Socio-technical systems theory has rarely been used by system architects in setting up computing systems. However, the role of socio-technical concepts in computing, which is becoming social in nature, has made the concepts more relevant and commercial. Tax information systems are examples of such systems because they are influenced by external variables such as the political environment, technological trends, and social environment, introducing complexity in their deployment and determining the type of e-services and their delivery to a diverse group of people. It was observed that in Tanzania there is resistance, reluctance and minimal use of electronic tax system because of insufficient end-user support and their involvement in constructing the system. Therefore, there is need to develop an electronic tax information system using socio-technical systems perspectives to ensure design of an efficient user-friendly tax administration system. The research used the qualitative approach, featuring case studies in Korea, Chile, Tanzania, and Denmark. The study used best practices from the Organization for Economic Cooperation and Development (OECD) to benchmark Tanzania Revenue Authority current practices. It was found that tax models implemented are techno-centric push models, which don’t attract its use by tax payers and requiring human intervention in its operation, hence not cost-effective. As the first and relevant phase in socio-technical system development, this paper presents the problem definition and analysis of e-Tax collection system in Tanzania.

Abstract The use of Geographic Information System (GIS) in managing pipeline database and automating routine engineering processes has become a standard practice in the pipeline industry. While maintaining a central database provides security, integrity, and easy management of data throughout the pipeline’s lifecycle, GIS enables spatial analysis of pipeline data in addition to streamlining access and visualization of results. One of the major benefits of GIS integration lies in the ease of automating the alignment sheet generation for pipelines. This paper introduces a simplified pipeline alignment sheet generation workflow using GIS datasets to produce highly customizable alignment sheets in AutoCAD, a much-preferred format in the pipeline industry. By utilizing existing GIS and AutoCAD features to generate the alignment sheet, writing complicated geo-processing or plotting algorithms is minimized, which in turn reduces the risks of committing any systematic errors. This robust and user-friendly workflow not only ensures safety but also leads to a cost-effective solution.

Abstract:This work is based on practical experience acquired in the development of a hospital information system in a university hospital in Nigeria. The paper discusses how accurate, adequate and timely medical data can promote economy in health-care delivery in a depressed economy. Existing constraints are identified and solutions offered for an effective hospital information system. An effort has been made to illustrate how the application of informatics technology can be cost effective in the long-term, by ensuring effective and economic use of facilities and resources. Once an effective hospital information is operative, provision of affordable health care in a depressed economy would be feasible. To this end, the need for cooperation between countries to support technology and manpower is emphasized.

The Mosque in the Prophet Muhammad SAW era had a strategic role. The role is to be a solution and provide prosperity for the Muslims in particular and the surrounding community in general. Currently, the mosque plays a narrower role. It is a provider of facilities for pilgrims to carry out routine worship. In order for this role to increase, the mosque administrator, called DKM (Mosque Prosperity Council), must know his congregation more closely so that he knows what is needed and then comes to provide solutions. This study aims to create and implement an information system to manage congregational data to improve the role of mosques in the community. The main material that was obtained and prepared was data on residents around the mosque and the stakeholder needs (leaders of organizations around the mosque such as the heads of hamlet (RW), neighbourhood (RT), and youth organizations). The citizen data and stakeholder needs are used to develop the system. Because the specifications of the requirements can change during system development, the development method chosen is the prototyping method. There are two main outputs of this activity, namely the availability of a congregational data mapping application, and the installation of internet network infrastructure at the mosque. The two outputs in their implementation have proven to be beneficial for the congregation and the surrounding community. The information system provides improved service quality to pilgrims and residents in various activities such as zakat and qurbani. Meanwhile, Internet infrastructure provides new hope in easing the burden of community quotas and bringing children closer to the mosque.

In the last decade, the role of monitoring information has become apparent. The availability of steadfast information, offered in a suitable format is the basis for good decision making in an organisation. Organisations can use these information skills to solve practical problems as well. This chapter provide us knowledge of the features and purposes of information. It also discusses the role of information system for developing a new system using System Development Life Cycle (SDLC).
