Access to the Internet in 1998 created a unique sphere encompassing both public and private characteristics while offering a new form of communication, identity, and political participation (Rheingold 2000). As a result, access to the Internet provided women with an alternative way of defying the traditional masculine culture through "connection and communication" and "identity transformation" (Nouraei-Simon 2005). The Internet ameliorated Iranian women's ability to contribute to the accelerating development of an online culture that offers a significant change to the definition of empowerment as it shifts the boundaries of the public and private realms, allowing Iranian women to seek self-determination despite Islamic ideology (Jones, 1997). This work shows how the weblog has become one of the key tools to challenge social barriers in the quest for Iranian women's rights (Sreberny & Khiabany, 2010). This paper will critically examine the use of weblogs by some Iranian women to break the gender oriented restrictive rules imposed upon them by the patriarchal elements in higher education by exploring how and in what ways women advocate for their own and others' rights and equality? This paper incorporates a critical textual analysis of primary and secondary academic sources. It integrates a critical feminist approach and have collected data from the work of female scholars, activists, bloggers, and filmmakers and have brought forth the unheard experiences of some Iranian women in higher education.

The concept of employee empowerment has long been heralded as advantageous to employees and organizations both in the public and private sectors. However, the concept still remains ambiguous because there is no settled idea about how it should be defined. Furthermore, employees' perspectives about employee empowerment are mostly overlooked in the existing body of research. It is particularly true about non-academic professional employees at higher education institutions and their views, concerns, or expectations with regard to empowerment. This qualitative study aimed to address the existing gaps in the literature on employee empowerment.It intended to explore non-academic professional staff's views about the definition and value of empowerment. The findings of this research study have useful implications for the definition of the concept and for academic institutions and their leaders about the role of empowerment.

Resumo: Com base na definição de Cabrito sobre regulação, este relato de estudo objetiva relacionar a atuação de quatro atores institucionais do MEC, desde sua origem, com as políticas públicas relacionadas à regulação/avaliação da educação a distância, com destaque para sua atuação nos atos oficiais do último biênio. Trata-se de uma pesquisa exploratória, fruto da consulta a documentos legais e institucionais assim como artigos de periódicos. Os resultados demonstraram a pluralidade de atores institucionais atuando junto à EaD, a construção de um labirinto de atos oficiais e instrumentos de avaliação regulatória que mudam de acordo com as orientações governamentais vigentes, sugerindo a continuidade da pesquisa na realidade das universidades públicas e privadas.Palavras-chave: Educação Superior, Educação a Distância, Regulação/avaliação, Atores institucionais. Abstract: Based on Cabrito's definition of regulation, this study aims to relate the performance of four institutional actors of MEC, since its origins with the public policies related to the regulation/evaluation of distance education, especially its performance in official acts of the last biennium. This is an exploratory research that shows the results of the consultation of legal and institutional documents, as well as articles from periodicals. Drawing on Karin Bijsterveld’s triple definition of noise as ownership, political responsibility, and causal responsibility, this article traces how modern Japan problematized noise, and how noise represented both the aspirational discourse of Western civilization and the experiential nuisance accompanying rapid changes in living conditions in 1920s Japan. Primarily based on newspaper archives, the analysis will approach the problematic of noise as it was manifested in different ways in the public and private realms. In the public realm, the mid-1920s marked a turning point due to the reconstruction work after the Great Kantô Earthquake (1923) and the spread of the use of radios, phonographs, and loudspeakers. Within a few years, public opinion against noise had been formed by a coalition of journalists, police, the judiciary, engineers, academics, and municipal officials. This section will also address the legal regulation of noise and its failure; because public opinion was “owned” by middle-class (sub)urbanites, factory noises in downtown areas were hardly included in noise abatement discourse. Around 1930, the sounds of radios became a social problem, but the police and the courts hesitated to intervene in a “private” conflict, partly because they valued radio as a tool for encouraging nationalist mobilization and transmitting announcements from above. In sum, this article investigates the diverse contexts in which noise was perceived and interpreted as such, as noise became an integral part of modern life in early 20th-century Japan.

Information technology has drastically changed the ways in which individuals are accounted for and monitored in societies. Over the past two decades, the United States and other countries worldwide have seen a tremendous increase in the number of individuals with access to the Internet. Data collected by the World Bank shows that 17.5 of every 100 people in the world had access to the Internet in 2006, and this number increased to 23.2 in 2008, 29.5 in 2010, and 32.8 in 2011 (World Bank 2012). According to the latest Cisco traffic report, Internet traffic exceeded 30 exabytes (1018 bytes) per month in 2011 and is expected to reach a zettabyte (1021 bytes) per month by 2015 (Cisco Systems 2011). Activities on the Web are no longer limited to seemingly noncontroversial practices like e-mail. The sheer growth of the Internet as a medium for communication and information sharing as well as the development of large, high-performance data centers have made it easier and less expensive for companies and governments to aggregate large amounts of data generated by individuals. Today, many people’s personal lives can be pieced together relatively easily according to their search histories and the information that they provide on social networking websites such as Facebook and Twitter. Therefore, technological breakthroughs associated with computing raise important questions regarding information security and the role of privacy in society. As individuals begin using the Internet for e-commerce, e-government, and a variety of other services, data about their activities has been collected and stored by entities in both the public and private sectors. For the private sector, consumer activities on the Internet provide lucrative information about user spending habits that can then be used to generate targeted advertisements. Companies have developed business models that rely on the sale of such information to third-party entities, whether they are other companies or the federal government. As for the public sector, data collection occurs through any exchange a government may have with its citizens.

The public and private sectors will undergo a significant transformation with the use of blockchain technology, and this potential of blockchain technology will be influential in all areas of life. In addition, blockchain technology can help ease the integration of the Internet of Things, augmented reality, and artificial intelligence applications. The question of how such a technology that is in the process of development will be applied in areas such as taxation, notary operations, and banking, arises simultaneously. Studies related to blockchain technology have mainly been carried out in the fields of finance, logistics, banking, and education. However, there is a paucity of studies on blockchain technology in the tourism industry which has an important role in the global economy. Therefore, the potential of using blockchain technology in the tourism industry is evaluated in this chapter. For this purpose, the features, advantages, and disadvantages of blockchain technology are explained. The potential uses of blockchain technology in the tourism industry are then discussed.

Hugo Chavez's clash with Venezuelan higher education is a vivid present-day example of a history of confrontation between leftist, populist regimes and higher education in Latin America. Chavez has transformed the public sector through creation and expansion of new universities. Chavez's policies have alienated the country's private institutions of higher education. Both public and private universities are reduced in importance.

The study focuses on the emergence and development of medical tourism at the global and country levels. Article provides a definition of a medical tourism, reveals the stages of its formation – from the origin at ancient cultures to modern high technologies of biomedicine. The country ranking results held on the basis of an integrated index, featuring the assessment of the level of equipment at the medical infrastructure, the maintenance of hospitals, the availability of qualified specialists is discussed. The best practices of medical tourism are analyzed. It is shown that due to lower prices and higher service quality, the geographic vector of those wishing to receive treatment abroad is shifting to Asian countries. The need to strengthen the attention of government agencies to the development of medical tourism in the public and private health sectors is noted.

Since 1994 and the coming of democracy to South Africa there has been a concerted attempt to develop a coherent, unified educational system that will redress the inequities of the apartheid systems. Significant to this ongoing process is the field of higher education, where relevant legislation has been enacted in order to bring coherence and consistency to the education system in the public and private sectors. Significant issues have arisen with regard to the provision made by private religious educational institutions, especially those who have experienced difficulties in being accredited by statutory bodies. This paper seeks to explore these issues and suggest ways forward that are appropriate within an emerging unitary system of education that is fit for purpose in Africa and particularly South Africa, taking as a case study the formation of the Association of Christian Religious Practitioners.

Politics, economics, and technology have conspired to make this an exceptionally challenging time for American higher education. Some critics claim that costs are out of control in traditional public and private nonprofit higher education. They believe these institutions will soon go the way of the railroads as for-profit institutions displace them and the Internet replaces college campuses and classrooms. Other critics bemoan the privatization of higher education and the increasing role of market forces. Still others think higher education has lost its way and fails to focus on educating undergraduates.

The paper reveals the essence of the system of public financial management (PFM), defines its key elements of the PFM system, and articulates goals and objectives in enhancing employment. The authors definition of PFM is given. A comparative analysis of managerial financial cycles in the public and private sectors of the economy is carried out. The historical aspect of the PFM reforms is also analyzed, and various approaches to financial management (income and expenditure) in the public sector are studied and suggested better ways to improve the busyness of the population. Factors influencing the effectiveness of the PFM reforms are revealed. The challenges faced by financial managers in implementing public finance reforms are analyzed, and the opportunities that can be used to achieve the objectives of the PFM system, some of which are simultaneously challenges are analyzed.
