Kegiatan akademik di Perguruan Tinggi sangatlah penting terutama di masa pandemi yang sebagian besar kegiatannya dilakukan secara daring. Perguruan tinggi perlu memiliki strategi untuk dapat melaksanakan pelayanan akademik supaya berjalan dengan baik salah satunya dengan melaksanakan pengukuran dengan menggunakan maturity level dan analisis IT balanced scorecard. Pada penelitian ini dilakukan analisis IT Balanced Scorecard perspektif orientasi pengguna untuk mengetahui kinerja dari beberapa indikator sehingga dapat mengetahui skor akhir indikator tersebut. Penskoran akhir menunjukkan nilai kinerja dari masing-masing indikator sehingga dapat melakukan penilaian dengan maturity level yang dapat digunakan pimpinan perusahaan/organisasi untuk menentukan langkah stragis berikutnya.  Hasil penelitian tersebut menunjukkan bahwa analisis IT Balanced Scorecard dan maturity level  dapat mengetahui pengaruh dari masing-masing indikator kinerja.

Abstract - The era of industrial revolution 4.0, the progress of companies to achieve their vision and mission goals, is largely determined by the role of information technology, especially banking companies such as BPR PMM, the problem is that BPR PPM has not fully realized the importance of managing a business change, in order to maintain the company's existence. To determine the maturity level of the application of information technology in a company, it is necessary to conduct a thorough evaluation. In this study, there are seventeen processes in Cobit 4.1 that are solved on an internal balanced scorecard perspective. Cobit is a framework that is very well used in measuring the effectiveness of the application of information technology, while the balanced scorecard (BSC) is a framework that is very suitable to be applied to measure or assess the performance of a company. The combination of the two frameworks can provide a clear picture of internal perspectives that can be used by company leaders in improving information technology governance. This study resulted in a conclusion that the company maturity level in terms of business change management based on Cobit 4.1 and the internal balanced scorecard perspective has an average value of 2.90 at level 3 with defined categories.

INTISARITata kelola sistem informasi menentukan tingkat pencapaian dari tujuan bisnis perusahaan. Semakin baik tata kelola sistem informasi berdampak pada keberhasilan mengelola proses dan tujuan bisnis dalam aspek akuntabilitas, resposibilitas dan transparansi. Model COBIT 4.1 digunakan untuk dapat mengukur tingkat keberhasilan suatu tata kelola sistem informasi sesuai dengan tujuan bisnis perusahaan. penelitian ini dilakukan untuk mengetahui tingkat kematangan tata kelola sistem informasi dari institut teknologi budi utomo dengan menggunakan perspektif internal dengan focus peningkatan dan pemeliharaan fungsionalitas proses bisnis pada model Balanced Scorecard sebagai alat untuk memetakan rencana strategis perusahaan, lalu dilakukan pengukuran tingkat kematangan menggunakan sub domain terpilih pada COBIT 4.1. Dari pemetaan Balanced Scorecard dan COBIT4.1 diperoleh sub domain PO2, PO3, AI2, AI4, dan AI7 yang digunakan untuk mengevaluasi tata kelola sistem informasi pada institut teknologi budi utomo berdasarkan model framework COBIT 4.1. Hasil pengukuran tingkat kematangan sub domain terpilih didapatkan hasil tingkat kematangan level 2 atau proses sudah dilakukan namun belum baku dan terdokumentasi secara terstruktur. Sedangkan tingkat kematangan yang diharapkan berada pada level 3 atau proses sudah terdefinisi baku dan terdokumentasi dengan struktur yang jelas dan baik. The better governance of information systems affects the success of managing business processes and objectives in aspects of accountability, resposibility and approval. The COBIT 4.1 model is used to measure the success of an information system governance in accordance with the company's business goals. This research was conducted to study the maturity level of information systems governance Institut Teknologi Budi Utomo using an internal perspective with a focus on improving and maintaining business process functionality in the Balanced Scorecard model as a tool to map out the company's strategic plan, then measuring the maturity level using sub domains obtained in COBIT 4.1. From the mapping of the Balanced Scorecard and COBIT4.1, PO2, PO3, AI2, AI4, and AI7 sub-domains are used to collect information systems governance at the utmost Budi technology institution based on the framework of the COBIT 4.1 model. The results of the measurement of the level of maturity of the sub domain are taken the level 2 maturity level results or the process has been carried out but not yet standardized and structured documented. While the expected level of maturity at level 3 or process is standard and documented with a clear and good structure. Keselarasan strategi Teknologi Informasi terhadap strategi bisnis sangat dibutuhkan untuk mencapai tujuan bisnis. Pencapaian keselarasan strategi, sebagai suatu proses yang berkelanjutan, membutuhkan dukungan dari Top Management dan fungsi-fungsi lain dalam perusahaan. Penilaian kematangan tingkat keselarasan strategi TI terhadap strategi bisnis akan digunakan sebagai alat ukur untuk menilai tingkat keselarasan strategi TI terhadap strategi bisnis. Nilai tersebut akan digunakan sebagai langkah awal untuk tindakan perbaikan berkelanjutan.Penggunaan permainan simulasi merupakan gabungan dari dua metode experiential learning, yaitu simulasi (simulation) yang dapat melakukan peniruan dari suatu perilaku atau proses dan permainan (game) yang merupakan aktifitas yang kompetitif. Melaui Experiential Learning pengguna permainan dapat melakukan pembelajaran secara aktif dan memperoleh pengetahuan, pemahaman, dan pandangan baru mengenai suatu hal.Penilaian kematangan tingkat keselarasan strategi TI terhadap strategi bisnis akan mengacu pada konsep Strategic Alignment Model yang diperkenalkan oleh Henderson dan Venkatraman dan IT-Balanced Scorecard yang dikembangkan Grembergen dan Bruggen. Strategy alignment, as an ongoing process, requires support from Top Management as well as from other functions in the company. The assessment of maturity level on the alignment of Information Technology with business strategy becomes the measuring tool to assess the alignment of Information Technology strategy with business strategy. The score, then, will be used as starting point in accomplishing continuous repair action.The use of game simulation is a combination of two experiential learning methods, namely simulation that can perform the imitation of a behavior or process and game which is a competitive activity. Through Experiential Learning game users can actively learn and gain new knowledge, insights, and insights about things.The assessment of maturity level of the aligment of Information Technology with business strategy which applied Strategic Alignment Model concept introduced by Henderson and Venkatraman and IT-Balanced Scorecard by Grembergen and Bruggen. Both have given guidelines about several models that can be implemented at company. The purpose of this chapter is to help you design a performance management framework that will result in choosing, successfully implementing, and getting significant benefits from e-supply chain technologies. The framework is designed to stimulate action by pinpointing where the gaps are, and leveraging technology to bridge those gaps. This is done using a balanced scorecard revolving around five critical variables: value, variety, velocity, variability, and visibility. The maturity level of each of these critical variables is classified using a six-level capability maturity continuum: ignorance, awareness, understanding, approach, action, and culture. This integrated approach of combining critical variables, balanced scorecard, and capability maturity helps leverage technology for the right purposes, and significantly improves the performance and productivity of the supply chain.

Dalam perkembangan lembaga pendidikan sangat ditentukan oleh teknologi informasi (TI). Pada STIMIK Sepuluh Nopember Jayapura terdapat masalah dalam hal belum menyadari pentingnya untuk meningkatkan efisiensi biaya. Sehingga perlu dilakukan pengukuran untuk mengetahui tingkat kematangan lembaga dalam hal pengelolaan efisiensi biaya. Tata kelola TI sangat dibutuhkan untuk mengetahui sejauh mana pemanfaatan TI demi tercapaianya visi dan misi lembaga. Salah satu proses penting dalam penerapan tata kelola TI adalah melakukan evaluasi untuk mengetahui sejauh mana institusi menerapkan tata kelola yang baik. Penelitian ini menjelaskan bagaimana lembaga pendidikan dapat meningkatkan efisiensi biaya dan kontribusinya terhadap profitabilitas bisnis. Balanced Scorecard merupakan sebuah kerangka kerja yang baik untuk melakukan penilaian terhadap kinerja Organisasi. Dalam hal ini COBIT dan Balanced scorecard memberikan sebuah patokan pada financial perspektif yang dapat dijadikan acuan manajemen sebuah institusi yang ingin melakukan pembenahan khususnya dalam efisiensi biaya. Penelitian ini menghasilkan cara meningkatkan maturity level yang dapat dijadikan acuan oleh lembaga dalam menyusun tata kelola TI yang sesuai dengan best practice COBIT 4.1. Pada penelitian ini diperoleh kesimpulan bahwa tingkat kematangan tata kelola lembaga saat ini khususnya PO5 = 2,37 dan DS6=2,69, berada pada level 2.Kata Kunci — Tata Kelola TI, COBIT, Balanced ScorecardIn the development of educational institutions is largely determined information technology (IT). The most important processes in implementing IT governance is conducting an evaluation that aims to determine the extent of institutions in implementing good governance. This study explains how an educational institution can improve cost efficiency and its contribution to business profitability. The Balanced Scorecard is a good framework for assessing Organizational performance. COBIT and the Balanced Scorecard provide a benchmark for financial perspective that can be used as a reference for management in an institution that wants to make improvements, especially cost efficiency. This study has a way to improve the maturity level that can be used as a reference by the institution in compiling IT governance that is in accordance with COBIT best practices. Manufacturing company is a company engaged in the manufacture of household appliances such as plastic houseware, bushels food, rice bucket, and so forth. the company has implemented an application in running the business process of goods sales and goods (inventory). However, there is a problem in the application that is used to support the activity in the business process that is the discrepancy with the needs of users of the application and will be an assessment of the business process. Therefore, the authors take this topic. The purpose of this study is to determine the deficiencies that occur in the company, so the author can provide recommendations to the company about what should be improved. The research method used in this research is qualitative research and data obtained from the interview. In this study, the assessment of the business process Manufacturing company using COBIT 4.1 and Balanced Scorecard (BSC). This research focuses on PO3 (Determine Technological Direction) domains, PO4 (Communications Management Aims and Direction), PO8 (Manage Quality), and AI4 (Enable Operation and Use). From the research that has been done, the results show that this company has not reached the expected maturity level.

PT Pos Indonesia as an organization that provides mail, goods, and money delivery services has been implementing Information Technology (IT) to support the business process, such as: SOPP (System Online Payment Point), Post Remittance, Reserve Online, Agent (Westrn Union, Money Gray), and I-Post (Integrated Post) is handled by the Division of Information Technology (IT). But until now its implementation has not been fully able to support existing business processes, and can not contribute the maximum to the business. PT Pos Indonesia should not only apply IT as a business process support activities, but must also be implemented as part of business strategy. The implementation of IT should be the optimal power of life and competitiveness of the organization. The implementation of IT must also provide the opportunity for changes in the productivity of a business that has been running. This is what underlie the study required that can analyze the various factors that affect founded IT strategic planning that is able to adapt, fit, and balanced with business strategy way of the organization. On this thesis, assessed the alignment of the IT strategy to business strategy in PT Pos Indonesia. IT Balanced Scorecard framework is used: (a) to help translate IT strategy into the actions of IT, and (b) assess the performance of IT in PT Pos Indonesia. IT Balanced Scorecard have a role as a performance management IT system. With the IT Balanced Scorecard, IT vision, strategy, and organization associated balanced againts the objective of financial, customer, business process, and learning and growth perspective. Each perspective is changes to the contribution companies, end-user orientation, operational excellence, and the readiness of the future. Alignment Maturity Level developed by Luftman used to know the maturity level of alignment between IT and business organization in good condition at this time, and conditions that are expected. Competency/value criteria on the maturity model Luftman, examine the IT values that contribute to corporation business. The contribution of IT values to business measured by mapping IT performance in the four IT Balanced Scorecard perspectives. Importance Performance Analysis (IPA) method is used to measure IT performance, both for current conditions and expected conditions. Capability Maturity Model (CMM) is used to measure the level of internal process maturity in IT division of PT Pos Indonesia, as part of follow-up the operational excellence perspective analysis of IT Balanced Scorecard. Analytical Hierarchy Process method is used to find the weight of performance indicator each perspective. The results of the analysis is designed to be able to create a solution design in the form of a proposal to the direction of improvement. Alignment level between IT and business, for the current condition (as is) are on the maturity level 3 or established process, and for conditions that are expected (to be) are at maturity level 4 or managed process. With the IPA method, the IT performance based on the company contribution perspective is located to the C quadrant position coordinates with as is - to be coordinates position (3.14, 3.54). IT performance based on end-user orientation perspective is located in the C quadrant with as is - to be the coordinates position (3.10, 3.93). IT performance based on operational excellence perspective lies in the quadrant B with as is - to be coordinates position (3.41, 4.35). With the CMM analysis, the maturity of IT division internal of PT Pos Indonesia, to the condition at this time (as is) are on the maturity level 3 or defined process and conditions that are expected to be on level 4 or managed process. IT performance based on the future readiness perspective lies in the quadrant A with as is - to be position coordinates (3.13, 4.05). Importance sequence will be the beginning point for cause effect relationship on the IT Balanced Scorecard as a solution design. With the AHP method, is that the performance indicators with the most importance is the development of activity / IT processes.
