<p class="1"><span lang="EN-GB">Anaerobic digestion represents one form of renewable energy technology but has many wider benefits. This paper reviews the processes involved in anaerobic digestion, the type of systems in place and the use of digestate to improve soil quality. A case is made for the technology in the UK in the context of soil conservation and sustainable agricultural production. Its broader contribution to sustainable development in the United Kingdom is also considered. Low levels of awareness of the benefits of anaerobic digestion, poor access to funds, inadequate incentives, an unfavourable legislative and policy framework for the technology, limited application of digestate for agricultural purposes and the need for further research on digestate use are identified as key factors hindering uptake of the technology. Anaerobic digestion is presented as a technology that can support soil conservation and sustainable agricultural development while also generating both energy and income, enhancing waste and nutrient recycling and promoting environmental protection.</span></p>

Abstract In response to soil and environmental problems in the Citarum river of West Java, the upper Citarum watershed has focused on government policy intervention. The policy framework primarily focuses on encouraging soil conservation practices and promoting an environmentally friendly farming system. However, most empirical research on this subject failed to acknowledge that the conservation practices varied with the stage of rural transformation. This paper aims to assess rural transformation in the upper Citarum watershed and its relation to soil conservation practices. We use Indogreen Farm Household Survey (IFHS) data collected in 2019 from Bandung and West Bandung districts, covering six sub-watersheds, 22 villages, and 500 farm households. The sub-watersheds are divided into two groups based on the degree of rural transformation. Descriptive analysis using graphs and charts presented the data. The results show that the more dominant non-agriculture job characterizes household employment and income structure in the faster regions. Furthermore, farmers in these regions mostly choose higher-value commodities compared to the slower area. Finally, soil conservation practice is more intensive in the faster region in response to more intensive land utilization. The research implies that agricultural development programs, in particular extension services, should put this issue in perspective.

Abstract Background The Tobacco Industry Interference (TII) Index evaluates the implementation of FCTC Article 5.3. The first edition of the Global TII Index was published in 2019, included 33 countries, and covered the years 2017-2018. A second edition, covering 2018-2019, is scheduled to be published in October 2020. This paper reports on findings of the Index for the UK, the changes observed between 2017 and 2020, and the resulting policy recommendations. Methods The UK Index was based on a questionnaire covering different forms of tobacco industry interference. Lower scores indicate better compliance with Article 5.3. In order to complete the questionnaire, an expert consultation was conducted with UK's leading tobacco control specialists. This was supplemented by a scoping review of academic literature, media websites, government websites, and the Tobacco Tactics resource. Results In the 2019 Index the UK has achieved the lowest score among 33 countries surveyed. Strengths of the UK system included the exclusion of TI from government bodies that set public health policy and from FCTC COP delegations; the obligation of the government to publish information on all meetings with TI; and guidelines stipulating that its diplomats must not engage on behalf of TI. Nevertheless, weaknesses were also identified; including only partial implementation of the above obligations, the absence of an effective lobbying register, and the ongoing involvement of parliamentary consultative bodies, individual politicians and political parties with TI and affiliated organisations. Discussion The change of government in the UK in 2019, the shifting policy framework resulting from Brexit, and the increasing use by the tobacco industry of third parties to access policymakers, bring new challenges to the maintenance of robust Article 5.3 compliance. The presentation will analyse how this has affected the change in the UK's performance between the 2019 and the 2020 Tobacco Industry Interference Index. Key messages The need to strengthen transparency regulations for policymakers. A need for continued monitoring against an agreed framework in the light of very fluid political developments.

Purpose – The purpose of this paper is to present the findings from two recent reviews on food aid use in the UK and discuss their implications and the challenges they posed for researchers, policy makers and the voluntary and community sector. Design/methodology/approach – The paper draws on two research reviews conducted in 2013 and 2014. Findings – Whilst it is possible to draw important insights into key drivers of food aid use, how food aid is draw on by recipients and some of the perceived outcomes of the provision from the research that is available, ultimately the reviews highlight the emergent and largely unsystematic nature of the UK evidence base. The lack of agreed definitions and measures of food insecurity/food poverty further limits the knowledge base. Even where such evidence may be forthcoming, in terms of implementing effective solutions to the need for food aid, UK researchers, policy makers, NGOs and others face considerable challenges in terms of identifying responsibilities for addressing the causes of this need, which the most effective scale for response may be (local or national) and finally, overcoming a highly complex and not necessarily co-ordinated policy framework. Originality/value – The paper provides a critical overview of the state of knowledge on food aid in the UK.

AbstractThis article considers the regulatory regime for carbon capture and storage projects ("CCS projects") in the United Kingdom (UK). At present the lack of a stable, long-term regulatory and incentive policy framework for CCS projects acts as a barrier to investment. This is compounded by the cumbersome and fragmented approval process. This article explores the current regime and approval process, which requires developers to seek approval for seabed access, electricity generation, marine works and pipelines, coast protection works and onshore works. The article also explores the UK Government's proposed changes to the regulatory regime. The article considers the key elements of the proposed CCS regime contained in the Marine Bill White Paper, released in March 2007. The UK Department of Business, Enterprise and Regulatory Reform ("DBERR") has indicated that a new tailored CCS legislative regime will complement the existing regime. The White Paper includes options for modification of the existing legislation to make it better suited to CCS regulation, or alternatively CCS regulation via secondary legislation. The article concludes that UK Government's proposals for a new regime do complement the existing approval regime: however, there is still significant scope to amend existing legislation to further reduce the regulatory burden on CCS developers.

Her göçmen grubu, gerek ev sahibi ülkedeki düzenleyici çerçeve ve sosyo-ekonomik koşullar, gerek göçmen topluluğunun sosyo-kültürel değerleri tarafından belirlenen biçimde, farklı göçmen dövizi transfer biçimlerine eğilim sergilemektedir. Dolayısıyla farklı ülkelerdeki aynı kökenden göçmen toplulukları, ev sahibi ülkedeki dinamikler nedeniyle göçmen dövizlerinin formel ya da enformel (düzenli ya da düzensiz) gönderiminde farklılaşabilirken, aynı ülkedeki farklı ülke kökenli göçmen grupları da pek çok örüntünün etkisiyle farklı eğilim gösterebilmektedir. Nitel araştırma tasarımı kapsamında 27 göçmen ve 7 anahtar statüdeki katılımcıyla gerçekleştirilen yüz yüze görüşmelere dayalı olan bu çalışma, Birleşik Krallık’tan Türkiye’ye göçmen dövizi gönderimindeki düzensizlik olgusunu, her iki ülkenin sosyal, ekonomik ve kültürel dinamikleriyle ilişkilendirerek incelemeyi ve nedenlerini ortaya çıkarmayı amaç edinmektedir. Each group of migrants prefers different types of remittance sending methods, as determined by the regulatory framework and socio-economic conditions in the host country and the socio-cultural values of the migrant community. Therefore, migrant communities of the same origin in different countries may differ in using formal or informal sending methods of remittances due to the dynamics in the host country. Similarly, migrant groups of different nationalities in the same country may show different tendencies due to the influence of many patterns. This study aims to examine the phenomenon of irregularities in sending remittances by associating with the social, economic and cultural dynamics of both countries. For this purpose, face-to-face in-depth interviews were conducted with 27 immigrants and 7 key status participants by using qualitative research method. The obtained results reveal that the regulatory framework relating to social assistance and labour market in the UK, immigration status, the frequency and the amount of money sent and confidence in traditional relationship networks is the main determinants of informal money transfers to Turkey.


Until 2019, TBE was considered only to be an imported disease to the United Kingdom. In that year, evidence became available that the TBEV is likely circulating in the country1,2 and a first “probable case” of TBE originating in the UK was reported.3 In addition to TBEV, louping ill virus (LIV), a member of the TBEV-serocomplex, is also endemic in parts of the UK. Reports of clinical disease caused by LIV in livestock are mainly from Scotland, parts of North and South West England and Wales.4

Comparing the virus responses in Germany, the United Kingdom, and the United States shows that in order for scientific expertise to result in effective policy, rational political leadership is required. Each of these three countries is known for advanced biomedical research, yet their experiences in the COVID-19 pandemic diverged widely. Germany’s political leadership carefully followed scientific advice and organized public–private partnerships to scale up testing, resulting in relatively low infection levels. The UK and US political responses were far more erratic and less informed by scientific advice—and proved much less effective.

The aim of this paper is to analyse the risk transfer issue in Public Private Partnership/Private Finance Initiative (PPP/PFI) procurement documents in the United Kingdom (UK) and Malaysia. It utilises qualitative research methods using documentation and interviews for data collection. The UK documents (guidelines and contracts) identify the risks related to this form of public procurement of services and makeexplicittheappropriateallocation of those risks between the public and the private sector PPP/PFI partners and so the types of risks each party should bear. However, in Malaysia, such allocation of risks was not mentioned in PPP/PFI guidelines. Hence, a question arises regarding whether risk transfer exists in Malaysian PPP/PFI projects, whether in contracts or by other means. This research question is the rationale for the comparative analysis ofdocumentsand practicesrelatingtorisk transfer in the PPP/PFI procurements in both countries. The results clarify risk-related issues that arise in implementing PPP/PFI procurement in Malaysia, in particular how risk is conceptualised, recognised and allocated (whether explicitly or implicitly), whether or not that allocation is intended to achieve optimum risk transfer, and so the implications forachievement ofvalue for moneyor other such objectivesinPPP/PFI.

Objective: Evaluation of the UK NEQAS 2008 guidelines for the interpretation of spectrophotometric xanthochromia. Method: A search of the laboratory database for all the xanthochromia test results between May 1st 2008 and May 1st 2009 was performed. Medical charts were reviewed for patients of Hôpital de l’Enfant-Jésus (HEJ) that had at least one detectable pigment (bilirubin, oxyhemoglobin, or methemoglobin). Xanthochromia results obtained with 4 different criteria (Chalmers original, Modified Chalmers, Duiser and UK NEQAS 2008) were compared. Results: We reviewed 41 medical charts (2 patients with duplicate lumbar punctures (LP) for a total of 43 LP). For these 41 patients there were 11 positive xanthochromia results, 5 of which were in concordance with a final diagnosis of subarachnoid hemorrhage (SAH). The diagnosis of the 6 other positive xanthochromia results were as follow: meningeal spread of a lymphoma, cerebral amyloid angiopathy, exertional headache, viral encephalitis with a possibility of petechiaes on the cerebral CT and second LP. Interpretation (negative/positive) of 40/43 LP was identical for the 4 methods. 2 LP were positive with Duiser and UK NEQAS 2008 but negative with Chalmers approaches (final diagnosis: SAH and cerebral amyloid angiopathy). 1 LP was positive only by the Duiser method (viral encephalitis). Conclusions: UK NEQAS 2008 guidelines identified all SAH but are sensitive to traumatic and pathologic meningeal lesions. Except for a case of viral encephalitis with a suspicion of cerebral petechiaes on CT, UK NEQAS 2008 gave xanthochromia results similar to the one in use at HEJ (Duiser). Chalmers original and Modified Chalmers methods missed one of the five SAH.

This study was part of broader PhD research which investigated how access to, and use of, information enhances adaptation to climate change and variability in the agricultural sector in semi-arid Central Tanzania. The research was carried out in two villages using Rogers’ Diffusion of Innovations theory and model to assess the dissemination of this information and its use by farmers in their adaptation of their farming practices to climate change and variability. This predominantly qualitative study employed a post-positivist paradigm. Some elements of a quantitative approach were also deployed in the data collection and analysis. The principal data collection methods were interviews and focus group discussions. The study population comprised farmers, agricultural extension officers and the Climate Change Adaptation in Africa project manager. Qualitative data were subjected to content analysis whereas quantitative data were analysed to generate mostly descriptive statistics using SPSS.  Key findings of the study show that farmers perceive a problem in the dissemination and use of climate information for agricultural development. They found access to agricultural inputs to be expensive, unreliable and untimely. To mitigate the adverse effects of climate change and variability on farming effectively, the study recommends the repackaging of current and accurate information on climate change and variability, farmer education and training, and collaboration between researchers, meteorology experts, and extension officers and farmers. Moreover, a clear policy framework for disseminating information related to climate change and variability is required.
