What do long term field surveys tell us about the economic impacts of flooding on agricultural activities?

<p>Estimating damage is crucial to evaluate flood management policies and to choose between different alternatives. In Cost-Benefit Analysis, the benefits of the policies are most of the time evaluated by avoided damage. One of the underlying assumptions of damage estimation is that the impacted assets come back quickly to their initial state, which justifies the assumption to focus on short term damage. So far, little research has questioned this assumption. However, recent work (Nortes Martinez, 2019) showed that flooding can critically disrupt farming systems in the long term. The vulnerability of agricultural activities to flooding has received so far less attention because they represent less damage proportionally compared to other economic sectors. However, better characterizing impacts on such assets is key to evaluating the efficiency and sustainability of flood management policies which relies on increasing exposure on agriculture. In this article, we propose to address the issue of long term field surveys to improve the assessment of flood-related damage to agricultural activities. To do so, we carried out interviews in 2015 with farmers impacted in 2014 by a flood, and which was repeated in 2019 and 2020. The case study is the “Étang de l’Or” watershed, located in the South of France in the Occitanie Region. It was impacted by an extreme flood in September 2014. 70 impacted farms were identified representing a total area of 3 044 ha of which 340 ha were affected. The main specialization of these farms were viticulture (27 farms) and market gardening and horticulture (27 farms). In 2015, a first round of surveys was carried out. A questionnaire aimed at having a global vision of the impacts on farms was used. 41 farms responded to the interviews (14 in viticulture and 16 in marketing gardening horticulture), which were carried out face-to-face. In 2019 and 2020, a second round of surveys was carried out with the farms specialised in viticulture and in market gardening and horticulture. A questionnaire was designed to investigate impacts that have occurred since 2014 as well as the potential adaptions implemented. 10 farms specialised in viticulture and 11 specialised in market gardening participated to the second round respectively 4 and 5 years after the first interviews. Long term surveys revealed that few biophysical impacts have persisted after the 2014 flood, for example long term loss of yield or impact on quality of the products. However, financial impacts were still present 5 years after: repayment of loans, replenishment of the cash fund. Although a full correlation cannot be established, some farms have gone bankrupt. In conclusion, we present methodological recommendations for the implementation of a long-term observation framework for flood impacts.</p>

Based on the latest data, paper investigates the dynamics of global climate change and its impact on economic growth in the long-term. The notion of climate risk is considered. The main directions of climate risk management policies are analyzed aimed, first, at reducing anthropogenic greenhouse gas emissions through technological innovation and structural economic shifts; secondly, at adaptation of population, territories and economic complexes to the irreparable effects of climate change. The problem of taking into account the phenomenon of climate change in the state economic policy is put in the context of the most urgent tasks of intensification of long-term socio-economic development and parrying strategic challenges to the development of Russia.

The use of Customer Relationship Managers to foster customers loyalty has become one of the most common business strategies in the past years.  However, CRM solutions do not fill the abundance of happily ever-after relationships that business needs, and each client’s perception is different in the buying process.  Therefore, the experience must be precise, in order to extend the loyalty period of a customer as much as possible. One of the economic sectors in which CRM’s have improved this experience is retailing, where the personalized attention to the customer is a key factor.  However, brick and mortar experiences are not enough to be aware in how environmental changes could affect the industry trends in the long term.  A base unified theoretical framework must be taken into consideration, in order to develop an adaptable model for constructing or implementing CRMs into companies. Thanks to this approximation, the information is complemented, and the outcome will increment the quality in any Marketing/Sales initiative. The goal of this article is to explore the different factors grouped by three main domains within the impact of service quality, from a consumer’s perspective, in both on-line and off-line retailing sector.  Secondly, we plan to go a step further and extract base guidelines about previous analysis for designing CRM’s solutions focused on the loyalty of the customers for a specific retailing sector and its product: Sports Running Shoes.

Concussion management policies have become a major priority worldwide for sports that involve frequent collisions between participants because repeated head trauma has been associated with long-term cognitive impairments, mental health problems, and some forms of neurological degeneration. A number of concussion management policies have been developed by professional bodies and subsequently adopted by various sporting leagues. These have offered little guidance on how to navigate ethical issues in identifying and managing concussion. This chapter discusses ethical issues that arise in the diagnosis of concussion, debates about the longer-term consequences of repeated concussion injuries, and the design and implementation of policies that aim to prevent and manage concussion injuries in sporting matches.

AbstractThe carbon (C) pool in forest ecosystems plays a long-term and sustained role in mitigating the impacts of global warming, and the sequestration of C is closely linked to the nitrogen (N) cycle. Accurate estimates C and N storage (SC, SN) of forest can improve our understanding of C and N cycles and help develop sustainable forest management policies in the content of climate change. In this study, the SC and SN of various forest ecosystems dominated respectively by Castanopsis carlesii and Lithocarpus mairei (EB), Pinus yunnanensis (PY), Pinus armandii (PA), Keteleeria evelyniana (KE), and Quercus semecarpifolia (QS) in the central Yunnan Plateau of China, were estimated on the basis of a field inventory to determine the distribution and altitudinal patterns of SC and SN among various forest ecosystems. The results showed that (1) the forest SC ranged from 179.58 ± 20.57 t hm−1 in QS to 365.89 ± 35.03 t hm−1 in EB. Soil, living biomass and litter contributed an average of 64.73%, 31.72% and 2.86% to forest SC, respectively; (2) the forest SN ranged from 4.47 ± 0.94 t ha−1 in PY to 8.91 ± 1.83 t ha−1 in PA. Soil, plants and litter contributed an average of 86.88%, 10.27% and 2.85% to forest SN, respectively; (3) the forest SC and SN decreased apparently with increasing altitude. The result demonstrates that changes in forest types can strongly affect the forest SC and SN. This study provides baseline information for forestland managers regarding forest resource utilization and C management.

A small-plot long-term field fertilization experiment was set up in 2011 with willow (Salix triandra x Salix viminalis ’Inger’) grown as an energy crop in Nyíregyháza, Hungary. The brown forest soil was treated three times (in June 2011, May 2013, May 2016) with municipal biocompost (MBC), municipal sewage sludge compost (MSSC) or willow ash (WA), and twice (June 2011, May 2013) with rhyolite tuff (RT). In late May – early June 2016 urea (U) and sulphuric urea (SU) fertilizers were also applied to the soil as top-dressing (TD). These fertilizers and amendments were also applied to the soil in 2016 in the combinations; MBC+SU, RT+SU, WA+SU and MSSC+WA. All the treatments were repeated four times. In July 2016 the highest nitrogen concentrations in willow leaves were measured in the U (3.47 m/m%) and SU (3.01 m/m%) treatments, and these values were significantly higher than the control (2.46 m/m%). An excess of nitrogen considerably reduced the Zn uptake of the leaves, with values of 39.5 μg g-1 in the U treatment, 53.4 μg g-1 in the SU treatment, and 63.5 μg g-1 in the control. All other amendments or TDs, except for WA, enhanced the specific potassium concentrations in willow leaves compared to the control. No significant quantities of toxic elements (As, Ba, Cd, Pb) were transported from soil amendments or TDs to the willow leaves. In July 2016 the most intensive leaf chlorophyll fluorescence was observed in the MSSC and MSSC+WA treatments.
