Abstract. This study detects the significant informal settlements in Butuan City proper. It determines the growth rate in 15 years with the given five-year interval. Machine learning algorithms and spatial analysis were applied to obtain the possible locations of informal settlement buildings. The projected locations of informal settlement buildings were validated thru aerial image validation using Remote Sensing and GIS-based techniques in ArcGIS software. Eight (8) barangays satisfy all the informal settlement building characteristics during the aerial validation process and ground-truthing, namely, Golden Ribbon, Holy Redeemer, Limaha, New Society, Ong Yiu, Port Puyohon, San Ignacio, and Tandang Sora. The eight (8) barangays were manually digitized from the given 5-years interval from 2005, 2010, 2015, and 2010. The value of the major informal settlement buildings area was computed to excel. The area growth rate was calculated using the growth rate formula. This study showed that the significant informal settlement in the study area increased. Among the eight (8) focused barangays, Tandang Sora ranked the highest informal settlements growth from 2005 to 2020. Its area increases up to 178.52%, a total of 24,608.43 square meters. Finally, the results revealed that the area of informal settlement buildings in Butuan City from 2005–2020, in 15-years, its value increases up to 9.74%, a total of 19,172.88 square meters.

The study of customer behavior both in online and offline purchases plays a very important role for the seller. The aim of this study is to identify customers on various parameters and thus re-define policies based on the behavior of customers. This paper works on churn analytics for retaining customers, a market-based analysis for identifying the support and confidence among products and a recommendation system built on the IBCF approach. Churn Analytics helps the seller to answer about whether the customers are leaving there products or services. The goal of every seller is to maintain a low churn rate and thus have large margins and bigger profits. Further, performing a marketbased analysis can be very fruitful for a supermart. This approach helps in organizing the items in a store in an efficient and scientific manner. This paper uses different machine learning algorithms techniques to conduct churn for the given data. It then calculates the accuracy and precision of each model using a confusion matrix. Confusion matrix thus helps us in selecting the best model to get more accurate results.This paper conducts the above analysis using the ‘Apriori’ algorithm. To conclude, a recommendation system is used to suggest customers products based on the history of their purchase or the similarities of that product with other products or other consumers. Thus, this study will help in understanding various aspects of customer behavior.

Статья посвящена проблеме восстановления искусственно прерванной метафизической традиции в отечественной персонологии. Данная проблема принадлежит областям истории психологии и психологии личности, но имеет выходы и в предметные области многих других психологических наук, в частности – клинической психологии. Указана важность соотнесения персонологических концептуализаций учёных-метафизиков с клинической практикой в процессе их опытной верификации. Проведена реконструкция и анализ взглядов на психопатологию и психотерапию представителей метафизической традиции в отечественной психологии личности. Согласно данным взглядам, суть патологии личности – в её уклонении от своего назначения, от подлинного бытия ради неподлинных, онтологически неоправданных форм жизнедеятельности. The article is devoted to the problem of restoration of artificialy interrupted metaphysical tradition in domestic personology. The given problem belongs to the areas of history of psychology and psychology of personality, but provides outcomes in subject matter of many other psychological sciences, in clinical psychology in particular. Importance of correlation between personological conceptualizations of scientists-metaphysicists and clinical practice in the process of their skilled verification is pointed out. The reconstruction and analysis of views at psychopathology and psychotherapy by representatives of metaphysical tradition in domestic psychology of personality have been made. According to the mentioned views, the essence of pathology of personality is in its evasion from the purpose, from original life for the sake of not original, ontologically unjustified forms of ability to live.

The metastable zone width of an aqueous solution of KCI was measured as a function of the time and temperature of overheating above the equilibrium solubility temperature. It has been found that when the experiments follow close upon one another, the parameters of the preceding experiment affect the results of the experiment to follow.The results are interpreted in terms of hypotheses advanced in the literature to account for the effect of thermal history of solution. The plausibility and applicability of these hypotheses are assessed for the given cause of aqueous solution of a well soluble electrolyte.

This study investigates the socio-spatial history of Sufism in Istanbul during 1880s. Drawing on a unique population registry, it reconstructs the locations of Sufi lodges and the social profiles of Sufis to question how visible Sufism was in the Ottoman capital, and what this visibility demonstrates the historical realities of Sufism. It claims that Sufism was an integral part of the Ottoman life since Sufi lodges were space of religion and spirituality, art, housing, and health. Despite their large presence in Istanbul, Sufi lodges were extensively missing in two main areas: the districts of Unkapanı-Bayezid and Galata-Pera. While the lack of lodgess in the latter area can be explained by the Western encroachment in the Ottoman capital, the explanation for the absence of Sufis in Unkapanı-Bayezid is more complex: natural disasters, two opposing views about Sufi sociability, and the locations of the central lodges.

AbstractApproximately one billion people across the globe are living in informal settlements with a large potential fire risk. Due to the high dwelling density, a single informal settlement dwelling fire may result in a very serious fire disaster leaving thousands of people homeless. In this work, a simple physics-based theoretical model was employed to assess the critical fire separation distance between dwellings. The heat flux and ejected flame length were obtained from a full-scale dwelling tests with ISO 9705 dimension (3.6 m × 2.4 m × 2.4 m) to estimate the radiation decay coefficient of the radiation heat flux away from the open door. The ignition potential of combustible materials in adjacent dwellings are analyzed based on the critical heat flux from cone calorimeter tests. To verify the critical distance in real informal settlement fire, a parallel method using aerial photography within geographic information systems (GIS), was employed to determine the critical separation distances in four real informal settlement fires of 2014–2015 in Masiphumelele, Cape Town, South Africa. The fire-spread distances were obtained as well through the real fires. The probabilistic analysis was conducted by Weibull distribution and logistic regression, and the corresponding separation distances were given with different fire spread probabilities. From the experiments with the assumption of no interventions and open doors and windows, it was established that the heat flux would decay from around 36 kW/m2 within a distance of 1.0 m to a value smaller than 5 kW/m2 at a distance of 4.0 m. Both experiments and GIS results agree well and suggest the ignition probabilities at distances of 1.0 m, 2.0 m and 3.0 m are 97%, 52% and 5% respectively. While wind is not explicitly considered in the work, it is implicit within the GIS analyses of fire spread risk, therefore, it is reasonable to say that there is a relatively low fire spread risk at distances greater than 3 m. The distance of 1.0 m in GIS is verified to well and conservatively predict the fire spread risk in the informal settlements.

This paper aims to analyze the financial and operational approach to land regularization and financing used in Brazil by an innovative private social enterprise in order to demonstrate that the approach widens the concept fit-for-purpose land regularization to include fit-for-purpose land financing, with relevance for wider efforts in informal settlement regularization and upgrading. In this approach, the enterprise acts as a coordinator and broker to organize the residents of informal settlements to regularize their settlements by negotiating buyouts of the underlying private owners at discounted values, handling titling and registration of the occupants, and coordinating with municipal governments to provide infrastructure. The analysis of parcel-level repayment and price data provides evidence of the sustainability of the business model and increase of property values of the regularized parcels. The results presented from the enterprise’s own repayment data demonstrate that under (non-pandemic) historical conditions residents are largely able to pay an affordable monthly payment over 7–10 years to the enterprise for the service to purchase the plots and maintain the enterprise. In operation since 2001, the enterprise has regularized over 20,000 parcels in more than 30 settlements, primarily in the cities of Sao Paolo and Curitiba in Brazil. The approach suggests that it could be widely replicable and add to the set of options for regularizing informal settlements, especially when purchase of private land is required.

This theoretical paper considers the morality of machine learning algorithms and systems in the light of the biases that ground their correctness. It begins by presenting biases not as a priori negative entities but as contingent external referents—often gathered in benchmarked repositories called ground-truth datasets—that define what needs to be learned and allow for performance measures. I then argue that ground-truth datasets and their concomitant practices—that fundamentally involve establishing biases to enable learning procedures—can be described by their respective morality, here defined as the more or less accounted experience of hesitation when faced with what pragmatist philosopher William James called “genuine options”—that is, choices to be made in the heat of the moment that engage different possible futures. I then stress three constitutive dimensions of this pragmatist morality, as far as ground-truthing practices are concerned: (I) the definition of the problem to be solved (problematization), (II) the identification of the data to be collected and set up (databasing), and (III) the qualification of the targets to be learned (labeling). I finally suggest that this three-dimensional conceptual space can be used to map machine learning algorithmic projects in terms of the morality of their respective and constitutive ground-truthing practices. Such techno-moral graphs may, in turn, serve as equipment for greater governance of machine learning algorithms and systems.
