This casts doubt on the effectiveness of Rural Development Policy in Hungary.

Though Greek agriculture is arguably the picture of rural underdevelopment in Europe, life in rural Greece is transforming within a new global migratory context. Farmers now work with myriad non-Greek minorities who, with the onset of the postsocialist period, have begun to play a diversity of socio-economic roles. These immigrants help to de fine what agricultural (dis)incentives, environmental stewardship, social fabric and territorial occupation mean in the countryside. Together with locals they now co-manage new tensions stemming from European rural development programs and global commodity markets.Scholarship tends to reify the conclusion that immigrants are merely transient, exploited labourers. In conjunction with macroeconomic analyses of rural 'stagnation', such characterizations misrepresent current realities and undermine alternative potentialities. As some new residents join the ranks of small-scale Greek farmers, new rural values are crystallising, opening a door for new interpretations of rural development in Greece.
