The article is devoted to the last decade of exposition and exhibition activity of the Primorye State Art Gallery. The focus is on art projects that have become the result of increasingly strong inter-Museum contacts: “guest”, exchange and joint exhibitions. They are born as a result of searches for interested partners and sponsors, agreements with the heads of various institutions at forums and seminars. The patronage of Central museums is of great importance: the State Hermitage Museum, the state Tretyakov Gallery, the State Russian Museum, and others. The Primorye State Art Gallery organizes international exhibitions in order to promote Far Eastern fine art in the countries of the Asia-Pacific region, to open new names for these territories in the artistic sphere of the region and the district. The experience of the the Primorye State Art Gallery can be useful for museum workers in the Far Eastern and Siberian regions, and the information obtained can become an incentive for establishing new inter-museum contacts. The Primorye State Art Gallery is a relatively young museum formed in 1966 on the basis of the art collection of the Primorsky Regional Museum of Local Lore (now the Museum of the History of the Far East named after V. K. Arsenyev). Over five and a half decades, the gallery's funds have grown immeasurably, and it has become a methodological center for art museums in the Far East: the State Hermitage Museum has held six master classes on restoration and conservation of works of art in the gallery, and specialists from the State Russian Museum have been conducting scientific and practical seminars for the Far Eastern Federal district in recent years here. Статья посвящена последнему десятилетию экспозиционно-выставочной деятельности Приморской государственной картинной галереи. В центре внимания — арт-проекты, ставшие результатом все более крепнущих межмузейных контактов: «гостевые», обменные и совместные выставки. Рождаются они как итог поисков заинтересованных партнеров и спонсоров, договоренностей с руководителями различных институций на форумах и семинарах. Большое значение имеет шефское внимание центральных музеев: Государственного Эрмитажа, Государственной Третьяковской галереи, Государственного Русского музея и других. Международные выставки Приморская картинная галерея организует с целью продвижения дальневосточного изобразительного искусства в страны Азиатско-Тихоокеанского региона, открытия для этих территорий новых имен в художественной сфере края и округа. Опыт Приморской государственной картинной галереи может быть полезным для музейных работников Дальневосточного и Сибирского регионов, а полученная информация — стать побудительным импульсом для установления новых межмузейных контактов. Приморская государственная картинная галерея — сравнительно молодой музей, образовавшийся в 1966 году на основе художественной коллекции Приморского краевого краеведческого музея им. В.К. Арсеньева (ныне Музей истории Дальнего Востока им. В.К. Арсеньева). За пять с половиной десятилетий неизмеримо выросли фонды галереи, она превратилась в методический центр для художественных музеев Дальнего Востока: Государственный Эрмитаж провел в стенах картинной галереи Владивостока шесть мастер-классов по реставрации и консервации произведений искусства, специалисты Государственного Русского музея в последние годы выезжают с научно-практическими семинарами для зоны Дальневосточного федерального округа.

In the current geopolitical conditions and fierce competition in world markets from such dy-namically developing countries of the Asia-Pacific region as China, Vietnam, Thailand, Singapore and a number of others, the preservation and increase of human capital in the regions of the Far Eastern Federal District is of a strategic nature. To ensure the national security and integrity of the country, to strengthen Russia's position in the Asia-Pacific area, the role of the Far East regions comes to the fore. However, the pronounced processes of depopulation of the population of the Far East regions and the stable migration outflow of the working-age population to other regions of Russia and abroad call into question the implementation of many tasks for the sustainable socio-economic development of this macro-region. The regions of the Far Eastern Federal District are already experiencing a shortage of qualified personnel in several industries. This deficit, in the absence of a governmental long-term strategy in the field of human capital formation, will not allow Russia to compete with the fast-growing economies of Asia-Pacific countries in the future. In this article, we analyze the opportunities and potential risks of human capital development through the prism of demographic processes occurring in the regions of the Russian Far East. Based on modern data on fertility, mortality, age-sex structure of the population, trends in interregional and international migration we conclude that for the growth of human capital and sustainable economic growth, the necessary conditions are: the development of transport and social infrastructure of the macro-region, the development of programs of labor mobility of the popu-lation, attracting young people through the educational migration channel, attracting international migrants from the CIS countries as well as from Asia-Pacific countries with a level of education and qualifications corresponding to the economic specialization of the regions of the Far Eastern Federal District.

From July 7 to 24, 2021, a group of researchers from the IDR of the Federal Research Center of the Russian Academy of Sciences made an expedition to several border regions of the Far Eastern Federal District. The expedition was carried out within the framework of the RFBR projects No. 19-29-07407 mk "Formation of human capital in the Far East as a factor of economic growth and increasing Russia's competitiveness in the context of integration into the Asia-Pacific region" and No. 20-11-00526 A "International migration in the border regions of Russia: models of population behavior and socio-economic effects.

The purpose of the study was to conduct a comparative assessment of the incidence and characteristics of the course of the NCI COVID-19 in pregnant women in the Siberian Federal District and Far Eastern Federal District. Materials and methods. The analysis of operational information on the incidence of NCI COVID-19 and the features of the course in pregnant women, women in childbirth and puerperas provided by the chief obstetrician-gynecologists of the Siberian Federal District and the Far Eastern Federal District on May 25, 2020 is carried out. Results. The results of the study showed that the proportion of pregnant women among patients with COVID-19 in the Siberian Federal District and the Far Eastern Federal District is 0.82 %. Pneumonia was registered in almost every third patient (28.4 %), but the disease, on the whole, was characterized by a milder course than in the general population of patients: a severe form of the disease was diagnosed in 3.6 % of women, hospitalization in RAO was performed in 1.9 % of cases, mechanical ventilation was required by 0.6 % of patients. There were no cases of maternal and perinatal mortality. Conclusion. The course of the disease in pregnant women in the Siberian Federal District and the Far Eastern Federal District was characterized by a milder course relative to the general patient population. Редкое исследование, посвященное современному художественному процессу, его участникам, обходится без употребления термина «школа». При этом его содержание трактуется очень широко: от сложившейся и действующей на протяжении большого отрезка времени системы полного цикла профессионального художественного образования до принадлежности художников одной территории или следования за лидером в выборе стилевых предпочтений. В статье дается краткий очерк истории появления и бытования термина «школа», предлагается уточнение его содержания в современных условиях и на этой основе предпринимается попытка оценить ситуацию с формированием региональных школ в России на примере Дальнего Востока. A rare study devoted to the contemporary art process, its participants, dispenses with the use of the term "school". At the same time, its content is interpreted very broadly: from the system of a full cycle of professional art education that has been established and has been operating for a long period of time to artists belonging to the same territory or following the leader in choosing style preferences. The article gives a brief outline of the history of the emergence and existence of the term "school", suggests clarifying its content in modern conditions and on this basis attempts to assess the situation with the formation of regional schools in Russia, using the example of the Far East.

The article examines the current specificity of foreign trade ties of the Far Eastern Federal District. It presents a brief analysis of dynamics of the volumes and commodity structure of the export-import operations of the Far Eastern Federal District. At present, of specific significance for the regions of the Far East and Siberia is search for tolls of modernizing the economy with purpose of transition to innovative development. Foreign trade can be a perspective direction of socio-economic development of Russia’s Far East. Far Eastern Federal District is export-oriented, but in the export commodity structure the mineral raw groups of commodities prevail, which decreases its positive effect. Expansion of trade-economic and investment cooperation with the countries of the Asian-Pacific region in the field of developing processing industries and machine building oriented at increasing the depth of mineral resources processing and growth of the ready-made products export can become the basis of sustainable development of the Far East.

The article analyzes global strategic trends in the development of the fishing industry, whose most important role in terms of the successful development of society is increasingly recognized. For a number of priorities and indicators, the leading countries in the production, export and import of fish and fish products are indicated. The strategic vector of development of the fishing industry in Russia as a whole and, in particular, the Russian Far East has been substantiated. The competitive advantage of the region is the best resource base among all regions of Russia. The main objects of the fishing industry of Russia, determining its competitiveness in the global market, are concentrated in the Kamchatka Territory, Sakhalin Region, Primorsky and Khabarovsk Territories. The level of development of the productive forces of the fishing industry of the Far Eastern Federal District predetermines the role of  Russia in the most important economic space of the world – the Asia-Pacific region, where, since 1992, leaders of the fishing industry have been localized. The problem of realizing the strategic potential of the fisheries complex in Russia is complicated by the lack of capacity of the fishing fleet, port infrastructure, refrigeration and storage facilities onshore, and coastal fish processing plants.

AbstractDemographically, Siberia has been a remote and sparsely populated base of European Russia. The population of the Ural Federal District between 1989 and 2010 (within the borders of 2002) decreased by 0.45 million, Siberian Federal District by 4.90 million people and the Far Eastern Federal District by 1.65 million people. That is, the population of three federal districts decreased by 6.99 million people in just 21 years.In the years 2010-2019, the number of inhabitants of the Ural Federal District increased slightly from 12.08 million to 12.35 million people, i.e. by 0.27 million people. The population of the Siberian Federal District (within the borders of 2019) in the years 2010-2019 decreased by 0.004 million people. The number of inhabitants of the Far Eastern Federal District (within the borders of 2019) in the period 2010-2019 decreased by 0.18 million people.In total, in the years 2010-2019, the population of the three federal districts recorded a slight increase of 0.082 million people.

<p><span>The article is devoted to the issues of economic development of the Far Eastern territories of Russia. The Russian Far East occupies a rather advantageous economic and geographical position in Russia and the Asia-Pacific region since it borders with China, Japan and the United States. The purpose of the research is to determine the main directions for improving the economic development of the Far Eastern coastal territories, to compare the development of the coastal territories of the Far East, namely, the territory of Primorsky Krai with other countries, to provide a comparative analysis and draw certain conclusions. The area of the region makes up 36 % of the whole Russian territory while its population is only 4 % of the country’s population, which is due to severe weather conditions and weak economic development. The gross regional product to the Far East accounts for 5.7 % of the GRP of Russia. The paper features foreign experience in the development of coastal territories in the USA, China, Japan and Canada. It can be concluded that Russia significantly lags behind these countries in terms of GDP, exports, involvement in trade with the Asia-Pacific Region, and the sale of manufacturing </span><span>products. A comparative analysis showed that the industrial structure of Russian coastal areas is </span><span>similar only with those of Canada in raw material orientation of shipped goods, population of the port cities, whereas the indicators of the volume of Far Eastern cargo transportation in Russia lag behind all the countries examined. Apparently the main areas of development of the Far Eastern territories are: structural changes in the economy; attracting foreign investment in the creation of both mining, logging, and processing industries; development of transport infrastructure.</span></p>

В 2014 г. в Правительстве РФ был разработан новый инструмент развития Дальнего Востока – создание территорий опережающего развития (ТОР). Был принят специальный федеральный закон (ФЗ). К настоящему времени в Дальневосточном федеральном округе во всех субъектах, кроме Магаданской области, определены 20 ТОР, под которые выделяется компактная территория с наличием благоприятных условий социально-экономического развития и ряда крупных инвестиционных проектов, благодаря чему эта территория может стать точкой роста и способствовать развитию района в целом. В статье приводится общая характеристика ТОР Дальнего Востока, обобщены проблемы, проявляющиеся на стадии их создания. Дается детальная характеристика одной из первых ТОР – Надеждинской, формирующейся вблизи Владивостока. Для этой ТОР был разработан План перспективного развития, включающий оценку основных предпосылок и конкурентных преимуществ ее формирования, обоснование приоритетных видов деятельности, обобщенную оценку экономической эффективности и перспектив пространственного развития. В будущем на Дальнем Востоке возможно образование новых ТОР по глубокой переработке природных ресурсов суши и моря на основе новейших инновационных технологий. В ряде случаев целесообразно создание ТОР регионального значения с введением местных преференций, что будет стимулировать местные инициативы. При этом будут использованы имеющиеся благоприятные условия комплексного пространственного развития. In 2014, the Government of the Russian Federation has established a new tool for the development of the Far East by forming a territory of advanced development (TAD). A specific Federal Law (FL) has been passed. Today, 20 TADs have been determined in all federal units of the Far Eastern Federal District, except for Magadan Oblast. TAD is allocated on a compact area with favorable conditions for socio-economic development and a number of large investment projects, stipulating its conversion into a growth point and input to the development of the region as a whole. The article provides a general description of the TADs in the Far East with their schematic maps, generalizes the problems that appear at the stage of their creation. A detailed description of one of the first TAD, Nadezhdinskaya TAD, near Vladivostok is given. A long-term development plan, highlighting and justifying the priority economic activities and resident companies was developed for this TAD under the supervision of the author.
