Selection of Regional Sustainable Development Project Using the Method of Multiple-criteria Optimization

The purpose of this article is to reveal the method of multiple-criteria optimization for the selection of regional sustainable development projects. Projects for regional sustainable development in the strategic planning are currently considered as an important instrument sustaining competitiveness and productive capabilities of the European economy and supporting developing areas, as an aim of the Europe 2020 strategy. Methodology. European countries implement national strategies by using the broad methodology of project management for reaching strategic aims. In such a context, it becomes necessary to provide a generalized method of projects' evaluation and their selection by the corresponding committees, proceeding from the best international practices and effective policy guidelines. Thus, the aim of this paper is to provide multiple-criteria method for the selection of the optimal regional development project out of the number of competing alternatives. Results. This paper reveals the decision-making process behind the expert selection of the most competitive project, based on a set of following criteria: social, economic, ecological and budgetary efficiency. Our method is as follows: we are considering all the available components of efficiency through the lens of integral factor. For each component we propose a set of local indicators that describe its degree of efficiency in comparable values. The projects of Dnipropetrovsk regional state administration of Ukraine are considered as main case of this study. To analyze them we use the methodology of multiple-criteria evaluation of regional sustainable development projects. As a result of this process it becomes possible to choose the optimal project for regional development out of wide array of projects being filed by the applicants. Value/originality. Value and originality of the multiple-criteria optimization method is the capability to provide the selection of regional sustainable development project on the base of clear criteria which precludes the possibility of corruption and unfounded decisions being taken by the authorities during the process of the planning the economic activities. As current method of decision-making is based on quantitative assessments of projects’ value, government and local government representatives are guided by a common vision and subjective impressions on the application. The advantages of the proposed method are methodological simplicity, flexibility and universality, which are crucial in the multiple-criteria decision-making in public administration. One of the advantages of this method is that it allows providing a justification for the results and conclusions of the selection process.

The paper proposes a problem-solving approach in the area of underground mining, related to the evaluation and selection of the optimal mining method, employing fuzzy multiple-criteria optimization. The application of fuzzy logic to decision-making in multiple-criteria optimization is particularly useful in cases where not enough information is available about a given system, and where expert knowledge and experience are an important aspect. With a straightforward objective, multiple-criteria decision-making is used to rank various mining methods relative to a set of criteria and to select the optimal solution. The considered mining methods represent possible alternatives. In addition, various criteria and subcriteria that influence the selection of the best available solution are defined and analyzed. The final decision concerning the selection of the optimal mining method is made based on mathematical optimization calculations. The paper demonstrates the proposed approach as applied in a case study.

Total knee replacement (TKR) is a remarkable achievement in biomedical science that enhances human life. However, human beings still suffer from knee-joint-related problems such as aseptic loosening caused by excessive wear between articular surfaces, stress-shielding of the bone by prosthesis, and soft tissue development in the interface of bone and implant due to inappropriate selection of TKR material. The choice of most suitable materials for the femoral component of TKR is a critical decision; therefore, in this research paper, a hybrid multiple-criteria decision-making (MCDM) tactic is applied using the degree of membership (DoM) technique with a varied system, using the weighted sum method (WSM), the weighted product method (WPM), the weighted aggregated sum product assessment method (WASPAS), an evaluation based on distance from average solution (EDAS), and a technique for order of preference by similarity to ideal solution (TOPSIS). The weights of importance are assigned to different criteria by the equal weights method (EWM). Furthermore, sensitivity analysis is conducted to check the solidity of the projected tactic. The weights of importance are varied using the entropy weights technique (EWT) and the standard deviation method (SDM). The projected hybrid MCDM methodology is simple, reliable and valuable for a conflicting decision-making environment.

Multiple-criteria decision making (MCDM) methods have been widely employed in various fields and disciplines, including decision problems regarding Sustainable Development (SD) issues. The main objective of this paper is to present a systematic literature review (SLR) on MCDM methods supporting decisions focusing on the achievement of UN Sustainable Development Goals (SDGs) and the implementation of the 2030 Agenda for Sustainable Development in regional, national, or local contexts. In this regard, 143 published scientific articles from 2016 to 2020 were retrieved from the Scopus database, selected and reviewed. They were categorized according to the decision problem associated with SDGs issues, the MCDM methodological approach, including the use (or not) of fuzzy set theory, sensitivity analysis, and multistakeholder approaches, the context of MCDM applications, and the MCDM classification (if utility-based, compromise, multi-objective, outranking, or other MCDM methods). The widespread adoption of MCDM methods in complex contexts confirms that they can help decision-makers solve multidimensional problems associated with key issues within the 2030 Agenda framework. Besides, the state-of-art review provides an improved understanding of this research field and directions for building a research agenda for those interested in advancing the research on MCDM applications in issues associated with the 2030 Agenda framework.

Cost-Benefit Analysis (CBA) has been serving as an important tool for decision making with regard to the development projects involving large investments. The Social Cost-Benefit Analysis (SCBA) is an extension of the CBA to certain social impacts, which hitherto were not measured. As the impacts of development projects on ecology and environment assumed importance, measuring the corresponding costs and benefits also began to assume significance. With the advancement in economic valuation techniques over time, measurement could be done and the framework of SCBA has been extended to incorporate the same. Moreover, unlike the CBAs, which do not account for the distributional aspects, the SCBA can potentially account for these. This paper presents a case study of extending the SCBA framework to include social and environmental impacts of a large water resource development project in India. It emphasises the distribution of project benefits and costs over stakeholders, spatial locations and time horizons so as to demonstrate the utility of extended SCBA in project decision making. It is observed that both the numeraire measure i.e. cost-benefit ratio, as well as the distributional analysis present a favourable case for the project.

In the process of selecting Indonesian Workers (TKI) based on quality at PT. Adila Prezkifarindo Duta is classified as still manual, where there is not yet a system for selecting quality migrant workers so it requires a long time for its assessment and the selection process is less effective. To support decision making in the selection of qualified Indonesian Workers (TKI) to make it easier by using a decision support system. One method used in the selection of qualified Indonesian Workers is the Profile Matching method. The profile matching method is a decision-making mechanism by assuming that there is an ideal level of predictor variables that must be met by applicants, rather than the minimum level that must be met or passed. In the profile matching process a process will be compared between individual competencies into standard competencies so that different competencies can be identified (also called Gap). The smaller the gap produced, the greater the weight value. In matching this profile, the selected TKI candidates are Indonesian Workers who are closest to the ideal profile of a qualified TKI.

The purpose of this work is to identify some issues of current sustainable development process in polyethnic border regions of Ukraine. The need to involve various domestic stakeholders (like local, regional and national authorities, businesses, households, education and research institutions, NGOs, regional development agencies) and representatives from neighboring countries in elaboration and implementation of sustainable development programs in border regions is substantiated. Conducted survey helped to identify the position of local NGOs representatives, involved into the different regional development projects, about the priority directions of sustainable development and obstacles for their realization in the polyethnic region. Certain peculiarities of sustainable development related to regional polyethnicity have been identified during the survey. Certain ways to increase the involvement of various ethnic groups in process of sustainable development in border regions have been proposed.

Technology-intensive innovation is fraught with all sorts of uncertainties - uncertainties which can neither be averted nor ignored but have to be managed. This paper discusses techniques on how to handle such uncertainties in high-technology development projects under conditions of severe time pressure. The key lies in postponing decision-making if uncertainty is intolerably high, and structuring the development project in such a manner that progress is not delayed, while taking steps to rapidly and systematically reduce the uncertainty. Die sleutel le in die uitstel van besluitneming indien die onsekerhede ontoelaatbaar groot is, en in die strukturering van die ontwikkelingsprojek in so 'n wyse dat vordering nie belemmer word nie, terwyl stappe geneem word om die onsekerhede vinnig maar stelselmatig uit die weg te ruim. Hierdie tegnieke blyk eenvoudig dog diepgaande te wees.
