This discussion dealt with The Role of the Attorney General of the Republic of Indonesia in the Formation and Implementation of the Duty of the Guards, Safeguards of Government and Regional Development Team (TP4D). The problems of the study discussed in this research were what the legal arrangement of the Guards, Safeguards of Government and Regional Development Team (TP4D) was and what the role of the prosecutors in Guards, Safeguards of Government and Regional Development Team (TP4D) was. The research method used with the type of research used was empirical legal research. Empirical legal research is a legal research method that functions to be able to see the law in the real sense and examine how the law works in a community environment. The specification of this research is descriptive, with the intention to describe the existing conditions by using scientific research methods and solving problems based on data and facts collected as they were at the time the research was conducted. The conclusion in the discussion was that the President Instruction No. 1 of 2016 concerning the Acceleration of the Implementation of National Strategic Projects was not only addressed to the Ministers of the Work Cabinet, Cabinet Secretary, the Chief of the President Staff, the Heads of Non-Ministry Government Agencies, Governors and Regents / Mayors, but also instructed to the General Attorney of the Republic of Indonesia and the Head of the Indonesian National Police. To fight the stigma of criminalizing the policy that made the bureaucratic officials and businessmen afraid and hesitant in making decisions on accelerating the development and the strategies of national development programs, the Guards, Safeguards of Government and Regional Development Team (TP4D) was formed based on the decision of the Attorney General of the Republic of Indonesia No. KEP-152 / A / JA / 10/2015 dated October 1, 2015 concerning the establishment of the Guards, Safeguards of Government and Regional Development Team (TP4D) of the Republic of Indonesia which have the duties: to guard, secure and support the success of the running of the government and development through prevention / preventive and persuasive efforts in the jurisdiction of the Prosecutor's Office. While it was expected that the budget absorption was running normally for the benefit of the programs of national development. It was expected that resolutions of the existing problems with policies and officials will use the Government Administration process in accordance with the provisions of Law No. 30 of 2014 concerning Government Administration,

The essence of national development is the development of the whole human being and the development of the entire Indonesian society based on Pancasila and the 1945 Constitution of the Republic of Indonesia. Development is not only pursuing physical or mental progress, but also pursuing harmony, harmony and balance. The purpose of this study is to determine the implementation of Law Number 28 of 2014 concerning Copyright related to illegal copying of books in the Cahya Printing Bali photocopy business and to find out legal protection for book creators related to illegal book duplication in the Cahya Printing Bali photocopy business. The research method used is to use the empirical legal research method, which is to study the legal provisions that apply or what happen in reality in society. The results of the study show that the implementation of Law Number 28 of 2014 concerning copyright related to illegal book duplication in the Cahya Printing Bali photocopy business has not been carried out due to lack of support from related parties, namely still weak policing and lack of socialization. Legal protection for book creators related to the copying of illegal books in the copy business of Cahya Printing Bali in protecting creators' rights, the government does not provide direct legal protection.

The criminal act of corruption is a financial and humanitarian crime that harms the state and reduces the people's right to better access to welfare. The settlement of corruption cases often involves many parties, including good third parties related to the evidence seized by the Prosecutor. Judgments in judicial practice still cause new problems. The Panel of Judges imposed a crime in the form of appropriation of property in the control of a well-intentioned third party. The purpose of this paper is to examine the legal status of a third party who has good faith in the execution of confiscated goods in the case of corruption and the role of the prosecutor in a third-party lawsuit related to the execution of confiscated goods in the case of corruption. The research method used is normative legal research with statutes approach and case approach. The study indicates that the legal measures that can be done by a good third party against the confiscated objects in the case of corruption must be in accordance with Article 19 of the Anti-Corruption Eradication Act. The role of the public prosecutor in a civil case is not a public prosecutor or executor but in a lawsuit as a State Attorney Attorney under Article 30 Paragraph (2) of Law Number 16 Year 2004 regarding the Attorney General of the Republic of Indonesia. Tindak pidana korupsi adalah kejahatan keuangan dan kemanusiaan yang merugikan negara dan mengurangi hak rakyat untuk mendapat akses kesejahteraan yang lebih baik. Penyelesaian perkara tindak pidana korupsi seringkali melibatkan banyak pihak, termasuk pihak ketiga yang beritikad baik terkait dengan barang bukti yang disita oleh Penuntut Umum. Putusan-putusan dalam praktek peradilan masih menimbulkan masalah baru. Majelis Hakim menjatuhkan pidana berupa perampasan harta dalam penguasaan pihak ketiga yang beritikad baik. Tujuan penulisan ini untuk mengkaji kedudukan hukum pihak ketiga yang beritikad baik dalam eksekusi barang sitaan dalam perkara tindak pidana korupsi dan peranan jaksa dalam gugatan pihak ketiga terkait eksekusi barang sitaan dalam perkara tindak pidana korupsi. Metode penelitian yang digunakan adalah penelitian hukum normatif dengan pendekatan perundang-undangan dan pendekatan kasus. Hasil studi menunjukkan bahwa Upaya Hukum yang dapat dilakukan oleh pihak ketiga yang beritikad baik terhadap benda sitaan dalam perkara tindak pidana korupsi harus sesuai dengan Pasal 19 Undang-undang Pemberantasan Tindak Pidana Korupsi. Peran jaksa dalam perkara perdata bukan sebagai penuntut umum atau eksekutor akan tetapi dalam perkara gugatan sebagai Jaksa Pengacara Negara berdasarkan Pasal 30 Ayat (2) Undang-undang Nomor 16 Tahun 2004 tentang Kejaksaan Republik Indonesia.

The Attorney General of Indonesia issued regulation No Per014 / A / JA / 11/2016. About the guards and security of the government and regional development.This research aims to know and analyze the role of the Government and Regional Development Guards and Security Team in the prevention of corruption, how effective the TP4D is in carrying out its duties and authorities, and what obstacles are found in the field in relation to the duties and authority of the Government and Regional Development Guard and Security Team and how is the solution in providing legal assistance to government administrators to prevent the occurrence of criminal acts of corruption.The research method used is juridical sociology by using primary and secondary data. Primary data collection techniques carried out by interviews, and secondary data by reading, studying and analyzing primary legal materials, secondary legal materials, tertiary legal materials with qualitative analysis techniques, interpreted logically and systematically and drawn conclusions.The conclusion in this study is that the role of the government security guard and regional development (TP4D) team in preventing corruption is passive based on requests from government agencies. The legal product from TP4D is a legal opinion both incidentally and ongoing legal assistance according to the request of government agencies.Keywords: Prosecutors' Office; TP4D; Corruption.

Perkembangan pandemi Covid-19 saat ini sangat mengkhawatirkan dimana terjadinya suatupeningkatan kasus corona khusus di Indonesia. Penelitian ini bertujuan untuk mengetahuidan menganalisis kebijakan yang diambil pemerintah dalam penanganan pandemi Covid-19serta langkah-langkah yang diambil pemerintah untuk menganggulangi dampak-dampak, terutama dampak dari segi ekonomi dan sosial akibat pandemi Covid-19. Metode penelitianhukum yang digunakan yakni metode penelitian hukum normatif. Adapun pendekatan yangdigunakan dalam penelitian ini adalah pendekatan perundang-undangan dan pendekatankonseptual. Penelitian ini berlandaskan pengaturan perundang-undangan yang mengaturmengenai penanganan dan penganggulangan pandemi Covid-19 serta analisis atas konseppenetapan peraturan perundang-undangan tersebut. Hasil dari penelitian ini adalah dalamrangka penanganan Covid-19, berawal dari pemerintah tmengeluarkan kebijakan tentangPembatasan Sosial Berskala Besar yang merujuk pada Undang-Undang Nomor 6 Tahun2018 tentang Kekarantinaan Kesehatan. Peraturan pelaksanaannya yaitu PeraturanPemerintah Nomor 21 Tahun 2020 tentang Pembatasan Sosial Berskala Besar, sertaKeputusan Presiden tentang Kedaruratan Kesehatan sampai dengan saat ini pemerintah telahmengeluarkan kebijakan PPKM yang dimana dilakukan secara berkala. Untukmenganggulangi dampak Covid-19 dari segi ekonomi dan sosial pemerintah mengambilbeberapa kebijakan-kebijakan, yang diantaranya adalah: Peraturan Menteri KeuanganRepublik Indonesia Nomor 23/Pmk.03/2020 tentang Insentif Pajak Untuk WajibPajakTerdampak Wabah Virus Corona; Peraturan Otoritas Jasa Keuangan Republik Indonesia Kata Kunci : Kebijakan, Penanganan, Covid-19 The current development of the Covid-19 pandemic is very worrying where there is anincrease in special corona cases in Indonesia. This study aims to identify and analyze thepolicies taken by the government in handling the Covid-19 pandemic and the steps taken bythe government to mitigate the impacts, especially the economic and social impacts of theCovid-19 pandemic. The legal research method used is the normative legal research method. The approach used in this research is a statutory approach and a conceptual approach. Thisresearch is based on the legislation governing the handling and handling of the Covid-19pandemic as well as an analysis of the concept of establishing these laws and regulations. The results of this study are in the context of handling Covid-19, starting with thegovernment issuing a policy on Large-Scale Social Restrictions which refers to Law Number6 of 2018 concerning Health Quarantine. The implementing regulations are GovernmentRegulation Number 21 of 2020 concerning Large-Scale Social Restrictions, as well as thePresidential Decree on Health Emergencies. Until now, the government has issued a PPKMpolicy which is carried out regularly. To address the economic and social impact of Covid- 19, the government has taken several policies, including: Regulation of the Minister ofFinance of the Republic of Indonesia Number 23/Pmk.03/2020 concerning Tax Incentives forTaxpayers Af ected by the Corona Virus Outbreak; Regulation of the Financial ServicesAuthority of the Republic of Indonesia Number 11 /Pojk.03/2020 concerning NationalEconomic Stimulus as a Countercyclical Policy for the Impact of the Spread of Corona VirusDisease2019; and Instruction of the President of the Republic of Indonesia Number 4 of2020 concerning Refocussing of Activities, Reallocation of Budgets, and Procurement ofGoods and Services in the Context of Accelerating Handling of Corona Virus Disease 2019(Covid-19). The political party's position as a determinant of government head nomination in Indonesia made the political party a central and strong role in the determination of the Cabinet in the presidential government of Indonesia and allowed the political party to determine the Cabinet domination established by the President elected. This research aims to determine the model of the presidential institution strengthening in the multi-party era in Indonesia and to know the political and juridical construction of the presidential institution in determining the cabinet in Indonesia. The method used is a normative legal research method with a conceptual approach. The results of this research are, firstly that the strengthening of the presidential institution in the multi-party era can occur when done with the restriction of political parties through the mechanism of the parliamentary threshold. Secondly, that the political construction of the cabinet determination by the President is based on the coalition of political party supporters of the government, and the juridical construction of the President may elect the Minister of the party proposal because it is based on article 6A paragraph (2) The Constitution of the Republic of Indonesia 1945. Kedudukan partai politik sebagai penentu pencalonan kepala pemerintahan di Indonesia menjadikan Partai Politik memiliki peran sentral dan kuat dalam penentuan kabinet di Pemerintahan Presidentiil Indonesia dan memungkinkan partai politik untuk menentukan dominasi kabinet yang dibentuk oleh Presiden terpilih. Penelitian ini bertujuan untuk mengetahui model penguatan lembaga kepresidenan pada era multi partai di Indonesia, dan untuk mengetahui konstruksi politis dan yuridis lembaga kepresidenan dalam menentukan kabinet di Indonesia. Metode yang digunakan adalah metode penelitian hukum normatif dengan pendekatan konseptual. Hasil penelitian memperlihatkan bahwa pertama, penguatan lembaga kepresidenan di era multi partai dapat terjadi apabila dilakukan dengan pembatasan partai politik melalui mekanisme parlementary threshold. Kedua, bahwa konstruksi politis penentuan kabinet oleh presiden didasarkan atas koalisi partai politik pendukung pemerintahan, dan konstruksi yuridis presiden dapat memilih menteri dari usulan partai karena didasarkan pada Pasal 6A ayat (2) UUD 1945.

ABSTRAK Penelitian ini dilatarbelakangi oleh Kejaksaan Republik Indonesia yang telah membentuk struktur organisasi baru yaitu Tim Pengawal dan Pengamanan Pemerintahan dan Pembangunan atau dikenal dengan nama (TP4). TP4 ini berlokasi di pusat (Kejaksaan Agung) dan ditiap-tiap daerah ( Kejaksaan Tinggi dan Kejaksaan Negeri). Kelahiran TP4 mulanya untuk meningkatkan peran Kejaksaan dibidang perdata dan tata usaha negara (DATUN) tetapi pada akhirnya berada di bidang Intelijen. Selain itu, pembentukan TP4 merupakan salah satu respon Kejaksaan adanya Instruksi Presiden No. 7 Tahun 2015 Tentang Aksi Pencegahan dan Pemberantasan Korupsi tahun 2015. Pembentukan tim TP4 bertujuan untuk mengawal dan mengawasi pembangunan di daerah serta mendukung keberhasilan pemerintahan dan pembangunan melalui upaya upaya pencegahan secara preventif dan persuasif. Kejaksaan sesuai ketentuan Undang-undang Nomor 16 Tahun 2004 tentang Kejaksaan memiliki wewenang untuk melakukan penuntutan dan juga dapat bertugas sebagai penyidik untuk perkara tertentu sesuai dengan peraturan perundangan. Dalam penanganan perkara terdakwa tindak pidana korupsi, kejaksaan memiliki wewenang untuk melakukan penyidikan. Dalam pelaksanaannya tim TP4D banyak kemungkinan akan dihadapkan situasi rawan Penyimpangan- penyimpangan dan indikasi terjadinya tindak pidana korupsi terhadap proyek Pembagunan yang sedang dikawal, untuk menghindari hal tersebut sehingga Tim TP4D diharapkan mampu bekerja secara profesional. Selain itu, pembentukan TP4D, juga diharapkan dapat memaksimalkan daya serap anggaran Pembangunan kurang dikarenakan Pemerintah ketakutan untuk melaksanakan pembangunan, sehingga dengan adanya Tim TP4D pemerintah tidak ragu untuk melaksanakan pembangunan.    Kata Kunci: TP4D, Pembangunan dan Tindak Pidana Korupsi   AbstractThis research was motivated by the Attorney General of the Republic of Indonesia which has formed a new organizational structure, namely Tim Pengawal dan Pengamanan Pemerintahan dan Pembangunan, also known as (TP4). These TP4s are located in the center (Attorney General's Office) and in each region (High Prosecutor's Office and Public Prosecutor's Office). The birth of TP4 was originally to increase the role of the Prosecutor in the civil and state administration (DATUN) but ultimately was in the field of Intelligence. In addition, the formation of TP4 was one of the attorneys' responses to the Presidential Instruction No. 7 of 2015 concerning the Action on the Prevention and Eradication of Corruption in 2015. The formation of the TP4 team aims to guard and supervise development in the region and support the success of government and development through preventive and persuasive prevention efforts. Prosecutors in accordance with the provisions of Law Number 16 of 2004 concerning the Prosecutor's Office have the authority to prosecute and can also serve as investigators for certain cases in accordance with laws and regulations. In handling cases of accused of corruption, the prosecutor's office has the authority to carry out investigations. In its implementation, the TP4D team is likely to be faced with situations prone to irregularities and indications of corruption in the development project being escorted, to avoid this so that the TP4D Team is expected to be able to work professionally. In addition, the formation of TP4D was also expected to maximize the absorption capacity of the development budget due to the Government's fear of implementing development, so that with the presence of the TP4D Team the government did not hesitate to carry out development.Keywords: TP4D, Development and Corruption Crime

In fact, there are still many cases of corruption that have not been revealed; this resulted in the public to be pessimistic with the seriousness of the Prosecutor Office in uncovering variouscases of corruption that are happening today. The purpose of this study is to know the role ofthe Prosecutor Office in the eradication of criminal acts, to obtain an overview of the mechanismof corruption handling by prosecutors in Indonesia and to analyze the obstacles and solutionsin eradicating crime in the Attorney General. The research method was sociological juridical,and data collection were gained by using observation and interview. The existence and role ofthe Public Prosecution Service in eradicating corruption crime begins when the case has notbeen transferred to the Court until the execution of the decision of the Court. However, in thecriminal act of corruption the Prosecutor’s Office has the authority as a public prosecutor aswell as an investigator. The authority of the prosecutor as a special criminal investigator shall beregulated by Law Number 16 Year 2004 regarding the Attorney of the Republic of Indonesia inArticle 30 paragraph (1) letter d. In addition, in its role against the eradication of corruption, theProsecutor’s Office has always conducted a coordination relationship with the Police Agency andthe Corruption Eradication Commission. The mechanism for handling corruption in the AttorneyGeneral Office, through several procedures already set out in the law includes Investigation,Investigation and Prosecution.

Health is an important aspect and become a measure of the welfare of the people of a country. The development of national development, one of them is in the health sector, must be in accordance with and based on Pancasila and the 1945 Constitution of the Republic of Indonesia. The purpose of this research is to reveal the government's responsibility for handling Covid-19 patients and legal protection for Covid-19 patients medical services in the hospital. The research method used is normative. The assessment is carried out by means of a literature study which is specifically related to law in the health sector. The data sources used were prmiary, secondary and tertiary sources and were analyzed systematically. The result of this research indicates that the responsibility of the government for Covid-19 patients provides rights to patients regulated in related regulations. If the government and parties who violate the rights that should be received by Covid-19 patients, they can be subject to sanctions in accordance with applicable regulations. Legal protection or the issuance of legal rules regarding the rights of Covid-19 patients aims to protect the community itself.

Investment is any form of investment activity, both by domestic investors and foreign investors to do business in the territory of the Republic of Indonesia. Riau Province has issued Regional Regulation No. 7 of 2018 concerning Investment in Riau Province (PMPR). But there are weaknesses and disharmony with the higher regulation, the 2007 Investment Act. The research method used is normative legal research. The regulation in the PMPR regulation is still unclear, especially if there is an obligation to resolve disputes that occur between the government and foreign investors through national arbitration. Whereas in accordance with the 2007 Investment Act, dispute resolution between the government and foreign investors is carried out through international arbitration institutions based on the agreement of the parties.

The method used in this research is a qualitative normative juridical research method, namely a research method that refers to the legal norms contained in legislation. The conclusion of Articles 18 and 19 of Law of the Republic of Indonesia Number 36 of 2009 concerning Health, states that the Government is responsible for empowering and encouraging the active role of the community in all forms of health efforts, and the Government is responsible for the availability of all forms of quality, safe health efforts.  efficient, and affordable.
