Background: As a health service institution, hospitals have characteristics and management complexities which have an impact on their financing aspects. Controlling the supply of pharmaceutical supplies aims to create a balance between supply and demand in order to realize effective and efficient health services.Aims: This study aimed to design a method for controlling the optimal supply of disposable medical materials at the Bali Mandara Eye Hospital, Bali. Methods: This is a qualitative study based on in-depth interviews with three informants, and involving 11 doctors (users) to determine the critical value of disposable medical materials.Results: ABC analysis was used to classify all types of goods based on their importance to determine priorities based on the value of use. The budget allocation was dominated by only a small portion or only a few types of pharmaceutical supplies. The results show that there was a decrease in the total cost of inventory by 19.14% after the application of the EOQ method. The application of the reorder point (ROP) method can anticipate the occurrence of stock outs or vacancies.Conclusion: The EOQ method is more efficient than the conventional method applied at the Bali Mandara Eye Hospital Pharmacy Installation. The EOQ and ROP methods greatly affect the efficiency and effectiveness of controlling the inventory of medical disposable materials at the Bali Mandara Eye Hospital.Keywords: : inventory control, effective and efficient, medical disposable materials

The article analyzes the approaches to the civil service organization in Ukraine and examines the regulations of the civil service establishment since independence time. The attention is payed to the regulatory uncertainty of the separation of civil and public service in Ukraine. It is emphasized that the legal basis of the civil service in Ukraine is determined by the Law of Ukraine “On Civil Service”, which was adopted in 2015. The first such laws were adopted in 1993 and 2011. The Law of Ukraine “On Civil Service” of 1993 for the first time established a special legal status of civil servants – persons authorized to perform state functions. The Civil Service recognized the professional activity of persons holding positions in state bodies and their staff for the practical performance of tasks and functions of the state, receiving salaries at the expense of state funds. The Main Department of the Civil Service under the Cabinet of Ministers of Ukraine was designated as the civil service government body in the state bodies. At that time, the procedure for serving in local self-government bodies was not legally regulated in Ukraine, which hampered the establishment of the public service institution in Ukraine. With the adoption of the Constitution of Ukraine, there was a division of public service into civil service and service in local self-governments. The Laws of Ukraine “On Local Self-Government in Ukraine” and “On Service in Local Self-Government Bodies” became an additional basis for distinguishing types of public service. In 2011, a new Law of Ukraine “On Civil Service” was adopted, which provided for changes in the legal regulation of the civil service in Ukraine. Civil service was recognized as a professional activity of civil servants in preparing proposals for the civil policy formation, ensuring its implementation and provision of administrative services, ie the categories of political positions and positions of civil servants were distinguished. The current legislation defines the role of the civil service and its features, as well as the conditions of service in local governments, which is actually the basis for the public service system formation in Ukraine. With the emergence of a variety of pension service institutions, how to choose a suitable institution has become a strategic decision-making problem faced by pension service demanders. To solve this problem, this study identifies key evaluation criteria of pension service institutions through the analysis of the relevant literature. Then, this study proposes a mixed aggregation by comprehensive normalization technique (MACONT) with a personalized quantifier to select pension service institutions, where the personalized qualifier with cubic spline interpolation is used to derive the position weights of criteria, and the MACONT is improved to determine the ranking of alternatives. A case study about the selection of pension service institutions is provided to verify the feasibility of the proposed model. It is found that the proposed method is effective in dealing with heterogeneous evaluation information, and the personalized quantifiers can be combined with MACONT methods to obtain an optimal solution associated with the attitude of pension service demanders. The identified key evaluation criteria are not only significant for pension service demanders, but also conducive to the further improvement of property management related to pension services.

<span>The learning organization is a strategic process for every university as a public service institution to improve its performance. Learning organizations have an essential role in linking past experiences to future improvements in changing State Islamic Universities in Indonesia to achieve international standards. This study aimed to describe the State Islamic University's learning organization profile in Indonesia and reveal its readiness towards international standards. This study used a survey approach, collecting data through closed questionnaires and open-ended questions involving 300 respondents consisting of lecturers and employees of the State Islamic University of Sunan Kalijaga Yogyakarta. The data analysis technique used descriptive statistics with a benchmark scale and explanations. The results showed that the average score on all learning organization variables was low, below the benchmark scale. This result was in line with lecturers and employees' perception that most of them (68%) expressed pessimism about universities' readiness to achieve international standards. In conclusion, the State Islamic University of Sunan Kalijaga has not fully become a learning organization as a bridge of change towards an international standard.</span>

Objectives: This study conducted research using big data in order to overcome the limitations of existing qualitative research or analysis research. By analyzing keywords, the flow and role of long-term care insurance in society were analyzed.Methods: Issues were searched through text mining, one of the big data techniques, and the flow of agendas by period was examined by 3 time points (institutional settlement period, 1st basic plan, 2nd basic plan). Using R and NetMiner, Daum News (news.daum.net) and Naver News (news.naver.com) were web-scraped to collect 20,965 news articles, 4,994 articles were filtered for keyword extraction and analysis. Result: Looking at the characteristics of each data type, in all data types, long-term care institutions (including nursing homes) and care providers appear as the top keywords, and the keyword subgroup characteristics are ① grade/service, ② institution management, and ③ the employee group includes the keyword subgroup.Conclusions: This study is based on the subject of long-term care insurance for the elderly and applies big data analysis techniques, and can be used as a decision-making tool in establishing policies and systems.

The components to measure of disaster risk (i.e flood) are level of hazard, vulnerability of individual/community, and capacity of individual/community. Research related to vulnerability is based on the level of probability of a region experiencing a disaster, while vulnerability is based on conditions where individual/community cannot cope with disasters. The aim of the study was to measure the level of vulnerability of the socio-economic and institutional society. This research tried to explain the level of social vulnerability among the communities in upper Bengawan Solo watershed. SoVI makes more appropriate parameters for measuring social vulnerability than relying only on partial socioeconomic data. The data generated from relevan institution, such as Central Bureau of Statistic (Badan Pusat Statistik–BPS), Social Service Institution (Dinas Sosial), National Population and Family Planning Board. Data needed such as socio-economic community, demography, age, family structure, village-city, education, and unemployment rate. We find the data from the related agencies. The first step analysis is to adapt the measurement of vulnerability (SoVI) that has been developed. After the measurement of the SoVI is carried out then it is classified relatively between districts (Sragen, Sukoharjo, Wonogiri, and Karanganyar) in the upstream Bengawan Solo Watershed. The results show highest SoVI total score (the most vulnerability) is Sragen Regency, followed by Wonogiri and Sukoharjo, and the lowest is Karanganyar. Meanwhile, Sragen has the highest scores in social-economy components score such as age, gender, rural/urban, occupation, and family structure. It implies that when disasters attack to Sragen, their community will be more suffering potentially.

The performance of the midwife as part of the human resources owned by the hospital will affect the performance of the health service institution concerned as a whole. The purpose of this study was to analyze the effect of individual characteristics (including age, years of service, employment status, skills, and motivation) and extrinsic factors (including rewards, workload, supervision, and training) on the performance of midwives. This explanatory survey research used all of the midwives who served in the inpatient obstetrics room at Langsa Hospital, amounting to 47 people as respondents. Data were collected through questionnaires and analyzed by logistic regression method. The results showed that employment status, skills and motivation from individual characteristics as well as supervision and training from extrinsic factors had a significant effect on the performance of midwives. Furthermore, motivation was identified as the dominant variable influencing the performance of midwives.

This research method uses a qualitative method that is juridical normative. Based on the formulation of the problem, this research also conducts interviews and direct observations of the results of development carried out by PT. GKKS as well as the management of Medan Petisah Market which is divided into management areas based on the contract, namely the first floor for PT. GKKS and the second floor for the third floor for PD. Pasar Kota Medan. Making every contract in the PD environment. Medan City Market before and after regional autonomy is the same. PD. Clinic is a health service institution that is used to provide medical services needed by the community. The clinic aims to help improve the quality of health in the community and the clinic can be managed by the government or the private sector. In order to create good and fast service to the community, it can be supported by computerized accounting records. The purpose of this study is to determine the appropriate cash management accounting information system at DYNA Clinic in Banjarmasin, as well as to produce a Web-Based Cash Management Application Program This study found that all cash records at the DYNA clinic were still manual. The author suggests using a web-based cash management application program to help DYNA Clinic record patient data, record cash management transactions and make it easier to find information on cash receipts and disbursements.
