The quality reliability and maintenance of a street lighting system are highly related to society, which reflect the administrative performance of a local government. However, the existing published studies seldom discuss the specific civil customer-oriented street lighting system, which is the key factor of both the local administration performance indicators and resident’s satisfaction. This study proposes a management conclusion based on an empirical electronic street lighting system (ESLS) and the 280 resident questionnaire surveys in Taiwan. The implication of the existing perspective on management concept is that electronic governance (e-governance) systems emerging in Eastern Europe are going to meet the needs of local governments in terms of the experience level of townships that practice e-governance in Taiwan. Almost 40 years ago, New Public Management theorists reserved an increasingly important role for citizens and civil society in the policy making process. This trend continued afterwards with proponents of Digital Era Governance or New Public Service theories. But without the opportunity of taking decisions on how to spend at least some parts of the government money, the influence of citizens and NGOs is fairly limited. Local governments, as the institutions closer to the needs and wishes of the communities, have gradually taken note of the increasing clamor for more power and transparency. Participatory budgeting processes have sprung up all over the world in the last years. Romania is no exception; a number of cities have implemented platforms that allow their citizens to propose and vote on projects to improve the quality of life in their communities. Our research will try to ascertain the level of success such initiatives have in Romania, a country with a generally low level of civic engagement. For this, we will use questionnaires and interviews with public servants in charge of these platforms.

This article reveals the overview of electronic government (e-government); the adoption of e-government; the digital era governance (DEG) and new public management (NPM); and the significance of e-government in the digital age. E-government is the use of information and communications technology (ICT) to improve the activities of public sector organizations. E-government can open new opportunities for city and local governments to engage in governance by requiring the reforms of underlying working processes. E-government can advance the local democracy by improving the access to information and deepening the citizens' participation in the policy-making process. E-government offers a path to sustain with the civil society and the private sector to design effective services and tools to execute policies. The article argues that mastering e-government has the potential to enhance organizational performance and achieve strategic goals in the digital age.

Subject of local governments has been attracting the attention of researchers from various disciplines in recent years. Local governments themselves and other related actors undergo a transformation in the face of new public management, good governance, direct democracy, decentralization and other reform waves. Thoughts directing reforms, reform tools and reform results have diversified. In addition, new problem areas have arisen in the local governments after the reform process. Number of studies analyzing local governments both during and after the administrative reform process from a comparative perspective has increased as well. Currently, there is a need to analyze local governments from comparative perspective via different theoretical discussions and country studies. This part will present current discussions as an introduction to comparative local government studies introduced in general terms throughout the book. Particularly the question remarks to have arisen after the local government reform will be addressed and analyzed.

El objetivo del presente estudio consiste en analizar el impacto de la implementación del modelo gerencial denominado la Nueva Gestión Pública en la administración de la Deuda Pública y el riesgo financiero en los Gobiernos Locales de México. El análisis se llevó a cabo desde una perspectiva descriptiva y correlacional. Centrándose en un primer momento, en la lógica administrativa de dicho modelo gerencial que privilegia a la economía, eficiencia y la eficacia; trayendo consigo cambios organizacionales que han ajustado a las estructuras, funciones, estrategias y cultura organizacional en la Administración Pública; y en segundo momento, en el análisis de la evolución de los saldos de las obligaciones financieras y el marco jurídico que regula formalmente la deuda pública en las entidades Estatales y Municipales. El estudio busca probar la hipótesis de investigación que se formuló de la siguiente manera: La implementación del modelo gerencial denominado la Nueva Gestión Pública provocando el incremento acelerado del nivel de endeudamiento, poniendo en riesgo las finanzas públicas en los Gobiernos Locales en México. El planteamiento de la hipótesis surge de la observación del crecimiento acelerado de los saldos de las obligaciones financieras en las entidades Estatales y Municipales, así como del tratamiento promovido por la agenda legislativa en relación a la Deuda Pública, que consistió en la implementación de diversas reformas administrativas y financieras enfocadas en contener el incremento desmedido de los saldos de las obligaciones financieras, sin que hasta el momento exista evidencia empírica de dicho propósito.

According to the new public management, the interaction between (local) governments and their citizens should be "client oriented". It is considered crucial for (local) policy-makers that they know how citizens perceive the policy process, that they know if citizens are satisfied with policy outcomes.Our empirical study deals with the satisfaction with global local policy. We examine the main determinants of satisfaction with global local policy. This study is based on a face-to-face survey among citizens entitled to vote in Ghent. More than 1500 respondents, spread over 2 surveys, took part in our research.  Attention is also paid to the satisfaction with more specific aspects of local policy. We linked the voter's satisfaction with the global local policy to a wide range of traditional and less traditional independent variables. Finally, we discuss the satisfaction of the electorate of the different political parties.

Purpose – In recent years, New Public Management (NPM) has been used as the major framework for administrative reforms to redesign the public museums in many countries. However, some scholars argue that this market-based transformation results in professional corrosion or shortcomings about the public museums’ capacity to fulfill their traditional missions. In this regard, this paper maintains that the concept of public value provides a useful way of thinking about the objectives of public services. Therefore, the purpose of this paper is to provide a new framework for administrative reforms in the sector to keep efficiency without falling into professional corrosion or inefficiency problem. Design/methodology/approach – The paper uses the data collected through 178 questionnaire surveys. Findings – The conclusion of the paper is that, for reforming publicly funded museums, public value offers a balance between efficiency and the primary roles of the museums. Research limitations/implications – In the paper, the analysis is based on the views of museum professionals. Thus, further researches based on different sources of data are required to further explain the administrative peculiarities of public museums. Originality/value – There is a scarcity of literature on the administrative issues in public museums. This paper fulfills an identified need to study on this issue.

New public management is a major paradigm in public administration, and its widespread adoption has been explained by institutional theory. However, most studies treat adoption as a discrete event and cannot explain why some organizations are moving away in the face of isomorphic pressure. We investigate three dimensions of isomorphism—convergence, compliance, and commitment—and test their separate effects on interorganizational similarity in adopting private service delivery, a primary form of outsourcing, among U.S. local governments. This study contributes to the literature by demonstrating the multiplicity of isomorphism and by showing how variation occurs in the isomorphic process.
