Abstract. Carbon (C) and greenhouse gas (GHG) research has traditionally required data collection and analysis using advanced and often expensive instruments, complex and proprietary software, and skilled technicians. Partly as a result, relatively little C and GHG research has been conducted in resource-constrained developing countries. At the same time, these are the same countries and regions in which climate-change impacts will likely be strongest, and in which major science uncertainties are centred, given the importance of dryland and tropical systems to the global C cycle. Increasingly, scientific communities have adopted appropriate technology and approach (AT&A) for C and GHG research, which focuses on low-cost and low-technology instruments, open source software and data, and participatory and networking-based research approaches. Adopting AT&A can mean acquiring data with fewer technical constraints and lower economic burden and is thus a strategy for enhancing C and GHG research in developing countries. However, AT&A can be characterized by higher uncertainties; these can often be mitigated by carefully designing experiments, providing clear protocols for data collection, and monitoring and validating the quality of obtained data. For implementing this approach in developing countries, it is first necessary to recognize the scientific and moral importance of AT&A. At the same time, new AT&A techniques should be identified and further developed. All these processes should be promoted in collaboration with local researchers and through training local staff and encouraged for wide use and further innovation in developing countries.

Policing is increasingly being shaped by data collection and analysis. However, we still know little about the quality of the data police services acquire and utilize. Drawing on a survey of analysts from across Canada, this article examines several data collection, analysis, and quality issues. We argue that as we move towards an era of big data policing it is imperative that police services pay more attention to the quality of the data they collect. We conclude by discussing the implications of ignoring data quality issues and the need to develop a more robust research culture in policing.

AbstractThis study aimed to determine the effect of variable brand image, price, quality of product to decision of purchasing a car LCGC (Low Cost Green Car), either partial or jointly and to find among variables brand image, price, and quality of products which are larger role in influencing purchasing decisions LCGC car. Data collection techniques researchers did by observation and questionnaires directly by visiting the object of the research is to consumers who have made a purchase decision, especially type Agya LCGC car, AYLA, and Karimun Wagon R in Surakarta which would then be sampled. The data have been collected and tabulated and analyzed using multiple regression analysis.The results showed that the variables that significantly affect purchasing decisions is price and quality of products. While the variable Brand Image does not affect significantly. Teknik pengumpulan data peneliti lakukan dengan cara observasi dan penyebaran kuisioner secara langsung dengan cara mendatangi obyek penelitian yaitu kepada konsumen yang telah melakukan keputusan pembelian mobil LCGC terutama type AGYA,AYLA, dan Karimun Wagon R di wilayah Surakarta yang selanjutnya akan dijadikan sampel. Data yang telah terkumpul kemudian ditabulasi dan diolah dengan menggunakan analisis regresi berganda.Hasil penelitian menunjukkan bahwa variabel yang mempengaruhi secara signifikan keputusan pembelian adalah harga dan kualitas produk. Sedangkan variabel Brand Image tidak mempengaruhi secara signifikan. Sedangkan variabel yang berpengaruh secara dominan adalah variabel harga.Kata kunci: Brand Image, Harga, Kualitas Produk, Keputusan Pembelian

An emergency can happen anywhere and anytime, especially in developing countries with a high potential for emergencies, such as Eastern European countries as well as Indonesia. This study aimed to find out the quality of PSC 119 Si Slamet as a prehospital emergency service innovation. The data collection in this study was carried out in a location, namely, Batang Regency, Indonesia, in May–June 2018. The qualitative data collection methods used in this study are in-depth interviews and document reviews. This study was using Service Quality (Servqual) questionnaire. The results show that PSC 119 Si Slamet provides easy access to emergency services to the community 24 hours a day and 7 days a week by simply calling 119 numbers, sending messages via SMS and WhatsApp, or using the Android-based application, with a maximum response time target of 10 minutes. Batang is one of the regencies (rural area) in Central Java province, located on the main coastline, with a hilly geographic condition with many derivatives, climbs, and sharp curves, which is one of the causes of the high number of traffic accidents in the area. This emergency care information systems, with Android-based application, was aimed at improving the quality of services in the health sector, especially emergency services. This service is of good quality as seen from the tangible, reliability, responsiveness, assurance, and empathy dimensions. However, in the implementation, the socialization aspect is not the best to some people. The recommendation given was the need to increase the PSC 119 socialization of Si Slamet not only regionally but also internationally to be massive, especially in developing countries.

This paper focuses on the process of empowering rural Muslim communities by improving the quality of life through the development of appropriate technology to be renewable. Renewable technology is an effort to develop simple technology that is needed by the community, and the practice of using potential in the community environment, so that it can be updated at a low cost. The research setting is the Muslim community of Sokawera Village, Cilongok District, Banyumas Regency. The background of the problem is to find public poverty and general school dropouts, the abundance of manure waste, the lack of funds to buy fertilizers, and the imbalance between low economic capacity and the ownership of abundant potential in the form of community culture raising livestock. This type of research is qualitative research by conducting exploration through interviews, observation and forum group discussions. Data analysis is done by searching and compiling data systematically from the results of interviews, observation and forum group discussions. The findings of this study are in the form of a model of empowering rural Muslims through the development of appropriate technologies for renewable. The model is named after the House of Empowerment. Rumah Empowerment is a concept in carrying out the empowerment process from the beginning to the end. In this concept, there are five processes. The five processes must be carried out coherently so that the target of empowerment is maximally achieved and can be sustainable. The five processes referred to, namely; 1) Mapping the subject of empowerment, 2) Coordination, 3) Expansion of Empowerment, 4) Evaluation, 5) Improvement.

The author provides examples of low-cost information and communications technologies (ICTs) and suggests five major strategies for their low-cost deployment in developing countries: (1) appropriate technology, (2) free/open software, (3) compulsory licensing, (4) pay-per-use public stations and (5) community/public ownership of ICT infrastructure. Aside from the problems of affordability and universal access, the author identifies the Internet's built-in biases for (1) English, (2) subsidizing globalization, (3) automation and (4) the technofix, and explores the implications of these biases. The challenge is not only to design affordable and accessible technologies or to redesign technologies to be consistent with our deeply held values, but also to make ourselves less technology dependent.

Purpose In 2012, the Israeli Ministry of Education and its Testing and Evaluation Department introduced a new tool to evaluate the quality of kindergarten teachers’ work. This paper aims to identify how kindergarten teachers perceive the new multiple domains performance tool. Design/methodology/approach The study applied a qualitative paradigm of data collection and analysis. Data collection consisted of semi-structured in-depth interviews conducted with 36 kindergarten teachers. Findings Findings indicated that most kindergarten teachers perceive their work plan and the kindergarten climate as the most important evaluation domains, while perceiving involving parents as the least important and even an unnecessary domain. One-third of them indicated that an innovation domain should be added. Also, the kindergarten teachers perceived the use of the KT-MDPT as both positive and negative. Originality/value There is a clear dearth in scholarly literature dealing with the evaluation of the quality of kindergarten teachers’ work. This study is the first to reveal Israeli kindergarten teachers' attitudes regarding this new tool for work quality evaluation.

Purpose The purpose of this paper is to identify the librarians’ quality of working life (QWL) in the Iranian public libraries. Design/methodology/approach The present study is an applied research in terms of purpose and an analytical survey in terms of data collection and analysis method. The Walton standard questionnaire was used as the data collection tool. The statistical population of this research consists of librarians in the Iranian public libraries. Descriptive and inferential statistics were used in order to analyze the data. Findings The findings showed that the dimensions of organizational social integration, constitutionalism in the organization and the capacity for human development are at a good level; the dimensions of the environment opportunity for continued growth and security and safe and healthy work are at a moderate level. Finally, the dimensions of fair and adequate payment, social relevance of work life and total life space are at a weak level are shown. Originality/value The findings of the confirmed hypothesis indicated that the librarians at the Iranian public libraries have a desirable (high) QWL.

AbstractWhen designing data collection, crucial questions arise regarding how much data to collect and how much effort to expend to enhance the quality of the collected data. To make choice of sample design a coherent subject of study, it is desirable to specify an explicit decision problem. We use the Wald framework of statistical decision theory to study allocation of a budget between two or more sampling processes. These processes all draw random samples from a population of interest and aim to collect data that are informative about the sample realizations of an outcome. They differ in the cost of data collection and the quality of the data obtained. One may incur lower cost per sample member but yield lower data quality than another. Increasing the allocation of budget to a low-cost process yields more data, while increasing the allocation to a high-cost process yields better data. We initially view the concept of “better data” abstractly and then fix attention on two important cases. In both cases, a high-cost sampling process accurately measures the outcome of each sample member. The cases differ in the data yielded by a low-cost process. In one, the low-cost process has non-response and in the other it provides a low-resolution interval measure of each sample member’s outcome. In these settings, we study minimax-regret sample design for prediction of a real-valued outcome under square loss; that is, design which minimizes maximum mean square error. The analysis imposes no assumptions that restrict the unobserved outcomes. Hence, the decision maker must cope with both the statistical imprecision of finite samples and the partial identification of the true state of nature.
