ABSTRACT The concept of community is a network, which not only consists of NGOs, but also whole elements of public private partnership, political parties, and other social volunteers. This network works hand by hand to set and enhance a partnership and public participation towards pro-social policy formulation. Social capital is strengthened by moral supports from public elements (governance actors) which aims to attain social developments, one of them is a concept of Sustainable Farming, which is Organic Farming. Keywords: Social Capital, Sustainable Farming ABSTRAK Konsep masyarakat merupakan sebuah jejaring (network) yang tidak hanya terdiri LSM, namun melibatkan segenap elemen dari pemerintah, perusahaan, partai politik hingga relewan-relawan pekerja sosial. Jejaring ini bergerak secara bersamaan dan berupaya menerapkan melalui proses keterlibatan dan partisipasi penduduk hingga akhirnya melahirkan kebijakan-kebijakan yang ro-sosial. Kapital sosial diperkuat dukungan moral dari segenap elemen penduduk dengan tujuan pembangunan sosial. Salah satu wujudnya adalah melalui konsep Pertanian Berkelanjutan, yakni pertanian organik. Nepal is famous destination for international travelers through tour started only after sixties. Nepal within two decades became successful to have it significant position in world tourism scenario. Tourism in Nepal becomes a strong contributor in National economy after it boomed in eighties. It has become important foreign export being major source of foreign exchange. A part from this, it has been contributing in creating direct & indirect employment opportunities. Realizing the importance of tourism sector to uplift national economy, Nepal government has formulated various policies plan, and strategies to develop tourism as sustainable industry. Tourism master plan 1972 was an important step in policy formulation Nepal Tourism Board (NTB) was established in 1999 with the principle of Public Private Partnership (PPP) with the Principle of Public Private Partnership (PPP) approach. Since then, NTB has been marketing "Nepal as an enchanting holiday destination in world tourism market. It has adopted various strategies and undertaken different activities in order to promote Nepal as a must visit destination. We have abundant resources for which the country enjoys competitive advantages. Tourism represent one among such sectors which could rebuild the image of the country bringing back multifaceted benefit to the country and the people at large it also emerged as an exemplary model for the Nepalese economy and represent around 4% to the country GDP and is also a major source of employment, it has developed as an independent sector of the economy heavily involving the Nepalese private sector. Travel agencies are among such private sector wings which are responsible to bring or has contributed to great extent to invite lots of tourist from all over the world. So to great extent promotion of tourism by these travel agencies has direct correlation with the inflow of tourist in Nepal. At the end of the 20th century, there was a significant movement to increase public participation in policy formulation, implementation and evaluation in developing countries.  Participation keeps community life vital and public institutions to be accountable.  When people feel that their participation in development has important value, the quality, effectiveness and efficiency of development will be increased. Therefore, the government should concern to promote  public participation in the development program  that can be enhance accountability This research was conducted in the coastal villages Takalar District South Sulawesi, Indonesia, using a case study approach with a qualitative descriptive analysis method.  This research was explore social capital can enhance coastal communities participation in public fund management.  By using in-depth interviews and focus group discussions, the study found that strategies that can be used by the government to increase community participation is to strengthening social capital in the community.

The public-private-partnership (PPP) is a new mode for the government and social capital to jointly invest in public infrastructure projects. In particular, PPP projects for new energy power construction have been strongly supported in some countries in recent years, because it can not only reduce financial pressure on the government, but also promote the development of new energy. Current scholars study the economic benefits of PPP projects for new energy power construction from a macro perspective, and they rarely study behavioral strategies of the government and social capital as a game process of project construction from a micro perspective. This paper will fill this gap. This study firstly built an evolutionary game model of the government and investors based on new energy power construction PPP projects. Secondly, taking China’s typical new energy power construction PPP project–waste incineration power generation as an example, the system dynamics (SD) model was proposed to simulate the evolutionary process of game players’ behavioral strategies. Finally, the effects of key factors in the construction of PPP project on the strategies’ stability were studied. The results show that: (1) there is no evolutionarily stable strategy (ESS) in the game system between the government and investors, and system evolution is characterized by periodic behavior. (2) When the government implements dynamic bounty measures, the system evolution process is still a closed loop with periodic motion. However, when the government implements dynamic punishment measures, there is a stable ESS in the hybrid strategy of the game system. (3) The government can increase unit fines when making dynamic strategic adjustments, which will not only promote the active cooperation of investors, but also reduce the probability of government supervision, thereby reducing costs.

Russia’s ability to demonstrate own subjectness and become a world leader in the fight against COVID-19 can be viewed as a mobilization Russian civilization code. In the context of growing threats, it is necessary not to wait for this mobilization civilization code to work, but to form adequate mechanisms for proactively strengthening the subjectness of the country’s development and security. The basic technologies for destroying the subjectness of development and ensuring the security of Russia are considered. A system of ontologies is proposed that sets the basis for improving the mechanisms of public participation and public-private partnership in strengthening the subjectness of Russian development.

The article studies the problematic issues of scientific understanding and the correlation of the notions of public-private/public-private partnership in a categorical series of concepts that reveal the essence and mechanisms of the functioning of a social state in the theory of public administration. Is done semantic analysis a family of related scientific categories ‘social partnership’, ‘public-private partnership’, ‘intersectoral partnership’, ‘state-private partnership’ and ‘municipal-private partnership’, which mean the same process and are different only the definition of the range of subjects of social action in the application of public dialogue and the implementation of social policies aimed at building a social state in Ukraine. It is argued that in the course of state-private partnership, the satisfaction of the society with the activities of state and local authorities, which, in turn, forms the trust of the people in power, stimulates them to fulfil their duties better. And this is a prerequisite for ensuring well-being in the country as a whole. Thus, the mechanism of public-private partnership is one of the key elements of a public (social) dialogue in the discursive space of state social policy that brings Ukraine closer to Europe, promotes the formation of a socially oriented economy and socially responsible governance as crucial elements for the development of a social state. Meanwhile, there is still no steady practices of partnership between public administration and civil society institutions in areas such as the formation of public policy, its monitoring, public control over the activities of central executive authorities, local governments, and budget financing agencies, etc. at present. The article reveals the importance of public-private partnership as a key mechanism of the state’s social policy aimed at achieving the Sustainable Development Goals for Ukraine.

This paper is devoted to methods for specification of region. We provide examples for the Košice region that is described by the accessible characteristics. Our main objective is to consider broadening of these characteristics for more endogenous factors such as altruism or social capital. We would like to examine these endogenous characteristics within the model of Public Private Partnership also called Common Public Procurement. Furthermore, we analyze the pure and impure altruism in the context of the application of Public Private Partnership. This short study results in the conceptual diagram that shows how the social capital works in general, the description of the diagram gives further important details and allows understanding of the evolved concept.
