MAIN AREAS OF ENSURING SPACE SECURITY IN CIRCUMTERRESTRIAL SPACE

The article considers the current state of the Russian space industry in the field of ensuring space safety in circumterrestrial space. The author reviews main directions of space safety ensuring, inter alia, by developing a unified classifier of hazardous situations. The tasks, structure of existing warning systems for hazardous situations, as well as the main preconditions for creation and principles of advanced National system are presented.

The deployment of Early Warning Systems (EWS) and Alerting Technologies (AT) is one of the best measures for improved disaster prevention and mitigation. With the evolution of Information and Communication Technologies (ICT), we face new opportunities as well as new challenges for improving classical warning processes. This chapter concentrates on the main aspects of existing early warning systems and alerting technologies. Beginning with the definition and classifications in this field, we describe general approaches, representative systems, and interoperability aspects of EWS. Furthermore, we introduce a list of criteria for evaluating and comparing existing systems. It is worth noting that the deployment of an operational EWS is a complex challenge and remains a young field of research. This is due to many reasons, ranging from the political to the technical. The most critical issues regarding efficient alerting are described in this chapter, along with areas for future research.

The article analyzes the development of China’s space industry from its inception to the present. It is shown that the PRC has consistently implemented a policy of development of this strategic industry and has made tremendous progress in this area to date. Having gone through a number of stages, first with the help of external support (the USSR), then relying mainly on its own forces, China has made a breakthrough in space and today represents one of the world’s largest space powers. At the same time, the problems that persist in the industry need to be solved.

Проводится сравнительный анализ российской государственной корпорации по космической деятельности Роскосмос и американской компании SpaceX . Предлагаются мероприятия по повышению эффективности деятельности российской корпорации. The article examines the current state of the rocket and space industry and the place that Russia occupies in the world market. A comparative analysis of the Russian state space corporation Roscosmos and the American company SpaceX is carried out. Measures are proposed to increase the efficiency of the Russian corporation.

The development level of e-learning in Russian, European and American universities is analyzed in the paper on the basis of latest statistic data. Russian system of education is standing behind western countries in this field. The reasons for this are characterized in this paper, and the necessity of accelerated introduction of e-learning as the means of survival and preservation of competitiveness of national system of education is argued.The author believes that in the era of open knowledge society, when different universities offer distant education allowing to study without leaving house, the introduction of e-learning is the only way to fight for survival of national system of education. Therefore universities in different countries pool their intellectual and financial resources in order to gain their own niche in the market of cross-border education. The author comes to conclusion that in the situation, when Russia is threatened with not only real but virtual outflow of students as well, we have to admit that fast development of distant education is the only way to save national intellectual capital. Introduction of distant education should create the alternative to traditional methods and become an important part of overall strategy of Russian national universities.

Abstract Aiming the rapid response of mega constellation of satellites to cover the increasing demand for Earth observation and communication, in-orbit manufacturing is a promising approach. Driven by the NewSpace, which is leading a paradigm change in the space industry, the project Space Factory 4.0 has been founded to establish new processes and technologies based on the Industrie 4.0 approaches for rapid satellite assembly on an in-orbit platform. One of its fundamental approaches and the main contribution of this paper is the Digital Twins. In the scope of a Space Factory 4.0, the Digital Twin is a holistic approach for supporting and controlling systems for in-orbit Assembly, Integration, and Test processes, as well as satellite operations, by establishing a bidirectional link to its physical counterpart. It is an essential approach to obtain a digital representation of the current state of the real product at any time, enabling the recognition of and reaction to disruptive parameters at an early stage. To model Digital Twins and to meet the specific requirements of a Space Factory 4.0, such as the capability of sending telecommands and processing telemetry data, an extension of Industrie 4.0 component, called Space Factory 4.0 component, is proposed. This paper discusses this concept, its implementation and the results obtained and concludes to discuss its benefits and potentials for the space industry.

Glacial lake outburst floods (GLOFs) are a substantial hazard for downstream communities in vulnerable regions, yet unpredictable triggers and remote source locations make GLOF dynamics difficult to measure and quantify. Here, we revisit a destructive GLOF that occurred in Bhutan in 1994 and apply cross-correlation–based seismic analyses to track the evolution of the GLOF remotely (~100 kilometers from the source region). We use the seismic observations along with eyewitness reports and a downstream gauge station to constrain a numerical flood model and then assess geomorphic change and current state of the unstable lakes via satellite imagery. Coherent seismic energy is evident from 1 to 5 hertz beginning approximately 5 hours before the flood impacted Punakha village, which originated at the source lake and advanced down the valley during the GLOF duration. Our analysis highlights potential benefits of using real-time seismic monitoring to improve early warning systems.

The main goal of the paper is to analyze the current state of the combat aircraft in the Polish Air Forces, and on that account draw a conclusion regarding the potential need of purchasing a new multirole fighter in order to increase the national air defense capability. The first section of the article is dedicated to a thorough description of the aircraft that constitute today the Polish Air Forces, i.e. the SU-22 “Fitter”, MiG-29 “Fulcrum”, and F-16 “Fighting Falcon”. Advantages and disadvantages of each aircraft are presented and discussed. The article is concluded with the statement that for the sake of the Polish airspace and overall security the country has to invest and acquire a new modern multi-purpose aircraft capable of performing a full range of combat missions
