Based on data from the Russian Export Centre, Federal Service for Supervision of Consumer Rights Protection and Human Welfare (Rospotrebnadzor) the article analyses the state of hightech exports of the Russian Federation under restrictive measures related to the spread of coronavirus infection. High-tech exports for the period January 2013 to August 2021 and the number of coronavirus infections for the period March 2020 to August 2021 were used as baseline data. The dynamics and volumes of high-tech exports have been considered, the leading and trailing regions in terms of this indicator have been highlighted. A correlation between the number of coronavirus infection cases and the volume of high-tech exports of the regions of the Russian Federation has been revealed, from which it can be concluded that high-tech exporters have so far managed to adapt to the current coronavirus environment.

The paper is devoted to the examination of issues related to the increasing importance of budgetary regulation for the proper functioning of a modern innovative society. The key role of the budgetary regulation in the financial process of the State is particularly acute in the context of systemic crises that include socio-economic consequences caused by the spread of a new coronavirus infection (COVID-19) in Russia. In the course of the study, the features of changes in the state financial policy caused by the above-mentioned crisis phenomena are highlighted. The paper describes various approaches to the interpretation of the budgetary regulation as a category of financial law, explores various types and legal forms of methods of the budgetary regulation, analyses mechanisms and the impact of the State on the budget system through the existing legal structure of the budgetary regulation. It is determined that the rules of financial law governing the whole complex of public relations concerning the distribution and redistribution of the national product between the levels of the budget system of the Russian Federation constitute the institution of financial law, namely: the budgetary regulation. The author concludes that the approach based on the concentration of basic powers in the financial field at the federal level significantly slows down the dynamics of development of economic activity in the majority of regions of Russia, while the need for breakthrough innovative development of Russian society determinates the expansion of long-term tax sources of income for regional budgets. In this regard, it is proposed to consolidate additional regulation for revenues gained by regional and local budgets in the form of targeted deductions from federal taxes on a long-term basis.

Introduction. The professional activity of medical workers (MW) is in close contact with daily contact with various factors of the production environment: physical, chemical, biological, and labor processes. Until 2020, tuberculosis and viral hepatitis prevailed in the structure of occupational diseases (OD) of the medical workers in the Russian Federation. According to the State report "On the state of sanitary and epidemiological welfare of the population in the Russian Federation in 2020," the first ranking the second place in the structure of occupational diseases, depending on the impact of harmful production factor took the illnesses associated with the action of biological factors - 20,19%, while the main reason for the growth in the incidence of healthcare workers in coronavirus infection COVID-19 (further COVID-19). The study aims were to identify problematic aspects in the establishment of the COVID-19 work from MW. Materials and methods. We have given descriptions of clinical cases, as well as a retrospective analysis of issues of OD according to the patient registers of the following medical institutions: the Center of Occupational Pathology of Sechenov University, the Republican Center of Occupational Pathology of the Ministry of Health, Republic of Tatarstan, the Regional Center of Occupational Pathology of the Samara Region. Results. In 2020, COVID-19 was the most common OD with fatal outcomes and complications in healthcare workers. Today, difficulties in determining the connection of COVID-19 with the profession arise when assessing the epidemiological history, the consequences after a coronavirus infection, and the formulation of the diagnosis. Conclusions. For a qualitative examination of the connection of COVID-19 with the profession, it is necessary to develop a list of clinical conditions with the definition of the timing of complications.

Introduction the aim of the study. The implementation of risk-oriented model organization of the control and supervision activities of Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing with the assessment system of potential dangerous objects requires the creation of multiannual reliable database about the occupational working conditions which must include results of the production control for enterprises of all industries of the national economics of the Russian Federation. The aim of the study was to study the effectiveness of the use of the production control (PC) results of working conditions for the provision of sanitary - epidemiological wellbeing of the population. Material and methods. The study was conducted on materials of Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing on the Leningrad region, Petrostat for 2009-2012. In analysis there were included software and PC results of working conditions in 420 industrial enterprises of various branches of the Leningrad region industry. To develop a regional model of PC program planning based on critical control points there was chosen the major refinery in the Leningrad region - Limited Liability Company “Production Association” Kirishinefteorgsintez “(LLC “PA “KINEF”). 3960 protocols of laboratory and instrumental investigation results of working conditions were made for the purpose of PC control on LLC “PA “Kinef” and 1921 protocols of PC results - on 420 industrial enterprises of the Leningrad region were analyzed. Results. The performed analysis revealed a number of problems to the application of PC results for the aim of working conditions optimization of employees, planning disease prevention program and the assessment of object’s sanitary-hygienic wellbeing. The method of critical control points (CCPs) in the planning of PC programs on the large industrial enterprises is proposed to use. On the example of “Kinef” there was shown the efficiency of the use of CCPs in order to optimize the PC programs. There was developed and implemented the regional model of the use of PC programs which allows to solve the problem of the significant increase of preventive orientation and efficiency of PC program at enterprises of all sectors of the national economy of the Russian Federation as an important element of the management of sanitary - epidemiological population wellbeing regarding to the maintenance of healthy and safe working conditions. Conclusions. Existing legal regulatory and methodological framework regulating the organization and performance of PC control and social - hygienic monitoring in the Russian Federation requires significant changes and additions what allow to increase the reliability of the objects classification on groups of sanitary-epidemiological wellbeing and to realize a risk-oriented approach to control and oversight activities.

Due to sharp increase in public attention to the state and immediate prospects of education in the Russian Federation, caused by the transforming impact of coronavirus infection on all socio-economic spheres on a planetary scale, the proposed work raises the question of the constitutional foundations of the educational policy of the Russian Federation, identifying its principles and possible the limits of transformation, after which, on the basis of preliminary conclusions is formed the prospect of external and internal analysis of the evolution of educational policy, as well as its impact on the national security of the state for the period from 1993 to the present.

In the article, the authors disclose the impact of the crisis caused by the pandemic of the coronavirus COVID-19 on the activities of the armed forces of foreign armies, including the Armed Forces of the Russian Federation to carry out defense tasks. A detailed analysis of the ability of the armed forces to withstand a new coronavirus infection and to help neutralize it both domestically and in the international arena is presented. Separately, the issue of managing forces, means and resources under these conditions was considered and a list of additional requirements for the state and military command and control system in the interests of neutralizing the pandemic was proposed.

The article covers the promotion of Russian high-tech, innovative and other products and services to foreign markets. The problems of promotion of domestic products abroad are considered in detail. The main directions of solutions to the identified problems are also presented. The work used: a content analysis of regulations and open information materials on the infrastructure for promoting Russian products in foreign markets, a historical retrospective. The article was prepared based on the results of studies carried out at the expense of budget allocations as part of the state task of the Financial University under the Government of the Russian Federation.

Распространение и выявление новой коронавирусной инфекции (COVID-2019) как на территории РФ, так и в структуре объектов УИС актуализирует необходимость трансформации средств обеспечения жизнедеятельности как всех субъектов права, так и в особенности подозреваемых, обвиняемых и осужденных. Доказано, что данная категория граждан находится в особо уязвимом положении с точки зрения подверженности заболевания коронавирусом по причине специфики режима отбывания наказаний, который предполагает замкнутость пространства. Введение мер ограничения, регламентированных Правительством РФ, конкретизируемых нормативно-правовыми актами ФСИН России и главного государственного санитарного врача ФСИН России, спровоцировали необходимость решения ряда вопросов, возникающих при реализации системы мероприятий по отбыванию осужденными наказаний в учреждениях УИС. Вышесказанное обуславливает важность и своевременность исследования, связанного и изучением проблем и дискуссионных положений, обуславливающих процесс исправления осужденных и предупреждения совершения ими новых преступлений через призму осуществления санитарно-противоэпидемических мер для предупреждения распространения коронавирусной инфекции. The spread and reveal of a new coronavirus infection (COVID-2019) both on the territory of the Russian Federation and in the structure of penal institutions have prompted us to talk about the need to transform the means of ensuring the life of all subjects of law, and especially suspects, accused and convicted. It is proved that this category of citizens is in a particularly vulnerable position in terms of exposure to coronavirus due to the specifics of the regime of serving sentences, which implies a closed space and close contacts of persons located on the territory of the correctional institution. The introduction of restrictive measures regulated by the Government of the Russian Federation, specified by regulatory legal acts of the Federal penitentiary service of Russia and the chief state sanitary doctor of the Federal penitentiary service of Russia, provoked the need to address a number of issues that arise in the implementation of the system of measures for serving sentences in penal institutions. The above explains the relevance of research related to the study of problems and controversial provisions that determine the process of correcting convicts and preventing them from committing new crimes through the prism of implementing sanitary and anti-epidemic measures to prevent the spread of coronavirus infection.

The article analyzes the issues regarding the definition of some aspects of bringing to administrative responsibility for violation of the established temporary restrictive measures in the context of the COVID-19 pandemic. Special attention is paid to the analysis of changes in the Code of Administrative Offenses of the Russian Federation due to the need to strengthen measures of responsibility in the field of ensuring sanitary and epidemiological well-being. One of the novels are offenses under Part 2, Part 3 of Art. 6.3 Administrative Code, as well as Art. 20.6.1 Administrative Code of the Russian Federation. The features of the objective side of these offenses are established, as well as a list of subjects of these offenses.

The article is devoted to the assessment of changes in the budgets of the constituent entities of the Russian Federation that are part of the Ural Federal District, which they have undergone in connection with the change in the macroeconomic situation in the country and regions. The article provides an overview of scientific research on the topic under consideration. On the basis of open official data, using general scientific methods, the influence of the introduced restrictive measures related to the fight against the spread of coronavirus infection on the regional budgets of the constituent entities of the Russian Federation of the Ural Federal District is shown. The analysis is carried out in the context of the structure of sources of formation of budget revenues, as well as in the areas of spending financial resources of the regions of the Ural Federal District, an assessment of the balance of the studied budgets is given. Comparative analysis was carried out for the first half of 2019 and 2020. The results obtained indicate that in the revenue part of the studied budgets of the constituent entities of the Russian Federation, tax revenues from profits and incomes have significantly decreased. All the regional budgets under consideration show an increase in gratuitous receipts. In the expenditure part of the budgets, the increase is mainly noted in the sections "Healthcare" and "Social policy". Thus, measures of state support in the first half of 2020 made it possible to maintain a budget surplus in four of the six subjects of the Russian Federation of the Ural Federal District. However, the current situation with the spread of coronavirus infection does not allow making optimistic forecasts for the further filling of the revenues of regional budgets. The situation is similar with the expenditure side – they will increase due to the growth of social expenditures, which will affect the balance of regional budgets.

Subject/Topic. The article is devoted to the study of the concept, parameters, barriers and scenarios for ensuring the digital sovereignty of the Russian Federation in the era of Industry 4.0. Methodology. To study the concept of digital sovereignty as a scientific shortage, the authors used general scientific methods (observation, comparison, measurement, analysis and synthesis, the method of logical reasoning), when conducting an analytical study of indicators of the digital maturity of the national economy of the Russian Federation, the dynamics of high-tech challenges and threats specific scientific methods were used (static analysis, expert assessments, graphical method), to form scenarios of the future trajectory of the development of digital sovereignty, methods of strategic management – SWOT analysis, PEST analysis, Foresight tools. The validity and reliability of the results of scientific research is ensured by the correctness and rigor of the construction of the logic and research scheme. Scientific and applied research of Russian and foreign scientists in the field of innovative development, digital economy and public administration was used as a methodological and fundamental basis for the study. The initial statistical data for the analysis were taken from open sources of thematic reviews and analytical reports of the consulting agencies VC.RU, the Ministry of Economic Development of the Russian Federation, the Skolkovo Research Center, Digital IQ, PWC, statistical collections of the Higher School of Economics and Rosstat. Results. Currently, digital sovereignty is considered from a political, economic and technological point of view, which determines the presence of a pluralism of points of view on its meaningful definition in the scientific literature. The authors propose to understand by digital sovereignty the criterion of sustainability of the architecture of a socio-economic business model in front of external and internal digital challenges and threats of various origins, as well as its ability to adapt and proactively protect its own interests in the digital sphere. The development of the digital sovereignty of the Russian Federation is presented according to four scenarios: 1st – the Russian Federation is unable to build an effective national infrastructure and is dependent on these groups, digital sovereignty has become an object and means of influence of world leaders on the behavior of entire states and allied formations, an emphasis on military the political role of digital sovereignty; 2nd – the Russian Federation joins the digital infrastructure to the Asian group, and the Chinese conglomerate pursues a policy of soft absorption with the gradual assimilation of the cultural and value paradigms of the population into non-Chinese paradigms; 3rd – the collapse of the oligo-polistic power, the FAMGA group (USA) and the BAT group (China), the entire world economy is being reshaped into autonomous digital ecosystems that build relationships among themselves on the principles of win-win partnership; 4th – the USA, EU, Russia is actively developing digital infrastructure in Asia, Africa, South America to form a new colonial system built on the basis of digital technologies. Conclusions/Relevance. As part of the scientific study, it was found that the digital sovereignty of the state directly depends on the level of digital maturity of the national economy and the digital responsibility of society's behavior. Taking into account the passage of the global economic system to the point of no return – the onset of the era of Industry 4.0 - the issue of ensuring the digital sovereignty of the state is becoming a new priority in the agenda for future development. Application. The results obtained in the process of scientific research can be used by the authorities and management as a theoretical and practical basis for making appropriate decisions in the field of improving the processes of digital transformation of various levels of society, and by business representatives – for adjusting business development strategies based on taking into account relevant digital challenges and threats.
