Relevance. Occupational health (factory medicine) as applied medical science provides sanitary inspection practice with theoretical generalizations for rational holding and increase in efficiency of control (supervising) actions. Currently, oil processing and petrochemical plants showed scientific and technical progress with the implementation of new technologies and automation of production, toughening of requirements of industrial safety, and labor protection. But this industry still represents technically difficult huge complexes of the fire and explosion hazardous equipment with harmful intensive chemical and noise effects on the environment and in the first turn, on the workers. Among objects of sanitary inspection in any region of the enterprise, oil processing and petrochemistry represent various conglomerates of the main, the auxiliary and providing production of the demanding special receptions in the analysis and preventions of their harm and danger not only to workers, but also to the population. Aim of the study. To analyze existing hygienic characteristics and requirements to factors of the production environment and work, for the modem enterprises of oil processing and petrochemistry in control (supervising) actions for the increase in efficiency of the leading function of service for managing and supervision in ensuring sanitary and epidemiologic wellbeing of the population of the Russian Federation, consumer protection and rendering the methodical help to practical employees of service. Conclusions. The most relevant documents are selected and literature sources are listed to optimize the leading function of the Federal Service for Supervision in the Field of Consumer Rights Protection and Human Well-being for control and supervision in the field of ensuring the sanitary and epidemiological well-being of the population of the Russian Federation and consumer rights protection.

The purpose of the study was to analyze the comparability of data from the bodies of both the Federal Service on Customers Rights Protection and Human Well-being Surveillance (Rospotrebnadzor) and health authorities in terms of the incidence of the temporary disability in the constituent entities of the Russian Federation. Material and methods. Information on indices of the incidence with the temporary disability, presented in state reports “On the sanitary and epidemiological well-being of the population” of the Territorial Departments of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing Surveillance, is examined. The information on incidence indices with the temporary disability, presented in the Unified interdepartmental information-statistical system, is investigated. Result and discussion. The incidence rates with the temporary disability presented by the Russian Federation’s executive bodies in the field of healthcare and used by the Territorial Departments of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing Surveillance do not correspond to each other. The composition of data on morbidity with the temporary disability in state reports “On the sanitary and epidemiological well-being of the population” of the Territorial Departments of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing has a high degree of heterogeneity. Most government reports do not include data on the incidence of temporary disability. Conclusion. To provide comparability of the working population’s health indices at the national and regional levels, the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing Surveillance bodies and institutions have to develop the uniform methodological approaches to assessing and controlling the incidence rate with temporary disability. The territorial administrations of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing Surveillance (Rospotrebnadzor) are required to receive data from public health authorities of the constituent entities of the Russian Federation that correspond to data provided for statistical purposes at the federal level.

Intriduction. To solve the problems of collecting data on sanitary and epidemiological well-being it is necessary to automate and digitalize processes. Analysis of foreign experience shows the feasibility of developing domestic specialized software products that could be more consistent with the tasks of social and hygienic monitoring (SGM) with a comprehensive analysis of health indicators or environmental factors of the population in the context of macroregions over a long period of time. The purpose of the study was to develop a software product for automating the process of combining large amounts of data on environmental factors with the formation of a combined database. Materials and methods. The results of studies of environmental factors carried out by the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) within the framework of the SGM for the period from 2007 to 2019 in the context of individual municipalities of the constituent entities of the Russian Federation that are part of the Russian Arctic have been studied. Results. To solve the problem of forming a combined database from separate files in the MS Office Excel format, a software product (SP) in Python 3.6 has been developed that automates the processes of creating a database from a large number of separate files, which are characterized by a common structure. The SP was tested on the example of the analysis of the results of the SGM in the context of municipalities of the subjects of the Russian Arctic for 2019. The approbation showed the correct performance of the program, which was confirmed by the results obtained manually. The average time it took to create a merged database from 60 source files was 7 minutes. Conclusion. The created SP allows you to automatically combine a large number of separate Excel files containing in a standardized form data on the factors of the population’s habitat, collected as part of the SGM maintenance, with the formation of a combined database. The software can be used by the institutions of Rospotrebnadzor in the formation of combined databases in the context of any territories of the constituent entities of the Russian Federation for practical and scientific problems.

Introduction the aim of the study. The implementation of risk-oriented model organization of the control and supervision activities of Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing with the assessment system of potential dangerous objects requires the creation of multiannual reliable database about the occupational working conditions which must include results of the production control for enterprises of all industries of the national economics of the Russian Federation. The aim of the study was to study the effectiveness of the use of the production control (PC) results of working conditions for the provision of sanitary - epidemiological wellbeing of the population. Material and methods. The study was conducted on materials of Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing on the Leningrad region, Petrostat for 2009-2012. In analysis there were included software and PC results of working conditions in 420 industrial enterprises of various branches of the Leningrad region industry. To develop a regional model of PC program planning based on critical control points there was chosen the major refinery in the Leningrad region - Limited Liability Company “Production Association” Kirishinefteorgsintez “(LLC “PA “KINEF”). 3960 protocols of laboratory and instrumental investigation results of working conditions were made for the purpose of PC control on LLC “PA “Kinef” and 1921 protocols of PC results - on 420 industrial enterprises of the Leningrad region were analyzed. Results. The performed analysis revealed a number of problems to the application of PC results for the aim of working conditions optimization of employees, planning disease prevention program and the assessment of object’s sanitary-hygienic wellbeing. The method of critical control points (CCPs) in the planning of PC programs on the large industrial enterprises is proposed to use. On the example of “Kinef” there was shown the efficiency of the use of CCPs in order to optimize the PC programs. There was developed and implemented the regional model of the use of PC programs which allows to solve the problem of the significant increase of preventive orientation and efficiency of PC program at enterprises of all sectors of the national economy of the Russian Federation as an important element of the management of sanitary - epidemiological population wellbeing regarding to the maintenance of healthy and safe working conditions. Conclusions. Existing legal regulatory and methodological framework regulating the organization and performance of PC control and social - hygienic monitoring in the Russian Federation requires significant changes and additions what allow to increase the reliability of the objects classification on groups of sanitary-epidemiological wellbeing and to realize a risk-oriented approach to control and oversight activities.

An assessment of the current toxocariasis situation in the Russian Federation was made. Several data sources have been examined for this purpose - statistical materials on the toxocariasis incidence of the Russian population in 2008 - 2012, the Regional Services on Customers’ Rights Protection and Human Well-Being Surveillance State reports concerning the administrative territories in 2010 -2012 about the sanitary-epidemiological wellbeing of the population, the results of their own research and the published data. Nowadays, in different regions of the Russian Federation, there is considerable variation in toxocariasis incidence values. On a number of areas located in similar climatic conditions and landscape-geographical zones recorded both low and high levels of morbidity, the most pronounced among children. Antibodies to toxocara detected in different climatic zones of the population, the proportion of seropositive, according seroepidemiological studies is 5.4 - 33.6% of adults and 11.8 - 35.2% among children. It is concluded that the incidence of toxocariasis significantly higher reported rates of statistical observation. The need to develop a guidance document, reflecting the diagnostic value of clinical and laboratory signs of toxocariasis and epidemiological evidence for screening for toxocariasis threatened populations.

The paper is devoted to the analysis of the issue of arbitrability of disputes involving consumers, which does not find an unambiguous solution either in law or in judicial practice. The author examines the positions of the highest judicial instances, as well as courts of general jurisdiction and arbitration courts on this issue, which are contradictory in nature. Having conducted a systematic analysis of legislation, legal science and judicial practice, given the special legal situation of the consumer, the author concludes that it is possible to have an arbitration agreement between the consumer and a person engaged in entrepreneurial activity, subject to certain conditions, in particular, the presence of the free will of the consumer to consider the dispute in the arbitration court and the absence of infringement of his rights in arbitration proceedings in comparison with the consideration of the dispute in the state court. The question is raised about the need for the administration of this category of disputes by permanent arbitration institutions. According to the results of the scientific research, changes in the norms of the legislation of the Russian Federation regulating the relations under consideration are proposed. Thus, it is proposed to word paragraph 1 of Article 17 of the Law of the Russian Federation “On Consumer Rights Protection” as follows: “Consumer rights protection is carried out by a court or an arbitration court”. It is also proposed to supplement Article 17 of this Law with paragraph 4: “Disputes involving consumers can be submitted to an arbitration court if all guarantees provided by law for the arbitration party are met for the consumer, provided that the following conditions are met: 1) the dispute must be considered during the administration of a permanent arbitration institution; 2) the consumer must be exempt from paying the costs associated with resolving the dispute in arbitration; 3) the place of arbitration must be determined within the subject of the Russian Federation in which the consumer resides.”

Introduction. Search solutions to strategic tasks aimed at preservation of population health in the Russian Federation requires an increase in the productivity and efficiency of public administration, including that performed by control and surveillance organizations. Material and methods. The article focuses on an algorithm for assessing the efficiency of control and surveillance activities performed by Federal Service for Surveillance over Consumer Rights Protection and Human Well-being organizations and authorities. The authors calculated population morbidity and mortality rate associated with adverse effects produced by the environment and prevented due to control and surveillance activities by Federal Service for Surveillance over Consumer Rights Protection and Human Well-being. The calculation was based on certain regularities related to the interaction between compartments in a tripartite system “ Federal Service for Surveillance over Consumer Rights Protection and Human Well-being activities - environmental objects quality - population health”. The authors also suggest indices that can help to estimate the productivity of activities performed by Federal Service for Surveillance over Consumer Rights Protection and Human Well-being and its managerial resources. Spatial classification and typologization of the RF regions was performed as per a set of parameters with k-means cluster analysis. Results. The suggested approaches were tested in research on the productivity of control and surveillance activities aimed at a decrease in a population mortality and morbidity rate in the RF regions caused by neoplasms and circulatory system diseases and associated with the environment quality. The authors estimated a contribution made by Federal Service for Surveillance over Consumer Rights Protection and Human Well-being activities on providing sanitary-epidemiologic well-being in the achievement of target figures on population mortality caused by neoplasms and circulatory system diseases. Discussion. There are vital tasks that need to be solved if we wish to increase the productivity of Federal Service for Surveillance over Consumer Rights Protection and Human Well-being activities as per criteria that reflect prevented population health losses caused by the sanitary-epidemiologic situation. Finding solutions to these tasks requires creating a system of additional managerial actions aimed at improving the quality of environmental objects; it can be done due to the redistribution of resources spent on the performance of Federal Service for Surveillance over Consumer Rights Protection and Human Well-being activities. The task is an optimization one and is an object for further research and publications by the authors. Conclusion. Analytical techniques described in the article are universal and are not confined to a specific social-economic system or a public administration system. It makes wide implementation of the suggested approaches quite possible; they can be applied to estimate contributions made by various public authorities in achievement of target figures.

Based on data from the Russian Export Centre, Federal Service for Supervision of Consumer Rights Protection and Human Welfare (Rospotrebnadzor) the article analyses the state of hightech exports of the Russian Federation under restrictive measures related to the spread of coronavirus infection. High-tech exports for the period January 2013 to August 2021 and the number of coronavirus infections for the period March 2020 to August 2021 were used as baseline data. The dynamics and volumes of high-tech exports have been considered, the leading and trailing regions in terms of this indicator have been highlighted. A correlation between the number of coronavirus infection cases and the volume of high-tech exports of the regions of the Russian Federation has been revealed, from which it can be concluded that high-tech exporters have so far managed to adapt to the current coronavirus environment.

The initiatives of the Government of the Russian Federation concerning the clarification of the rules for the provision of paid medical services are considered. For medical budget institutions, it is significant that such services are proposed to be regulated not only by the Federal Law “On the Basics of Public Health Protection in the Russian Federation”, but also by the Law of the Russian Federation ”On Consumer Rights Protection”. A comparative analysis of the previous and new versions of the Rules for the Provision of Paid Medical Services by medical organizations is carried out. The financial aspects of the activities of budgetary medical institutions, their property rights and the limits of the exercise of these rights are considered. The new requirements to the form and content of the contract for the provision of paid medical services, the features of the remote method of its conclusion are considered.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.

Subject. This article considers the system of strategic planning documents as a scientific and practical basis for achieving the goal of improving the well-being of the population by increasing investment activity and the competitiveness of the regional economy. Objectives. The article aims to explore the possibilities and features of the application of marketing technologies in the effective management of the development of the Russian Federation constituent entities. Methods. For the study, we used the methods of general scientific and statistical research, content analysis, and data visualization techniques. Results. The article presents a brief analytical overview of strategic planning documents and analysis of the possibilities of using modern marketing tools. The article also highlights the use of marketing to improve the competitiveness of a particular area, taking into account the experience of leader regions. Conclusions. Modern strategic documents regulating the development of regions have some contradictions in terms of the characteristics of the state of the Russian Federation subjects concerning various indicators of development. The problems and practicalities of addressing them need to be more clearly identified. The results of the study can be used by regional and municipal authorities to develop plans to improve the strategic management of the areas' development.
