Indonesia, sebagai negara yang sedang memulai pengembangan teknologi keantariksaan salah satunya roket, menghadapi beberapa kendala. Didasarkan pada beberapa kajian strategis terkait isu ini, kesulitan Indonesia adalah terkait dengan alih teknologi. Sebagai negara non-anggota Missile Technology Control Regime (MTCR), hambatan tersebut dapat diatasi melalui upaya kerja sama dengan negara-negara yang mempunyai posisi sama dengan Indonesia, yaitu non-anggota MTCR yang sudah mempunyai pengembangan teknologi keantariksaan khususnya roket. Dalam upaya menjalin kerja sama tersebut, Indonesia juga harus mempertimbangkan beberapa hal terkait calon negara mitra kerja sama. Hal tersebut penting karena kerja sama teknologi keantariksaan, terutama dalam teknologi roket yang mempunyai fungsi ganda, merupakan hal yang sangat sensitif bagi keamanan suatu negara. Beberapa hal yang dimaksud adalah orientasi kebijakan dan politik luar negeri calon negara mitra terkait dengan teknologi antariksa, rezim alih teknolgi yang dianut oleh calon negara mitra, pengembangan industri keantariksaan, posisi calon negara mitra terhadap rezim MTCR, hubungan calon negara mitra dengan negara-negara yang menguasai teknologi antariksa, dan bagaimana posisi calon negara mitra terhadap beberapa perjanjian yang terkait dengan penggunaan roket. Menimbang orientasi kebijakan dan politik luar negeri calon negara mitra merupakan hal yang penting guna menentukan arah kerja sama yang berkelanjutan dan berkesinambungan sehingga dapat menghasilkan kerja sama yang saling menguntungkan.

Finding environmentally gentle methods to graft Lewis acid on the surface of mesoporous materials is a topic of current interest. Herein we describe the optimization of a preparation procedure of a mesoporous silica-supported ErIII catalyst using the microwave-assisted post-calcination functionalization of Mobil Composition of Matter-41 silica as the key step. The required time for functionalization was reduced from several hours to 10 min using sealed-vessel microwave technology. Control experiments using conventional heating at the same temperature demonstrated that the rate increase is owing to a simple thermal/kinetic effect as a result of the higher reaction temperature. The resulting ErIII catalyst was tested for the first time as a catalyst in the continuous flow deprotection of benzaldehyde dimethylacetal and a complete leaching study was performed.

Abstract Export controls for dual-use items are an important constituent element of both the security policies of state exporters and WMD non-proliferation efforts. Dual-use goods and technologies can be used for both civil and military purposes, which requires careful oversight over their export to countries that are considered unfriendly or have ambiguous foreign policy attitudes. By their very nature, dual-use items may be used both to further legitimate ends, like promoting technological development and strengthening economic ties, and to aid in unwarranted acts. State exporters are faced with the responsibility of balancing the security objectives pertaining to exports of dual-use items with the competitiveness of local economies. The paper discusses the EU export control regime and EU membership in international export control groups. In doing so, comparative and normative research methods are chosen to analyze existing literature on Council Regulation 428/2009 and other international export control groups, including the Wassenaar Arrangement, the Missile Technology Control Regime (MTCR), the Australia Group (AG) and the Nuclear Suppliers Group (NSG). The paper will conclude by identifying shortcomings and addressing possible amendments to the regulation.

While it is notable that China has become a member of almost all international organizations (excepting the OECD, International Energy Agency, and Missile Technology Control Regime), much less noticeable has been China’s steadily increasing involvement in regional multilateral organizations and groups of nations. As China has expanded its global footprint into literally every continent and part of the planet, Beijing has sought to join existing institutions in those regions—but what is particularly noteworthy is that China has stimulated and created a wide range of new organizations and regional groupings all around the world. That is what this chapter is about—China’s regional multilateralism. Such Chinese initiatives most notably include: the Asian Infrastructure Investment Bank (AIIB), Shanghai Cooperation Organization (SCO), Association of Southeast Asian Nations Plus China (ASEAN + 10), Brazil-Russia-India-China-South Africa (BRICS), Forum for China-Africa Cooperation (FOCAC), China–Arab States Cooperation Forum (CACF), China–Central and Eastern Europe Countries (CEEC), and a series of groupings in Latin America (China–Latin America Forum, China-Caribbean Economic and Trade Cooperation Forum, China–Latin America Common Market Dialogue, and China–Latin America Business Summit). China has been either the initiator of, or actively engaged in, the creation of all these groupings.
