The impact of natural disasters on agriculture: Improving damage assessment and mitigation

Numerous programs and policies have been developed at federal, state, and local levels to mitigate damages associated with natural disasters. However, agriculture has not been a priority area for natural disaster preparation, response, and recovery planning. Understandably, reducing deaths and injuries and aiding homeowners take precedence in an emergency. Nonetheless, agricultural losses account for a substantial share of total damages resulting from natural disasters. This article summarizes the findings of a study designed to identify key areas for improving agricultural disaster response and to recommend policies to reduce damages and expedite recovery from weather-related natural disasters affecting North Carolina agriculture.

There are serious gaps in our knowledge and understanding of how public policy at the federal, state, and local levels affects the work of a wide array of nonprofit organizations. On October 4th and 5th, 2010, the Association for Research on Nonprofit Organizations and Voluntary Organizations (ARNOVA), with the support and encouragement of the Bill and Melinda Gates, Kresge and C.S. Mott foundations, convened a group of thirty nonprofit scholars and leaders to explore what we know about the impact of public policy on the nonprofit sector. The conference focused on how public policy helps or harms the ability of nonprofit organizations, particularly but not exclusively public charities, to fulfill their missions.

With the growing threat of a naturally occurring or man-made global pandemic, many public, private, federal, state, and local institutions have begun to develop some form of preparedness and response plans. Among those in the front lines of preparedness are hospitals and medical professionals who will be among the first responders in the event of such a disaster. At the other end of the spectrum of preparedness is the Corrections community who have been working in a relative vacuum, in part because of lack of funding, but also because they have been largely left out of state, federal local planning processes. This isolation and lack of support is compounded by negative public perceptions of correctional facilities and their inmates, and a failure to understand the serious impact a jail or prison facility would have on public health in the event of a disaster. This article examines the unique issues faced by correctional facilities responding to disease disasters and emphasizes the importance of assisting them to develop workable and effective preparedness and response plans that will prevent them from becoming disease repositories spreading illness and infection throughout our communities. To succeed in such planning, it is crucial that the public health and medical community be involved in correctional disaster planning and that they should integrate correctional disaster response with their own. Failure to do so endangers the health of the entire nation.

Purpose This research aims to identify the qualitative differences between local hazard mitigation plan (LHMP) of the developing country when compared to those of developed countries. It also seeks to demonstrate the relative importance of public private partnership and the need for PPs to be integrated into LHMP because they help to create strong LHMP, thereby making communities will become more resilient to not only floods but also other natural disasters. It focuses on the components of hazard mitigation from a developed country perspective and how these influence the contents/focus of the LHMP especially when compared to those of a developing country. Design/methodology/approach Based on official information such as population, climate and major threat that has faced, research sites were selected. Each LHMP can be downloaded from the official city websites, except Korea. Through plan evacuation protocols the LHMP for each city – USA (Baltimore), Japan (Kumamoto) and Korea (Pohang) – were assessed three times by the research team. Plans were evaluated using a plan coding evacuation process. Findings The LHMP of the developing country did not contain maps illustrating to the people who are exposed to flood and evacuation routes and who are vulnerable (both economically and physically), when compared with the developed countries plan. However, quicker response because of simple political hierarchy can be possible in Japan and Korea when compared to the USA, which has three different tiers of political governments – federal, State and Local government – though Korea is a developing country. Originality/value In recent times, pre-disaster response, which is a proactive approach to natural disasters, is an emerging issue rather than post disaster response because of sustainable and resilient ideas of the locals that have repeatedly suffered from natural hazards. This study compares LHMPs of each country to better understand strengths and weakness, as well as to identify strategies that will enhance the quality of mitigation plan for the developed country and developing country. It is hoped that this study will inform and augment existing literature by assisting underdeveloped and developing countries suffering from floods with the preparation of their LHMPs based on the suggestion of this research.

Informal settlements in urban areas have long been afflicted by disasters and exposed to exploitation by politicians, shacklords, academics, journalists, non-governmental organizations (NGOs), tavern owners and government officials. This problem is caused to some degree by limited land for expansion which has resulted in the creation of highly densified and unplanned, irregular settlements using poor, combustible building materials. The purpose of the article is to investigate whether eThekwini Municipality’s strategies are sufficient to respond to and recover from the impact of disasters. The research was undertaken at the Foreman and Kennedy Road informal settlements located in Clare Estate, under Ward 25, in Durban within eThekwini Municipality in KwaZulu-Natal (refer to Annexure 1). These areas are very important politically as they are densily populated and highly contested between political parties and local resistant’s organizations such as Abahlali baseMjondolo. Questionnaires were self-administered to a sample size of 220 of which 140 respondents completed the questionnaires, thereby generating a response rate of 63.6%. Semi-structured interviews were also conducted with municipal officials. The findings indicate that 44.3% of the victims of disasters received assistance from NGOs and regard civil society as playing an important role after disasters compared to 7.1% of the responding municipal officials.

Crowdsourcing and open licensing allow more people to participate in research and humanitarian activities. Open data, such as geographic information shared through OpenStreetMap and image datasets from disasters, can be useful for disaster response and recovery work. This chapter shares a real-world case study of humanitarian-driven imagery analysis, using open-source crowdsourcing technology. Shared philosophies in open technologies and digital humanities, including remixing and the wisdom of the crowd, are reflected in this case study.

The Greens' impact on German politics and public life has been enormous and massively disproportional to the size of their electoral support and political presence in the country's legislative and executive bodies on the federal, state, and local levels. After substantiating the Greens' proliferating presence on all levels of German politics with numbers; the article focuses on demonstrating how the Greens' key values of ecology, peace and pacifism, feminism and women's rights, and grass roots democracy—the signifiers of their very identity—have come to shape the existence of all other German parties bar none. If imitation is one of the most defining characteristics of success, the Greens can be immensely proud of their tally over the past thirty plus years.

Chapter 4, “The Development of the Underclass,” contextualizes the history of race in Los Angeles within the history of the American West (1870 – 1900). It explores how local white Angelenos combated notions of criminality and attempted to portray Los Angeles as atypical compared to other western American centers, hoping to pin its social ills on the small racialized communities (black Latino/a, and Chinese) that they were actively trying to segregate and minimize. It also explores California’s legal history, and examines the impact of federal, state, and local legislation on the communities of racialized minorities, particularly African American, Native American, and Chinese people. This chapter also examines the role of the local media in shaping mainstream attitudes towards local people of color.

Oil companies, partnerships and entities developed for the exploration and/or production of hydrocarbons typically invest for a reasonably certain period of time, with the assets projected to have little or no value at the end of their life cycle. Historically, production facilities were decommissioned as cost effectively as possible, with limited consideration of the cost of this practice being factored into the initial costs or operating budgets, and the salvage value of the scrap metal was applied to cover the cost of the demolition. Today, most oil and gas producers are required to account for the estimated future cost of dismantling and removing facilities and equipment, as well as restoring land to its previous condition. The estimated costs for future dismantling, removal, and restoration are different to other costs associated with the acquisition and use of productive assets. The impact of potential environmental expenses associated with these practices typically occurs after an asset has ceased production. Planning for environmental costs for asset retirement obligations (AROs) is ideally conducted during the asset's operating life. This is so that compliance costs and other operating expenses are recorded consistently in conformance with accounting policies and regulations. Tentatively identified AROs include: asbestos, batteries, PCB transformers, underground or above ground storage tanks, well abandonment, waste impoundments, mercury, and other components of an active producing facility. Operators need to identify specific performance requirements that may impose obligations on their organisation. Federal, state and local requirements need be considered, as they apply to specific operating conditions.
