The purpose of this work is the spectrophotometric determination of the color of ceramic pigments for the development of technology for the production of high-quality ceramic paints of a wide color palette for decorating building ceramics, porcelain and faience products. In this regard, using the principles of heterovalent isomorphic substitution of atoms in crystals, the compositions of ceramic pigments were designed on the basis of the anorthite derivatives containing transition elements with the general formula Са1-хMexAl2+xSi2-xО8, where calcium and silicon ions were replaced by aluminum and transition element, Ме – Cо, Ni, Fe, Cr. The color characteristics were taken on the UV-2600 spectrophotometer with «UV Probe» software. Measurement of wavelengths was in the range of -220-1400 nm. For Fe3+ with tetrahedral coordination, the brown color is due to the d–d transition. The absorption wavelengths of the samples corresponded to 758-283 nm. Со2+ is characterized by a coordination number of 4, the wavelengths of the absorbed light are 1328, 776, 625, 551, and 408 nm. In this case, the brightness varies from 5 to 64%. The color of the samples is violet-blue. For the yellow-green complex [NiО6], the absorption bands are located at ⅄ = 894, 693, 622, 385. The absorption spectra of chromium-containing pigments are characterized by the presence of maxima in the region of 536, 408, 310 nm, which corresponds to the green region of the spectrum

The government in an effort to increase global competitiveness makes a plan through the RPJPN document (2005-2025) which implies a gradual transformation to develop a competitive economy in accordance with regional competencies and excellence. Thus, the challenges faced are efforts to increase competitiveness through the development and implementation of innovation systems (innovation driven economy). The national innovation system (SINAS) consists of the support of a number of regional innovation systems (SIDa) so that industrial clusters are formed based on the thematic superior regions. South Sumatra Province in the process of determining the plantation industry cluster based on regional superior commodities is based on the results of deliberations by the regional government without the support of an educational approach undertaken in the determination of the thematic superior. The determination of this industrial cluster can be used as a direction for regional development that can facilitate regional innovation actors in taking strategic policy steps in advancing the region. So this research aims to determine the regional superior commodities and products that are carried out with the academic draft approach to have acceptable and operational characteristics. In this study the determination of regional superior commodities and products is carried out with a scientific approach using the LQ, Integration DEMATEL and ANP methods. The results of this study are coffee (4.54), rubber (4.49) and oil palm (4.45) priority commodity-based priority products that have a good industrial value chain to be developed by innovation actors in formulating policies and programs for support the regional superior products in order to have national and global competitiveness.

Five N-p-phenyl substituted benzamidines were studied by DC and DP polarography in a wide pH range. Coulometric results show that the overall processes are four-electron reductions. Logarithmic analysis of the waves indicate that the process are irreversible. The influence of the pH on the polarographic parameters was also studied. A UV spectrophotometric study was performed in the pH range 2-13. In basic media some variations in the absorption bands were observed due to the dissociation of the amidine group. A determination of the pK values was made by deconvolution of the spectra. Correlations of both the electrochemical parameters and spectrophotometric pK values with the Hammett substituent constants were obtained.

A small-world simulation model of a regional innovation system combining the strength of the intersubject relationship of the regional innovation system with the loosely coupled system is constructed. We use a simulation to observe knowledge flow within the regional innovation system under relationships of varying strength. The results show that when the relationship between the subjects of the regional innovation system reaches a certain strength, the system will exhibit high module independence and high network integrity, forming a loosely coupled system. The knowledge flow in the system exhibits the emergence of a fast flow rate, a high mean value and little variance. When relationship strength is at other levels, the emergence of knowledge cannot be identified.

The regional collaborative innovation system is a nonlinear complex system, which has obvious uncertainty characteristics in the aspects of member selection and evolution. Ant colony algorithm, which can do the uncertainty collaborative optimization decision-making, is an effective tool to solve the uncertainty decision path selection problem. It can improve the cooperation efficiency of each subsystem and achieve the goal of effective cooperation. By analysing the collaborative evolution mechanisms of the regional innovation system, an evaluation index system for the regional collaborative innovation system is established considering the uncertainty of collaborative systems. The collaborative uncertainty decision model is constructed to determine the regional innovation system’s collaborative innovation effectiveness. The improved ant colony algorithm with the pheromone evaporation model is applied to traversal optimization to identify the optimal solution of the regional collaborative innovation system. The collaboration capabilities of the ant colony include pheromone diffusion so that local updates are more flexible and the result is more rational. Finally, the method is applied to the regional collaborative innovation system.

It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.

Abstract: When forming the regional innovation system, everyone should take into account specific conditions and the possibility to develop regional economic complexes. Modern development of oil and gas producing region implies an increase in cooperation between all participants of the innovation process. The most promising organizational form of such an association in Khanty-Mansiysk Autonomous Okrug - Yugra is Yugra Technopolis. It aims to strengthen the interaction of research and industrial sectors, to improve the commercialization of scientific research results
