Being one of the most controversial issues in urban planning, land use planning has always been in the focus of researches. Land use planning is a subdivision of urban planning which tends to arrange land uses in order to avoid conflicts among them. In order to achieve a transparent and effective urban planning, land uses should be located and allocated in an ideal situation so that avoid negative impacts from neighbouring parcels and land uses. Neighbouring land uses can produce externalities and negative impacts on other land uses because of inter-land use interaction. These externalities may be undesirable effects such as noise, air and visual pollution or may be caused by hazardous facilities. The main objective of this research is to propose a new multi-criteria evaluation model for land use compatibility assessment. Considering the fact that a considerable number of factors affect the compatibility degree of neighbouring land uses, a multi-criteria evaluation approach is employed to address the aforementioned problem. This research employs the integration of Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) and Ordered Weighted Averaging (OWA) methods to facilitate land use compatibility evaluation with respect to optimism degree. The applicability of the proposed model is illustrated by the problem of land use compatibility assessment for elementary schools in Tehran. The results indicate that most of the current schools are situated in a location which is incompatible for the land use type of elementary school especially in the southern and central parts of the city.

AbstractLand evaluation is a key factor in land-use spatial planning, affecting both success and sustainability. This study showcases the value of using the multi-criteria evaluation (MCE) and multi-objective land allocation (MOLA) GIS decision-making tools determine the most favorable spatial development of various land-use types, for Qaleh Ganj County in Iran. Weighted linear combination (WLC) and ordered weighted averaging (OWA) were used to assess the potential of seven land uses based on predefined criteria. MOLA was also used for land-use zoning based on suitability. The results derived from these techniques indicate that the rangeland zone with 30.80% and the ecotourism zone with 22.9% have the highest suitability potential, and aquaculture with 0.26% and tourism with 0.24% have the lowest potential in Qaleh Ganj. Considering the 7 land uses and a lot of defined criteria, MCE and MOLA provided an automatic and flexible way of dealing with qualitative multi-dimensional environmental effects, factors, constraints and objectives. The combination of WLC and OWA helped to manage selection factors differently, as their level of risk and trade-off is different. The result can be considered as optimal suitability maps with an environmental preservation goal which can help to protect the natural environment of this area, and will also allow for continued economic development. The approach described in this study can help developing countries and the sensitive area facing environmental challenges due to rapid development. This approach and its application procedures can be applied to similar territorial contexts, where several territorial factors should be considered and taken into account.

Land-use planning and policymaking is central to how communities manage their economic activity and the social and environmental impacts these activities produce. Because of this central role, enhancing land-use practices to better incorporate the needs and impacts of freight activity has strong potential to improve the efficiency of their associated supply chains. This paper summarizes the key findings of the NCFRP 08-111 project on “Freight-Efficient Land Uses (FELUs)”, probably the most comprehensive research project to date aimed at designing policy procedures to foster land-uses that minimize the private and external costs associated with the production, transportation, and consumption of goods. As part of the paper, the authors define freight efficient land-uses, identify the principles that should guide the process towards FELUs, outline the process to develop FELU plans and programs, propose to analyze the freight efficiency of current and future land uses in their jurisdictions, and identify complementary initiatives (both land-use and transportation related) that could help mitigate the negative impacts on local communities. The authors discuss three illustrative cases that provide evidence on how land-use decisions produce unintended effects on local communities. The paper explains how decision makers can carefully consider the FELU principles in their planning and avoid or mitigate such negative results.

The urban fringe, as a part of an urban spatial form, plays a considerably major role in urban expansion and shrinking. After decades of rapid development, Chinese cities have advanced from a simple expansion stage to an expansion–shrinking-coexistence stage. In urban shrinking and expansion, the urban fringe shows different characteristics and requirements for specific aspects such as urban planning, land use, urban landscape, ecological protection, and architectural form, thereby forming expanding and shrinking urban fringes. A comprehensive study of expanding and shrinking urban fringes and their patterns is theoretically significant for urban planning, land use, planning management, and ecological civilisation construction.

Citizen participation in the planning and decision-making process in the European post-socialist context is much debated. Still, the involvement of excluded communities in the urban planning process remains understudied. This paper presents and discusses the application of an innovative participatory approach designed to ensure active involvement of an excluded ethnic minority, the Roma community, in the process of formulating and adopting land-use plans for informal settlements in Serbia. By analysing the development of land-use plans in 11 municipalities, we observe that the applied participatory approach enhanced the inhabitants’ active participation and helped build consensus on the planned solution between the key actors. Findings also suggested that further work with citizens, capacity building of planners and administration, and secured financial mechanisms are needed to move citizen participation in urban planning beyond the limited statutory requirements.

When marijuana is legalized in Canada there will be land-use planning implications for municipalities. Different levels of government have different jurisdictional responsibilities regarding the legalization of recreational marijuana. One of the jurisdictional responsibilities of municipalities is land use planning and zoning. Two new land uses will be introduced to municipalities through the legalization of marijuana: recreational marijuana production facilities and recreational marijuana retail stores. For municipalities to control for the location of these uses, the land use legislation they enact must be able to co-exist with federal and provincial/territorial legislation and not result in any operational conflicts. This research paper provides a set of best practices to municipalities across Canada for how they should regulate these uses in their land use legislation. Barriers to the application of climate science in land use planning are often understood as a problem related to perceived disciplinary knowledge gaps. This paper argues that, instead, limitations to the application of knowledge are not strictly linked to transference, but are also attributed to the thought processes that planners use to understand and use information. This study uses an interactional co-production framework from Science and Technology Studies (STS) to explore these processes in the context of heat response planning in Chatham County, Georgia, in the United States: a coastal county exposed to hot and humid conditions that render its population, particularly its growing elderly and low-income, vulnerable to heat health risks. We specifically focus on the processes used by planners during a heat response planning workshop, exploring the discussions and actions taken to develop a plan. We attempt to answer the following questions: What are the processes used by planners to respond to climatic issues such as heat vulnerability? How do these processes determine the application of the scientific knowledge produced? How does this process enable or limit the use of climate knowledge in decision making at the city scale? This paper argues that planners engage in three steps to determine the applicability of climate knowledge to urban planning: (1) using their own experiences to contextualize and visualize the information in their community, (2) being extremely cautious about the use of information because of a fear of failure, and (3) asking for specific policies to be in place to justify and legitimate actions and promote projects throughout the city. Using these insights, this paper concludes with some thoughts on how climate knowledge might be better integrated into urban planning.

AbstractThe ever increasing pressure for infra-structural development in the UK heightens the conflict between the different land use demands placed on an area. This is reflected in the need for planning authorities to assess the relative suitability of potential land uses. Such assessments are important in guiding urban development away from good quality agricultural land. It is manifest that such planning decisions should be made on the basis of a comprehensive review of all relevant factors, and in particular, this includes the pedological soil conditions with their controlling influence on the ability of the land to support different land uses.Past pedological studies have tended to concentrate on the evaluation of land suitability for agricultural uses. However, such studies are also of value when assessing the suitability of other potential uses including, forestry, recreational uses, natural resources or general infrastructure development.In site investigations for infrastructure or resource development pedological studies have a role to play both at the feasibility and detailed investigation stages. During a feasibility study, particularly when used in conjunction with a programme of geotechnical mapping, a pedological approach to the examination of point samples can be an important aid in the determination of the areal extent of engineering soil units. In detailed investigations pedological assessments during pitting operations can determine such items as the depth of topsoil to be removed and stored during stripping, if a profile has developed through in-situ weathering of bedrock or a derived superifical cover and will assist in the identification of poor drainage areasIn this paper examples are presented of soil surveys used to assess the suitability of areas for recreational use, urban development and forestry. Also, by comparing the approaches to soil description contained within BS 5930, Code of Practice for Site Investigations (British Standards Institution 1981), and the Soil Survey Field Handbook (Hodgson 1974), some recommendations are made for adopting pedological description techniques in geotechnical site investigations.

Although the aquaculture industry contributes less than 0.2% to the Gross Domestic Product (GDP) of Malaysia, it has slowly become an important economic activity due to the high-value species productions for domestic and international markets. In addition, aquaculture can potentially be used as a sustainable solution for food security in the future. At present, the selection of aquaculture sites has not received much attention. Thus, this study aims to integrate a Geographic Information System and multi-criteria evaluation approach in identifying the potential sites for brackish aquaculture in the George Town Conurbation, Malaysia. ArcGIS 10.4 was used to perform site selection analysis together with the essential spatial data such as current land use, environmentally sensitive data, and soil quality that influence suitable sites selection for aquaculture. The selection was undertaken in ad hoc manners based on available land identified by aquaculture operators. The results indicated that the George Town Conurbation has a minimal potential site (0.37%) for aquaculture sites. This minimal number results from the expansion of built-up areas towards urban fringe areas; hence less land becomes available for aquaculture. A reasonable buffer zone should be designated as a boundary between urban development and aquaculture to avoid land-use conflict between these two activities.

Abstract. In lieu of advancement in human civilization from nomadic age to quest for welfare capitalism in recent days, land resources have been one of the most sought after assets for subsequent socio-economic development. The concept of land, once only geo-political has evolved to be interdisciplinary with developmental and managerial aspects in regional and urban planning worldwide making the facets of land management more complex than ever. In the context of modern Nepal, governance in systematic land management appeared during mid-1960 only with establishment of Ministry of Land Reform (MoLR). This paper aims to provide constructive criticism upon institutional fragmentation, and fragile policy and implementation gaps in land use administration which have been bewildering the concepts of regional and urban planning in Nepal. The recitation of this work is primarily based on selected literature review of relevant research on land use planning along with two representative case studies in national context and in international scenario as well. Despite rigorous efforts, the issues of competence in land administration, migration and syndicate in urban real estate remain as the major problems in land management in Nepal. Also, the new state restructuring of federal Nepal has already upraised the challenges in land resources planning for local governments who but seem muddled up in constructing rural economy and strategic urban plan for regional development. Nevertheless, these concerns in regional and urban planning can be addressed through practice of sustainable land management with thoughtful consideration of ambiguities in land use policy and implementation.
