This paper investigated the impact of information and communication technology on the Nigerian economy, taking evidence from the banking sector. Ordinary least squares method of regression for the period 2004-2017 was employed. Generally, the paper found that there was positive relationship between bank related information and communication technology components used and economic growth, except the automated teller machine component, under a fixed effect modeling. However, using the Breusch Godfrey (BG) dynamic modeling to remove serial autocorrelation, the paper revealed that only the mobile banking payment component positively and significantly affected the gross domestic product. On the basis of the findings, the researcher recommended that the Central Bank of Nigeria, banks and stakeholders should collaborate to strengthen the information and communication infrastructures and security systems in the country to reduce frauds, make the environment user friendly and improve public confidence.

The learning process carried out on one of the Introduction to Information Technology courses at STIKOM Bali is the course in which the learning process is done with the blended learning learning model. The learning process is done face to face and uses online learning media. The lecture mechanism is designed in accordance with the academic calendar and material content is made uniform with multimedia animation, so that one class with another class has the same understanding. Related to the use of information and communication technology media in blended learning, it is necessary to manage technology so that the use of information and communication technology used can be measured. ITIL (Information Technology Infrastructure Lybrary) V3. This study focuses on the measurement of information and communication technology in the PTI subjects using blended learning learning models. In this measurement using a maturity level scale, where the instrument used is a questionnaire. For the preparation of the questionnaire and distribution using Google docs. The results of this study are in the form of a maturity level in the domain service operation of the ITIL V3 framework and recommendations of measurements that have been made.
Keywords: blended learning, governance, ITIL Versi 3, maturity level

Information and Communication Technology (ICT) Governance is increasingly necessary and present in organizations aiming to improve the maturity of their ICT processes. This paper presents an analysis of the ICT Governance processes of a Brazilian Federal Public Administration agency. To assess the maturity of the ICT Governance processes, we surveyed and diagnosed the processes performed by the agency and organized a series of meetings/discussions to assist in the improvement and modeling of the processes related to the ICT Contract Planning process. As a result, we proposed improvements and identified the maturity level of the existing ICT processes, also assessing the awareness of employees of the General Coordination of Information Technology regarding these processes. Our findings reveal that the agency still needs to implement the following processes: (1) ICT People Management; (2) Business Process Modeling (Automated/to Automate); (3) Change Management; (4) Execution Monitoring of the ICT Projects and Services Portfolio; and (5) ICT Service Continuity Management. We also identified several artifacts that need to be implemented by the agency in different processes and collected survey participants’ suggestions about new processes to improve the maturity in ICT Governance.
