It is with both pleasure and sadness that we dedicate this special climate change issue of Portal to the late Dr. Stephen H. Schneider. Steve, as he was known to his friends and colleagues, was as rare a bird as any he sought out in his passion as a birdwatcher. A brilliant climate scientist, author of countless books and papers, path breaking inter-disciplinarian, eminent public communicator, mentor to dozens of young scholars; the list of roles and adulatory adjectives could fill an IPCC special report. Steve would have appreciated this special issue, with its multidisciplinary approach, and its quest for solutions based on analytical scholarship. He understood better than most the inseparability of normative and descriptive concerns, the need for academics and scientists of all kinds to be involved with public processes of communication, policy design and deliberation. While his last book was called “Science as a Contact Sport,” the unspoken title of his career might have been “Science as a Public Service.” He was endlessly testifying, consulting and giving interviews, and encouraged others to learn to do the same. Notwithstanding a battle with lymphoma in the last decade (chronicled in the wonderful book The Patient from Hell), Steve maintained a frenetic level of activity and was still going strong when he was felled by a pulmonary embolism in July of 2010 at age 65. He leaves behind a legacy embodied in his publications, institutions like the IPCC and the journal Climatic Change, and in the hearts and minds of the countless persons he interacted with, mentored, and loved. Exuberant, passionate, full of warmth and good humor, Steve was a mensch among mensches. He will be sorely missed. Paul Baer, with the assistance of Terry Root and Ian McGregor.

Interstitial Lung Diseases (ILDs) are a large family of disorders characterized by inflammation and/or fibrosis of areas of the lung dedicated to gas exchange. In this Special Issue entitled “Clinical and Radiological Features of Interstitial Lung Diseases”, we collected a series of contributions in which a multidisciplinary approach was crucial for the correct diagnostic assessment of ILD. Sharing knowledge between different specialties can significantly improve diagnostic approaches and the management of ILD patients.

<p><em>The quality of public service is an important and it must have bye the each public service institution. Includes the library as a public service institution giving service for the all visitors. This research aims to know the comparisation of Kepri Province Libraries quality service  and Tanjungpinang City Libraries quality service. The method used in this research is quantitative methods with questionnaire to 40 responden as samples. This questionnaire as an data collecting instruments. These results indicate the quality of two libraries is good. But, if they compared the service quality of  Province Kepri  Libraries is better than  Tanjungpinang City Libraries. This look from average scored  results is 152,61 points  for Kepri Province Libraries, and 150,66 points for Tanjungpinang City Libraries, in the good categories</em></p><p>Kualitas pelayanan publik merupakan hal yang penting dan harus dimiliki oleh masing-masing lembaga pelayanan publik. Termasuk perpustakaan sebagai lembaga pelayanan publik yang memberikan pelayanan kepada semua pengunjung. Penelitian ini bertujuan untuk mengetahui perbandingan kualitas layanan Perpustakaan Provinsi Kepri dan kualitas pelayanan Perpustakaan Kota Tanjungpinang. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dengan 40 responden sebagai sampel. Kuesioner ini sebagai alat pengumpul data. Hasil penelitian ini menunjukkan kualitas kedua perpustakaan suda bagus. Tapi jika dibandingkan kualitas pelayanan Perpustakaan Provinsi Kepri lebih baik dari pada Perpustakaan Kota Tanjungpinang. Hasil dari hasil rata-rata ini adalah 152,61 poin untuk Perpustakaan Kepri Province, dan 150,66 poin untuk Perpustakaan Kota Tanjungpinang, dalam kategori baik.</p><p><em><br /></em></p>

In this introduction, we first review the lessons learned in development economics about the ability of randomized control trials to analyse what Duflo refers to as the “plumbing problems” of policy implementation, as opposed to “engineering problems” of policy design. We then examine the papers published within this special issue from a plumbing-based perspective to highlight the benefits of the co-creation of knowledge in corporate sustainability through a field-based experimental agenda. We finally propose that field-based experiments can radically influence the future development of our (and related) fields of inquiry in three ways: (1) focusing on the implementation processes of sustainability strategies, (2) shifting attention from the analysis of past events to the design of future actions, and (3) yielding our role as sole owners of the knowledge development process and agreeing to shared ownership with the organizations we study.

Behavioral economics and happiness research have many important implications for the conduct of benefit-cost analysis as well as for policy design and implementation. By identifying ways in which we may act irrationally and providing new perspectives on the relationship between our circumstances and our sense of well-being, this research raises numerous questions regarding the evaluation of individual and societal welfare and the desirability of alternative policies. In this special issue, we present a series of articles that explore these concerns and provide significant new insights.

This article examines the emerging application of systemic design methodology within government as practiced by the Alberta Public Service in Edmonton, Canada. A case study, from a practitioner’s perspective, for systemic policy design is presented as an innovation facing approach useful for cultural change and decision-support.  Lessons about applying systemic design within government and essential capabilities and qualities of practitioners are outlined. For some systemic designers, government might be the best place to effect systemic change especially those particularly concerned about advancing stewardship and innovation within the culture of government. This article is useful to public sector practitioners interested in applying systemic methodology to complex and long-term policy predicaments.

This chapter explores the assumption that public service television (PST), i.e. BBC TV, commercial public service broadcasters (PSBs), and non-PSBs, offers less consumer value for money than the rest of the market in the UK; that the only continuing rationale for PST rests on citizen concerns. It shows that PST does give citizens public service benefits over and above those provided by the non-PSBs and online-only TV players, and these ‘citizenship’ benefits are highly valued by the public. PST also offers consumers better value for money because the non-PSBs' significantly higher cost per viewer-hour seems unlikely to be compensated for by commensurately higher audience appreciation. The main policy implication is simple: there is no necessary trade-off between citizen and consumer benefits: pound for pound, PST appears to deliver both sets of benefits better than the rest of the market.

This chapter introduces the overall question that is central to this volume: How does management make a meaningful contribution to public service performance? A summary review of our knowledge of the concepts and relationships that feature in this overall question is provided. Describing the gaps in our knowledge, the chapter explains the approach taken by this volume in order to generate fresh insights. Thus, noting that what constitutes performance is dependent on the institutional context, the public values, and different stakeholders that emphasize some rather than other aspects of public service performance, the chapter introduces the institutional perspective. Signaling parallel lines of research with some centering management systems and others managers’ leadership, the chapter explains the multidisciplinary approach which combines the insights from public management, leadership, human resource management, and work and organization psychology to gain a better understanding of what managers do to impact performance. In addition, this multidisciplinary approach provides insight into how public employees’ attitudes and behaviors contribute to job and organization performance. The chapter concludes by presenting the conceptual model underlying the volume and explains the focus of the individual chapters and their contribution to answering the volume’s overall question.

Abstract Current research on emotions represents a broad church of methodological approaches. The essays in this special issue will investigate how social emotions inform research across numerous disciplinary fields and methodological approaches. This introduction will set out the social dimensions of emotions like shame, anger, anxiety, empathy and pity from a specifically sociological perspective. In sum, this will work to counter tendencies that individualise emotions as purely subjective or cognitive phenomena, and to demonstrate how the significance of social emotions is not restricted to any singular discipline.
