The provision of communal services and their timely execution is one of the vital issues of importance for the functioning of large cities. The paper pays special attention to the provision of communal services in larger cities in the Republic of Serbia. Payment for these services is a particularly important segment in the functioning of the municipal system of cities, and the collection is entrusted to specially formed public utility companies, as is the case with Belgrade, for example in which the public utility company "Infostan - Technologies" has primary jurisdiction. payment of all communal services provided to the residents of Belgrade. The same principle of unified collection has been applied in some other cities in Serbia, such as Subotica, Nis, Kragujevac, Novi Sad and others

al Affairs Administration established by local self-governments in the 2016-2019period calls for tenders more and more frequently. Beside public utility companies founded by local self-government units there is an increasing number of the so called “other enterprises” taking part in the bidding. The aim of the authors was to determine at what prices the Local Affairs Administration concluded agreements with the said enterprises that participated in the public bidding. The authors came to relevant findings as they had an insight in the agreements concluded between the Local Affairs Administration and the bidders in the 2017-2019 period. Accordingly, the authors` contribution is in finding that following calling for tenders and tender procedures agreements between the Local Affairs Administration and bidders are concluded at prices that are lower than in case of direct bargaining between the Local Affairs Administration and public utility companies. That is, conducting tender procedures is beneficial to the Local Affairs Administration as less money of taxpayers is spent on the same public utility service.

The aim of this paper has two directions. The first one is our attempt to define new method and procedure for estimating surplus of employees in the public sector, as one of the tools for public sector control. The second direction is the analysis of the public sector at the local level in Serbia, where overstaffing in public utility companies, founded and owned by Local Self-Government Units in Serbia, was analyzed using specific methods. The conclusions have been made on the basis of the restructuring projects carried out in over 20 public utility companies, which included over 20,000 employees.

This paper represents the attempt to map and analyze spatial distribution of illegal landfills in the City of Belgrade. To make this happen the main tasks were to form the geospatial database of illegal landfills in the study area and to analyze the patterns in their spatial distribution. The data on the landfill locations were obtained from the Agency of Environmental Protection of the Republic of Serbia, while the ArcGIS software was used for their spatial analysis. The City of Belgrade, respectively the public utility companies use five landfills, which cover up the area of 89 ha. On the other hand, in the study area there are 223 illegal landfills. The spatial analysis showed two patterns: (1) increasing of the number of illegal landfills with distancing from the city urban center, and (2) increasing of their number with distancing from the municipal centers. This paper also showed that there is landfill clustering, or that their spatial distribution is not random.

Hardly any engineering product is free of trouble and it has to go through service work, corrective or preventive. Fixing a mechanical pencil with a jammed lead is relatively an easy task for a mechanical engineer, whereas maintaining a power plant requires thorough planning, material handling, work order processing, and huge workforce. Naturally service work for large structures require a well designed database. The authors have shown [1] the importance of feeding service information back to the designer for authorization so the serviceperson will not “invent” maintenance work that may lead to product failure. This paper further suggests opening the whole service process to the public. The idea is especially valuable for some industries that need public acceptance, e.g., nuclear power generation. Nuclear power generation is often a subject of debate for public acceptance. This paper discusses two incidents of cover-ups by utility companies that caused large setback in their public acceptance, one case of overreaction triggered by the media showing dramatic accident scenes without explaining what was going wrong, and an example of poor management that cost a utility company its credence with the public. Up to the time of these incidents utility companies, out of the mindset of “Public do not understand our highly technical operation so telling them what is going on just creates confusion,” tended not to fully explain events that may have affected the public. Thanks to the way information flows around the world these days, even though we may not follow the “techy” words, there are those that understand the phenomena and are good at rephrasing the information so we can easily understand them. The utility company in the poor management case, Chugoku Electric Power Company (ENERGIA), in its efforts to recover the public trust, started a new service information system on the web that opens information about troubles and nonconformance in their plants to the public. This paper explains this new system that is currently in operation. It is a total change in the way a utility company interacts with the public. The courageous step by ENERGIA raises the public knowledge and awareness of nuclear power generation and assures security and safety to the society. The INTERNET is making it harder for companies, administration, educational institutions or any other entities to operate without public acceptance. Opening information is a way we all have to get used to in the coming years.

This scientific paper includes an analysis of the provision of public city transport services and explores a new organizational model regarding the city companies, i.e. public utility companies and companies operating within a local self-government unit. The model includes separate groups of utility activities and commercial activities and centralizes the supporting functions into a new company, which will be in charge of joint affairs, thus creating a synergy. Such model ultimately generates higher revenues, higher service quality, higher operations efficiency and lower operating costs. The purpose of this scientific paper was to determine the compatibility of the public utility companies’ operations within a local self-government unit and to identify areas for improvement, which would ensure more efficient business operations. Under the assumption that the existing, general organizational structure has no conditions for a more optimal functioning, it is necessary to observe the subsystems, i.e. the elements or components and to repeat the procedure until reaching a solution which improves the functioning of the system at the level of observing it as a separate whole. An analysis of the public utility system’s productivity was carried out and the existence of compatibility among services, which would lead to synergies and business optimization, was examined. The research results indicate a fact that the introduction of the model for separate grouping of supporting activities and commercial activities creates a uniform quality, avoids data doubling, allows for a better workload organization and a more efficient planning leading to a higher level of productivity.

This paper is about the local utility services in the decentralization process in the Republic of Macedonia. Particular emphasis is placed on the legal framework for financing municipal utility services through the decentralization process. Since the utility service tariffs are relatively low, the Macedonian utility companies want to increase their tariffs up to cost recovery levels to achieve higher standards required by the EU Directives. The paper also deals with financial relations between the central and local authorities versus the utility company management and the current state of providing utility services in light of financial issues. It has been found out that there is a huge potential to improve user charges. However, due to the current economic situation and the unwillingness of customers to pay higher fees, this solution cannot be applied for the time being. Capital cities of the world are usually characterized by a concentration of the majority of the population and most of the public administration and economic life. Therefore, the efficiency and quality of public service delivery in their administrative territories make a difference. The study examines public service companies in Budapest, Hungary’s capital, with the focus on their sectors of activity to describe their system, which may provide good foundations for a prospective international comparison.This study explores sector-oriented reports of state- and municipally-owned public utility companies providing services within the administrative territory of Budapest and evaluates them in terms of total assets, finance, profitability and efficiency. The study looked for an answer to the question of how the tighter state regulation and control adopted after 2010 affected their management, and what influence the price regulation of consumer public utility charges, imposed since 2013, had on companies’ activities.

Mass immunization of the citizens of the Republic of Serbia began in January 2021. Information on the significance, manner, advantages and consequences of this process was intensively distributed through all communication channels, with the media playing a key role. According to the data of the official institutions for the public health of Serbia, by July 2021 the lowest percentage of vaccinated population was among those between the ages of 18 and 24—only 15% of this demographic had received the vaccine by this point. Given the low turnout of young people for vaccination, in this paper we investigated the general attitude of students in Serbia, as a special category of young people, towards the vaccine against the COVID-19 virus, as well as their attitude regarding information about vaccination in the media. Research was conducted on a sample of 345 students at the University of Novi Sad. The results of the research showed that 42% of students had not been vaccinated and did not plan to do so, 37.4% had received at least one dose of vaccine and 20.6% had not been vaccinated even though they planned to do so. Students who were vaccinated had more confidence in information provided through media channels than those who were not vaccinated. Therefore, it can be concluded that encouraging students to decide in favor of vaccination against the COVID-19 virus should come from the universities where they study as well as the media.

The concept of sustainable development has gained in its importance with the attempt to align the goals of economic development with the goals of preserving the quality of living environment. This paper explains the concept of sustainable development and its dimensions, emphasizing its connection with the communal activity of purification and drainage of atmospheric and wastewater. The evidence from the Republic of Serbia regarding wastewater treatment plants and environmental protection costs raises concerns about sustainability issues. Therefore, the aim of the paper is to point out the importance of increasing wastewater treatment plants' capacity and improving their operability, as well as to emphasize the necessity for structural changes of public utility companies to address the identified problems.
