Normative regulation of vocational education during the epidemiological situation in the Russian Federation

The epidemiological situation associated with the coronavirus has affected all spheres of life of Russians, including education. Serious changes have affected all educational organizations without exception. The implementation of vocational education programs, vocational training and additional vocational education, as well as the activities of professional educational organizations have undergone dramatic changes and faced a number of difficulties. Therefore, methodological and legal support of educational activities during a pandemic is an urgent task. The paper considers regulatory documents and recommendations that regulate the activities of educational institutions implementing secondary vocational education programs in a difficult epidemiological situation. The main normative acts, which should be relied on for the correct interpretation of methodological and explanatory documents, are indicated. Regulatory documents and methodological recommendations concerning the following issues are given: implementation of programs using e-learning and distance learning technologies; forms of education; autonomy of an educational organization in the development of educational programs, the adoption of local acts; the student’s right to an individual curriculum, academic leave, during a pandemic. The experience of flexible implementation of educational programs will contribute to the growth of competence and qualifications of management and pedagogical teams of professional educational organizations.

the article presents the experience of planning the content, forms, conditions and procedure for conducting entrance tests of the admission campaign of 2020 for educational programs of a creative orientation in the context of preventing the spread of a new coronavirus infection – in a remote format. This format of the introductory tests is new for educational organizations and requires detailed study. As a methodological tool for solving the problem, a competent-oriented approach was made, which made it possible to determine the content and provide for an objective assessment of special competencies that ensure the incoming success of the educational program of a creative orientation. Within the framework of this approach, it is proposed to divide the creative test procedure into two periods, allowing the applicant to do creative work offline without interaction with members of the examination committee and in real time online, with indirect (at a distance) interaction between applicants and members of the examination committee. The results of this work enrich the experience in the implementation of the educational process using e-learning and distance learning technologies and can be used during the period of intermediate certification in the implementation of educational programs of any level related to the implementation of creative work.

The article provides an overview of international documents and Russian normative legal acts that establish the right to education. The rights and obligations of educational organizations to ensure the right to education in the context of digitalization are noted. The possibilities and conditions for the implementation of educational programs with the use of e-learning and distance learning technologies are shown. Attention is drawn to the legalization of educational standards of the latest generation of the implementation of educational programs using digital technologies. In the aspect of local rulemaking, the system of acts regulating distance learning of the Kutafin University (MSLA) is demonstrated.It is concluded that in modern Russia, educational organizations have all the legal grounds to ensure the right of citizens to education through e-learning using distance learning technologies, but this subjective right is limited by the system of legal imperatives. The article presents the data of sociological studies conducted at the MSLA. Based on the analysis of their results, it was stated that the Kutafin University was ready for the digital challenges, providing students with the opportunity to realize the right to a high-quality higher education.

Problem and goal. The active introduction of e-learning and distance learning technologies in the educational process, the reform of traditional models of learning and education have become priority areas of reforms and initiatives in various national education systems in the 21st century. Given that public spending is the main source of funding for education in the OECD countries, assessing the economic impact of implementing a digital educational environment at different levels of education under pressure on public budgets has become a key issue for national governments and educational organizations, as well as the subject of special research. In Russian practice assessment of the economic effect of the full-scale use of e-learning and distance learning technologies in the implementation of educational programs of secondary professional (training of middle-level specialists) and higher education have not yet been carried out. For these purposes, a methodology has been developed, which, however, needs to be tested. Results. The study identified a list of costs required to ensure the full use of e-learning and distance educational technologies in realization of educational programs of secondary vocational (training of mid-level professionals) and higher (including graduate school) education; the methodlogy for assessing the economic effect of these measures is justified, and calculations are made based on this methodology. Conclusion. The developed methodology has shown its effectiveness and needs further research and quantitative analysis.

The purpose of the study is to identify problems in the legal regulation of the activities of the secondary vocational education system in the context of the COVID-19 pandemic and to formulate proposals for their leveling. The subject of study is individual institutions of educational legislation in the field of secondary vocational education, the implementation of which is directly related to the activities of educational organizations in the context of countering the spread of COVID-19.The key issues of the use of e-learning and distance learning technologies, the provision of paid educational services in the changed conditions are considered; practical issues, as well as the positions on them of the federal executive authorities and judicial practice. The main problems associated with the legal regulation of the education system in a pandemic are presented.Conclusions are made about the inadmissibility of giving assignments during the holidays to students; that the use of e-learning and distance learning technologies does not change the form of education, while maintaining the volume of compulsory classes of a teacher with students; on situations of application of these technologies, requiring free provision of students with the necessary equipment; on the need to change the content of the contract for the provision of paid educational services, as well as on the inadmissibility of increasing its cost.

The article considers and analyzes issues related to the problems of organizing e-learning, the use of distance learning technologies in organizing the educational process in the extreme conditions of the period of self-isolation in 2020. On the basis of the sociological survey of pupils and teachers the article defines the readiness of the educational organizations, teachers trained to use information technologies in the course of remote/e-Learning in the event of unforeseen force majeure and insuperable circumstances.

The possibility of implementing additional professional programs using e-learning and distance learning technologies is discussed. The condition for the effectiveness of this activity is the professional readiness of the teacher to create electronic educational content. The scientific literature on the problems of teachers' readiness has been analyzed. Components have been identified and criteria for professional readiness have been defined. The purpose of the work was to identify the readiness of teachers to create electronic educational content. On the basis of theoretical and empirical methods the conclusions were made that a condition of qualitative organization of the teacher's own activity on creation of electronic educational content is a set of all components of professional readiness. Thus, the task of effective implementation of additional professional programs with the use of e-learning and distance educational technologies is solved.
