Regarded as a social advancement tool, Previous Learning Recognition (RPL) processes' development in cross-border regions should enable the transferring of qualified and Higher Education graduated workforce across territories. Within the project LLL-Transversalis, French universities have been establishing RPL assessement events with international participants (Spanish and Andorran) in order to build a cross-border RPL system in the Pyrenees region. This paper exposes the characteristiques of these unique RPL processes and the results obtained. So far, eleven events have been developed, accrediting students in the domains of Engineering, Tourism and Management. Jurys were compounded on average of 7 members from both academic and professional worlds and observers from Spain and Andorra were present. Feedback from international participants is highly positive. Due to the economic and social crisis caused by Covid-19, cross-border and national RPL could turn out to be an effective way to galvanize human capital growth in the following years, hence the value of this project's actions. Taking advantage of mobility restrictions caused by the sanitary crisis, the first online cross-border RPL events will take place later this year, setting a starting point for further research and innovation on these practices in Spain and Andorra with the help of French institutions.

Europeanisation, demanded by the civilization progress, locates the educational discourse within the IT society, which in turn formulates expectations towards the quality of the human capital strengthened by higher education. As a result, it is expected from the graduates to possess competences basing on innovativeness and creativeness, hence – resourcefulness. However, traditionally accomplished process of educating students does not orient towards such competences. Therefore, it is necessary to change the model of academic education. The aim of this article is to indicate the conditions of shaping European model of education in higher education, and in consequence – the range and quality of competences acquired by students. The learning outcomes corresponding with the European directives, particularly in the context of lifelong learning were relevant in these reflections.

Globalization has forced higher education into a new world, a world of change, instability and ambiguity, shaped by an increasingly integrated world economy, technology, an international knowledge network, and other forces beyond the control of higher education institutions. Futurists predict that the education systems of tomorrow will be drastically different from those of today. They forecast innovative approaches to teaching and learning will proliferate and will be used more effectively because of technology and telecommunications. Traditional universities historically have been producers of knowledge in the form of human capital, research, and scholarship and are now challenged to tap into the expanding need for lifelong learning. The need and desire for higher education are growing, but higher education is challenged to make significant changes driven by globalization and technology.

Social and economic welfare in Kuzbass as a coal mining region is provided through the development of human capital. This task is accomplished via education and training, enabling improved levels of quality and production at coal mining enterprises. Therefore, the increasing requirements for University graduates imply the need of new forms and updated content in students’ cognitive activity development. The main goal of our research is to identify and justify the conditions for developing students’ cognitive activity in the process of their studying at the University in coal mining region. The article presents data from a study carried out among students and teachers of Kemerovo State University, the largest institution of higher education in Kuzbass. During the research, special attention was paid to implementing the problem-based learning, which allowed students to enhance their activities at lectures, seminars, and in preparing for classes. The results of the study showed progress in students’ independent cognitive activity and their self-motivated attitude to the process of learning due to several factors. The activity of students largely depends on the teachers’ proficiency in supporting, guiding, and monitoring the learning process, as well as on the teaching methods they use. The growth of human capital in terms of higher education becomes a key determinant of the coal mining region’s sustainable development.

This paper aims at describing the experience of the Cities for Entrepreneurs Program (Ciudades para Emprender or CPE) of the National Directorate of Community and Human Capital (which belongs to the SEPYME), National Ministry of Production. This paper starts from the premise that entrepreneurship takes place at the most micro level of the offer and, therefore, is a concept associated with the characteristics of the environment closest to that offer: the local territory. However, there is little history in the country of public policies relating the issue of entrepreneurship with the local management. That is why we take as a starting point the conceptualization of the chosen framework: local governments and the development issue, seen from the perspective of entrepreneurships. Moreover, an overview is given on the structural characteristics of municipalities in Argentina. In addition, some international experiences and attempts to promote entrepreneurship at a national level are analyzed. Finally, the Cities for Entrepreneurs Program (CPE) is outlined, based on a summary of the diagnoses of the Entrepreneurial Ecosystems of the selected cities and the tools used and their execution status at the time of publication of this paper.

The author considers the questions relating to the formation of lawyers’ professional traits from the point of view of the significance which human capital and investment in this capital hold in contemporary times. It follows from the analyses, which were carried out, that the dire need for taking up actions with the aim to shape lawyers appears one of the most vital tasks. This requires taking into account visible trends in the changing job market. Another aspect results from the need for multilevel qualifications and conditions behind lawyers’ actions and their decisions. Thus, colleges of higher education which educate prospective lawyers, as well as lawyers’ corporations, are confronted by challenges of forming, in young people, features that are indispensable for them to be valuable lawyers and not only executors of simple activities. The author points to the fact that lawyers need shaping because, among others, during their whole social lives and realization of professional tasks their personality traits and potential related to communication will constantly manifest through accepting and following or rejecting and opposing values, principles, reflexions, empathy, sensitivity, the farthest-fetched imagination, objectivism, cooperation, dialogue, distancing themselves from political disputes, etc. Students of the art of law should be characterized by a changed mentality, new vision of law – service to man, and realization of standards of law, as well as perception of the importance of knowledge, skills, attitudes and competences.

The article discusses the current state of professional training of engineers, in particular, electronics engineers in Ukrainian higher education institutions (HEIs) and explores best practices from US HEIs. The research outlines the features of professional training of electronics engineers and recent changes in Ukrainian HEIs. Such challenges for Ukrainian HEIs as lack of collaboration between higher education and science with industry, R&D cost reduction for HEIs, and downsizing the research and academic staff, the disparity between the available quality of human capital training and the demanded are addressed. The study attempts to identify successful practices of US HEIs professional training of engineers in order to suggest potential improvements in education, research, and innovation for training electronics engineers in Ukraine.
