An Emancipationist Turn of Policy

During the second half of 1862, most Union officers in the West adopted more emancipationist policies. They routinely confiscated the slaves of rebels and employed many of them as scouts, spies, laborers, cooks, etc. This became the predominant policy across the several armies operating in the West. Official policy not only authorized confiscation but also made the practice more uniform. In July of 1862, Congress passed the Second Confiscation Act, which allowed for the seizure of any slaves belonging to rebels. At the same time, army commanders such as Samuel Curtis and Benjamin Butler began to realize how slaves could serve the Union army and the military necessity of taking them away from rebels, and developed pro-emancipationist policies and attitudes as a result. Though some radical officers, like John Phelps, were on a mission to eliminate slavery, Butler and many others were simply hard-nosed realists who shifted towards emancipationist policies out of military necessity. There remained conflict over the status of fugitive and confiscated states, mainly in border states like Kentucky and Missouri. Yet on the whole, by the end of 1862, Union armies were much more consistent and emancipationist in their policies.

During the first fifteen months of the Civil War, the policies and attitudes of Union officers toward emancipation in the western theater were, at best, inconsistent and fraught with internal strains. But after Congress passed the Second Confiscation Act in 1862, army policy became mostly consistent in its support of liberating the slaves in general, in spite of Union army officers' differences of opinion. By 1863 and the final Emancipation Proclamation, the army had transformed into the key force for instituting emancipation in the West. However, Kristopher Teters argues that the guiding principles behind this development in attitudes and policy were a result of military necessity and pragmatic strategies, rather than an effort to enact racial equality. Through extensive research in the letters and diaries of western Union officers, Teters demonstrates how practical considerations drove both the attitudes and policies of Union officers regarding emancipation. Officers primarily embraced emancipation and the use of black soldiers because they believed both policies would help them win the war and save the Union, but their views on race actually changed very little. In the end, however, despite its practical bent, Teters argues, the Union army was instrumental in bringing freedom to the slaves.

In the transition of Japan into the modern world, the role of those who first introduced the techniques, institutions, and ideas of the West deserves special attention. Performing the service of what Toynbee has called “the human counterpart of the ‘transformer,’” these were the men who learned the secrets of a foreign civilization and adapted them to their own community to enable it to adjust its life to the intrusive Western society. To some degree the whole leadership of Meiji Japan carried out this function, for soon after the Restoration the pursuit and application of knowledge from the West was made official policy. For the most part the military and political leaders were concerned with the mastery of Western military techniques and administrative and economic forms. But among the intelligentsia there were those who performed the broader task of learning and teaching the manners and morals, customs, and beliefs of European society. As advocates of Westernization they were important agents of change before as well as after the Restoration.

The status of tafsīr and Qur'anic studies in the Islamic Republic of Iran has changed significantly during recent decades. The essay provides an overview of the state of Qur'anic studies in Iran today, aiming to examine the extent of the impact of studies by Western scholars on Iranian academic circles during the last three decades and the relationship between them. As in most Islamic countries, the major bulk of academic activity in Iran in this field used to be undertaken by the traditional ʿulamāʾ; however, since the beginning of the twentieth century and the establishment of universities and other academic institutions in the Islamic world, there has been increasing diversity and development. After the Islamic Revolution, many gradual changes in the structure and approach of centres of religious learning and universities have occurred. Contemporary advancements in modern sciences and communications technologies have gradually brought the institutions engaged in the study of human sciences to confront the new context. As a result, the traditional Shīʿī centres of learning, which until 50 years ago devoted themselves exclusively to the study of Islamic law and jurisprudence, today pay attention to the teaching of foreign languages, Qur'anic sciences and exegesis, including Western studies about the Qur'an, to a certain extent, and recognise the importance of almost all of the human sciences of the West.

Central Asia in recent history is a vast region with five Muslim States-new actors in modern international relations. The countries of Central Asia, having become sovereign States, at the turn of the XX–XXI centuries are trying to peaceful interaction not only with their underdeveloped neighbors, but also with the far-off prosperous West. At the same time, the United States and Western European countries, in their centrosilic ambitions, seek to increase their military and political presence in Central Asia and use the military bases of the region’s States as a springboard for supplying their troops during anti-terrorist and other operations. With the active support of the West, the Central Asian States were accepted as members of the United Nations. For monitoring and exerting diplomatic influence on the regional environment, the administration of the President of the Russian Federation H. W. Bush established U.S. embassies in all Central Asian States. Turkey, a NATO member and secular Islamic state, was used as a lever of indirect Western influence over Central Asian governments, and its model of successful development was presented as an example to follow.

If the development of technology, means of communication, and rapid transportation have made continents closer and made the world a small village, the outcome of the ensuing encounters among cultures and civilizations is far from being a mere success. Within this new reality Muslims, whether they live in majority or minority contexts, face multiple challenges in terms of relating to non-Muslim cultures and traditions. One of these areas is the status of women and gender equality. Ali Mazrui was one of the few Muslim intellectuals to be deeply interested in this issue. His dual belonging, as an African and as a westerner, enable him to understand such issues arising from the economic, political, and ethical contrasts between the West and Islam. This work pays tribute to this exceptional intellectual’s contribution toward the rapprochement between the western and the Islamic value systems, illustrating how he managed to create a “virtual” space for meeting and living together between two worlds that remain different yet dependent upon each other.

AbstractMilitary and humanitarian lawyers approach the laws of war in different ways. For military lawyers, the starting point is military necessity, and the reigning assumption is that legal regulation of war must accommodate military necessity. For humanitarian lawyers, the starting point is human dignity and human rights. The result is two interpretive communities that systematically disagree not only over the meaning of particular law-of-war norms, but also over the sources and methods of law that could be used to resolve the disagreements. That raises the question whether military lawyers’ advice should acknowledge any validity to the contrary views of the ‘humanitarian’ community. The article offers a systematic analysis of the concept of military necessity, showing that civilian interests must figure in assessing military necessity itself. Even on its own terms, the military version of the law of war should seek to accommodate the civilian perspectives featured in the humanitarian version.

The purpose of the study is to consider the status of state support, to determine its main trends in Russia, including in the radio-electronic industry, in connection with the harmonization of trade and industrial policy. To achieve the purpose of the study, the main approaches to the concepts of "harmonization", "harmonization of trade and industrial policy" were studied, the place of state support in the structure of the mechanism for harmonization of trade and industrial policy was determined, the problems of state support both in general and specifically in the radio-electronic industry were formulated, the ways of solving these problems were suggested. Within the framework of the study, legislative documents related to state support of the radio-electronic industry are analyzed, its main characteristics are determined. The relevance of state support of enterprises of the military-industrial complex, whose main activity is concentrated on the production of radio electronics, is shown. Possible ways of improving the activities of enterprises of the military-industrial complex are proposed, the use of state support tools of an institutional nature is highlighted. The results of the study have novelty and originality, expand the theory and practice of the issue of harmonization, since they focus on those aspects of it that were not previously considered in detail.

The Sēfuwa dynasty seized power in Kānem around 1075, but it was only in the beginning of the thirteenth century that the rulers of Kānem were able to extend their authority over Bornū. Prior to this move small groups of Saharan speakers had already established themselves among the Chadic speakers of the Komadugu Yobe valley. Towards the end of the reign of Dūnama Dībalāmi (c. 1210–48) the court of the Sēfuwa itself was shifted to Bornū, mainly as a result of disturbances in Kānem. Indeed, according to oral traditions of the sixteenth century, the Tubu, in alliance with certain members of the Sēfuwa aristocracy, staged a major rebellion against the central government, apparently attempting to resist the strict application of Islamic principles of government by Dūnama Dībalāmi. Towards the end of the thirteenth century powerful rulers were again able to establish the authority of the Sēfuwa on firm grounds: in the east, even on the fringes of Kānem, they brought the situation under strict control and in the west they extended – or confirmed – the political influence of the Sēfuwa dynasty over the focal points of interregional trade which began to rise in Hausaland. Thus Bornū became the central province of the Sēfuwa Empire in spite of the fact that several kings continued to reside temporarily in the old capital of Djīmī situated in Kānem. This major shift of their territorial basis affected the position of the Sēfuwa in their original homelands. Written sources from the end of the fourteenth century show that the increasing involvement of the Sēfuwa in Bornū and its western border states must have changed their attitude towards the people living east of Lake Chad: after having acquired the character of an autochthonous (or national) dynasty of Kānem – in spite of their foreign origin – the Sēfuwa progressively became an alien power in this major Sudanic state, even though the people of Kānem and Bornū were closely related. Furthermore, the rise of a powerful kingdom in the area of Lake Fitrī under the rule of the Bulāla became a serious threat to the Sēfuwa in their original homelands as the warrior aristocracy of the Bulāla state – which must have been of Kanembu origin – remained closely connected with the sedentary population of Kānem. When finally during the reign of 'Umar b. Idrīs (c. 1382–7), the Sēfuwa were forced by the Bulāla to withdraw their forces from Kānem, this territorial loss did not affect the future development of the Empire to the extent that has formerly been supposed, since losses in the east were largely compensated by earlier gains in the west.
