A Summary and Update on NASA’s Planetary Defense Program.

<p>NASA and its partners maintain a watch for near-Earth objects (NEOs), asteroids and comets that pass within Earth’s vicinity, as part of an ongoing effort to discover, catalog, and characterize these bodies and to determine if any pose an impact threat. NASA’s Planetary Defense Coordination Office (PDCO) is responsible for:</p><ul><li>Ensuring the early detection of potentially hazardous objects (PHOs) – asteroids and comets whose orbits are predicted to bring them within 0.05 astronomical units of Earth's orbit; and of a size large enough to reach Earth’s surface – that is, greater than perhaps 30 to 50 meters;</li> <li>Tracking and characterizing PHOs and issuing warnings about potential impacts;</li> <li>Providing timely and accurate communications about PHOs; and</li> <li>Performing as a lead coordination node in U.S. Government planning for response to an actual impact threat.</li> </ul><p> </p><p>NASA’s current congressionally-mandated objective is to detect, track, and catalogue at least 90 percent of NEOs equal to or greater than 140 meters in size by 2020, and characterize the physical properties of a subset representative of the entire population. This mandate will likely not be met given current resources dedicated to the task; however significant progress is being made.</p><p>In this paper, we will report on the status of our program and the missions working to support our planetary defense coordination office. In addition, we will provide the latest detections and characterizations results. Our office continues to work diligently with our international partners to achieve our goals and continue to safeguard Earth with the latest technologies available.</p>

: Colitis-associated colorectal cancer (CAC) remains a critical complication of ulcerative colitis (UC) with mortality of approximately 15%, which makes early CAC diagnosis crucial. The current standard of surveillance, with repetitive colonoscopies and histological testing of biopsied mucosa samples is burdensome and expensive, and therefore less invasive methods and reliable biomarkers are needed. Significant progress has been made thanks to continuous extensive research in this field, however no clinically relevant biomarker has been established so far. This review of the current literature presents the genetic and molecular differences between CAC and sporadic colorectal cancer and covers progress made in the early detection of CAC carcinogenesis. It focuses on biomarkers under development, which can be easily tested in samples of body fluids or breath and, once made clinically available, will help to differentiate between progressors (UC patients who will develop dysplasia) from non-progressors and enable early intervention to decrease the risk of cancer development.

AbstractWe present the statistics of the asteroids observed and discovered at the Molėtai Observatory, Lithuania, in 2008–2009 within the project for astrometric observations of the near-Earth objects (NEOs), the main belt asteroids and comets. CCD observations of the asteroids were obtained with the 35/51-cm Maksutov-type meniscus telescope. In the Minor Planet Circulars and the Minor Planet Electronic Circulars (2008–2009), 11 900 astrometric positions of 2522 asteroids were published. Among them 95 were new asteroids, including four belonging to the Trojan group: (352655) 2008QX28, 2008 SE8, (353194) 2009 SM100 and (264068) 2009 SQ148. For the asteroids discovered at Molėtai their precise orbits are calculated. Because of short observational arc, a few asteroids have low-precision orbits and some asteroids are considered lost. For the three Main Belt asteroids with low-precision orbital elements, 2008 QP32, 2008 SD8 and 2008 SG150, we present their ephemerides for 2017. They can be brighter than 20 mag.

AbstractAs the continental shelves of the Arctic become important as source areas for the oil and minerals required by human society, sea ice becomes an increasing challenge to engineers. The present paper starts with a consideration of the different fields of engineering which require information on sea ice with the tasks ranging from the design of ice-breaking ships to Arctic drilling platforms and man-made ice islands. Then the structure of sea ice is described as it influences the observed variations in physical properties. Next the status of our knowledge of the physical properties important to engineering is reviewed. Properties discussed include mechanical properties (compressive, tensile, shear and flexural strengths; dynamic and static elastic moduli; Poisson’s ratio), friction and adhesion, thermal properties (specific and latent heats, thermal conductivity and diffusivity, density) and finally electromagnetic properties (dielectric permittivity and loss, resistivity). Particular attention is given to parameters such as temperature, strain-rate, brine volume, and loading direction as they affect property variations. Gaps, contradictions in the data, and inadequacies in testing techniques are pointed out. Finally suggestions are made for future research, especially for more basic laboratory studies designed to provide the data base upon which further theoretical developments as well as field studies can be built.

Background: Nepal has made a significant progress in reducing child mortality. However, the annual rate of reduction in neonatal mortality is not satisfactory. As safeguarded by constitution of Nepal and to address neonatal mortality due to poverty and inequity, government has introduced free newborn care (FNC) package. This study aims to assess the status of FNC services in all the public hospitals.Methods: Child Health Division organized 5 workshops region-wise with the theme of newborn care services in March/April 2018 to cover all the public hospitals in the country. A template was designed comprising of duration of FNC implementation, number of newborns admitted since implementation, morbidities pattern, and number of babies served. It was circulated and all hospitals were advised to fill it and present in the review. Later, the data were compiled and analyzed.Results: Only 58 presentations out of 93 participated hospitals were included in this study. The total admitted cases were 8564 newborns. The common causes of admission were neonatal sepsis (44.5%) followed by asphyxia (14.29%) and hyperbilirubinemia (11.4%). A total of 1573 neonates received services of FNC package C, 3722 package B, 3081 received package A. The main challenges faced in implementation reported were lack of infrastructure and human resources to provide services and the reimbursement is not enough.Conclusions: Free newborn care is a new initiative taken to reduce neonatal mortality. This package is very helpful to serve sick newborns. However, the package should be revised taking into consideration the appropriate reimbursement and extra staffs to provide this service.Keywords: Free newborn care; government efforts; health services.

AbstractThe paper presents statistics of the asteroids observed and discovered at the Baldone Observatory, Latvia, in 2008–2013 within the project for astrometric observations of the near-Earth objects (NEOs), the main belt asteroids and comets. CCD observations of the asteroids were obtained with the 0.80/1.20 m, f/3 Schmidt telescope and a ST-10XME 15 × 10 mm CCD camera. In the Minor Planet Circulars and the Minor Planet Electronic Circulars (2008–2013) we published 3511 astrometric positions of 826 asteroids. Among them, 43 asteroids were newly discovered at Baldone. For 36 of these asteroids the precise orbits are calculated. Because of short observational arc and small number of observations, a few asteroids have low-precision orbits and their tracks have been lost. For seven objects with poorly known orbits we present their ephemerides for 2015–2016. The orbits and the evolution of orbital elements of two asteroids, (428694) 2008 OS9 from the Apollo group and the Centaur (330836) Orius (2009 HW77), are recalculated including new observations obtained after 2011.

As of February 2014, the NRC has renewed the operating licenses for 73 nuclear units, allowing for up to 60 years of safe operation. In addition, the NRC has license renewal applications under review for 18 units and 9 additional units have announced plans to submit applications over the next few years [1]. This brings the total of renewed licenses and plans for renewal to 100% of the operating nuclear units in the U.S. By the end of 2014, there will be 38 nuclear plants that will have operated for more than 40 years and will be eligible to seek a subsequent license renewal (or almost 40% of the nuclear units expected to be operating at the end of 2014). In 2013, nuclear plant owners of 5 units shutdown operation or announced plans to shutdown by the end of 2014. However, most of the remaining operating plant owners are keeping the option open for long term operation beyond 60 years. NRC and the U.S. nuclear industry have made significant progress in preparing the way for subsequent license renewal applications. This paper presents the status of the U.S. license renewal process and issues being addressed for possible applications for subsequent renewals for up to 80 years of operation.

e report on the status of an ongoing effort by the RQCD and ALPHA Collaborations, aimed at determining leptonic decay constants of charmed mesons. Our analysis is based on large-volume ensembles generated within the CLS effort, employing Nf = 2 + 1 non-perturbatively O(a) improved Wilson quarks, tree-level Symanzik-improved gauge action and open boundary conditions. The ensembles cover lattice spac-ings from a ≈ 0.09 fm to a ≈ 0.05 fm, with pion masses varied from 420 to 200 MeV. To extrapolate to the physical masses, we follow both the (2ml + ms) = const. and the ms = const. lines in parameter space.

This report provides an update on the status of implementation, impact, and costs of the Heavily Indebted Poor Country (HIPC) Initiative and the Multilateral Debt Relief Initiative (MDRI). Debt relief provided under the Initiatives has substantially alleviated debt burdens in recipient countries. Through the continued use by IDA and the Fund of the flexibility available in the framework governing the HIPC Initiative and the MDRI, significant progress has been achieved under the Initiatives since the last report.
