The quality movement in Public Administration is a part of reform and modernisation efforts aimed at replacing the bureaucratic model by a more citizen-oriented paradigm. Governments are considered organisations that are capable enough to quickly adopt new technologies to engage and serve constituents. While eGovernment embraces the use of information and communication technologies in public administration (combined with organisational change) to improve public services, e-governance on the other hand focuses on the idea of creating a government that is closer to the citizens it serves and more open to their participation at several levels. Research is needed on how the dynamic, competitive web culture affects citizen (and other user) demands for electronic service quality in the process of achieving customer satisfaction. The main theoretical argument behind this paper is that governments in the process of establishing quality management system in public administration should focus on working towards                             e-governance, which is citizen centric so as to create right organisational environment to achieve the effectiveness, efficiency and equity.

Air cargo transportation in international trade stands out with its speed, reliability, safety, interaction with other transportation types, intensive use of information technologies, and global standards. During the Covid-19 pandemic, various negativities have emerged in air cargo transportation, as in many sectors. In this study, the difficulties caused by the Covid-19 pandemic in air cargo transportation business processes are evaluated within the scope of the ISO9001 Quality Management System standard so that they do not adversely affect the service quality. In this context, a case study was conducted on the implementation of the ISO 9001 Quality Management System standard in dealing with the difficulties arising from the pandemic in the cargo operations of an air transportation company. As a result of the implementation, the cargo ecosystem has been expanded, the carrying capacity has been increased, and the storage and cargo transportation efficiency has been increased by making use of information and communication technologies. Thus, it was easier to overcome the difficulties arising from the pandemic in the business processes of the company, and it was seen that sustainability in line with commercial expectations was ensured by rising to fifth place in world air cargo transportation in 2020.

<p>O objetivo deste artigo é contribuir ao debate acerca da gestão do Poder Judiciário tendo como referência o princípio constitucional da eficiência na administração pública e os princípios da gestão da qualidade. Sob esse enfoque são abordados os temas da crise na administração pública e na administração judiciária. Através de uma revisão bibliográfica em livros e artigos levantou-se as contribuições de autores sobre o tema em análise. Uma correlação entre os princípios da qualidade e a realidade encontrada na administração de unidades judiciárias, através das fontes analisadas para o estudo, é realizada com o fim de demonstrar a validade da aplicação dos princípios para nortear as mudanças necessárias para a melhoria da prestação jurisdicional e a aumentar a satisfação da sociedade. O artigo apresenta a aplicabilidade de um sistema de gestão da qualidade, conforme o modelo da norma ABNT NBR ISO 9001:2015, como uma alternativa eficaz para que o Poder Judiciário apresente a resposta mais adequada para a necessidade de melhoria na eficiência da gestão do Poder Judiciário.</p><p> </p><p>The purpose of this article is to contribute to the debate about the management of the Judiciary having as point of reference the constitutional principle of efficiency in the Public Administration and the principles of quality management. This approach addresses the issues of crisis in the public administration and judicial administration. Through a bibliographical review in books and articles the contributions of authors on the subject under analysis were compiled. A correlation between the principles of quality and the reality found in the management of judicial units, through the sources analyzed for the study, is established in order to demonstrate the validity of the application of the principles to guide the changes necessary to improve the jurisdictional performance and to increase the satisfaction of society. The article presents the applicability of a quality management system, according to the model of ABNT NBR ISO 9001: 2015, as an effective alternative for the Judiciary to provide the most appropriate response to the need of improving the efficiency of the Judiciary management.</p><p> </p>

This article addresses the impact of the digital era and it specifically refers to information and communication technologies (ICT) in Public Administration. It is based on the international approach and underscores the importance of incorporating new technologies established by the United Nations and the Organization of American States. Thereon, it highlights the Argentine Republic national approach towards ICT, and how it has moved towards a digital paradigm. It then emphasizes on the challenges and opportunities that emerge from the impact that artificial intelligence has in transforming Public Administration. Finally, it concludes that the key challenge of the Fourth Industrial Revolution is to achieve a boost towards a Digital and Intelligent Administration and government, which promotes the effectiveness of rights and an inclusive technological development that assures the digital dignity of people.

According to the international requirements of ISO 9001:2015, the conducting of the audit of the quality control system is a key prerequisite for checking the compliance of the system with the international standards requirements and the requirements of the organization's quality management system that applies them. The results of conducted internal audits contain information related to irregularities (noncompliance with the required norms), and recommendations for improvement, all of it aimed towards improving the existing business practices. Simultaneously, the analysis of the position of the Republic of Croatia on international competitiveness charts shows a significant lag in relation to the countries of Central and Eastern Europe. The analysis of the comparison of the Republic of Croatia with other countries based on the analysis of international competitiveness shows lagging in all segments of competitiveness. Consequently, in line with the recommendations of the European Commission as part of the convergence program of national reforms in the Republic of Croatia, the weakness of the system is also reflected in the (non) efficiency of the public sector that needs to be improved. The work of local and regional self-government units (hereinafter referred to as management) in the Republic of Croatia is supervised by State administration bodies, institutions responsible for conducting business of legal and/or natural persons, assemblies in towns and counties, and within municipalities the municipal council as well as internal audit units and internal auditors if the management has implemented a quality management system according to one of the international standards. The question arises about the possibility of using audits as a form of quality management control as a strategic tool for improving the work of the administration, or more precisely the increasing of the efficiency of the system and raising the level of competitiveness. This paper gives a brief overview of the efficiency of the Croatian public administration presented through international competitiveness charts, an overview of the forms of work management oversight, with special emphasis on monitoring specificities according to the international standard ISO 9001:2015 and the Quality Control and Auditing Guidelines standard methodology and the ISO / IEC 19011: 2012. Professional and scientific literature regarding the experiences and the role of internal auditing in public administration has been consulted. The concluding remarks analyze the possibilities of using internal audits as the basis for improving the quality of the management system.

<p class="Standard"><em>The objective of this paper is to delve into the question of whether and how the Information and Communication Technologies (ICTs) </em><em>are channels through which many forms of power are being exercised.</em><em> The analysis will be based on the findings drawn from interviews with persons having been appointed in powerful positions in the Greek public administration and under this role have contributed to the ICTs usage as well as, secondary written sources on public administration. The main elements of this analysis include an examination of a. the nature of power, b. the subjects in positions of power within public administration as are defined within the framework of this paper, c. the ideologies of modernisation and globalisation as vehicles to the changes incurred regarding the ICTs, and finally d. the transmission of the aforementioned to wider society. </em></p>

Purpose: On the example of a regional self-government unit, the paper aims to provide additional evidence to support the notion that the application of a quality management system (QMS) in public administration produces positive change in organizational culture, improves business processes as well as the quality and delivery of services, etc., and, as such, is a necessary precondition for modernization and improvement of its efficiency. Methodology: International scientific and professional research shows that the application of quality management systems in public administration is a prerequisite for modernization and improvement of overall system efficiency. The paper gives an overview of the QMS implementation in public administration in the Republic of Croatia and presents the effects of the application of the international standard ISO 9001 in Osijek-Baranya County. Results: The results indicate that the application of QMS in Osijek-Baranya County has had significant effects on the operation of public administration. The most significant among them are financial savings, increased transparency, acceleration of business processes, etc. Conclusion: The application of a quality management system in public administration has produced positive effects especially in terms of improving (streamlining and speeding up the processes as well as increasing transparency of work thus providing an avenue towards modernizing and improving the overall efficiency of public administration.

ABSTRACTInfrastructures development in Indonesia is experiencing a high increase. However, many construction failures were due to construction that was not following the predetermined quality. Data obtained from the Investigation of the PNK Technical Team in 2013 contained 5 cases of construction project failure handled by the authorities with a total loss of more than 5 billion to the state. The reality shows that many construction service businesses have names but do not have the supporting facilities. Therefore, data collection aims to analyze the application of the ISO 9001: 2015 application quality management system and its application constraints. Processing data use descriptive statistical analysis and using SPSS version 25 software. The data testing techniques used include validity, reliability, and descriptive hypothesis. The data was collected using a questionnaire method for construction employees in the Design Project for the Tanjung Barat Station Flats. This analysis indicates that the application of the ISO 9001: 2015 quality management system by taking into account all the points from clause 4 to clause 10 is 85.19% and is in the excellent category (80-100%). Factors that become obstacles in implementing ISO 9001: 2015 are due to the lack of socialization regarding the application of ISO 9001, documented information, and communication between project teams.Keywords : ISO 9001; ISO 9001:2015; Quality Management System.ABSTRAKPerkembangan infrastruktur di Indonesia sedang mengalami peningkatan yang tinggi. Tetapi, banyak ditemui kegagalan konstruksi yang disebabkan oleh pelaksanaan konstruksi yang tidak sesuai dengan kualitas yang sudah ditetapkan. Data yang diperoleh dari Investigasi Tim Teknis PNK pada tahun 2013 menunjukkan 5 kasus kegagalan proyek konstruksi yang ditangani pihak berwajib dengan nilai kerugian negara mencapai lebih dari 5 milyar. Kenyataan menunjukkan banyak usaha jasa konstruksi yang memiliki nama tetapi tidak memiliki fasilitas yang mendukung. Oleh karena itu, dilakukan pengambilan data yang bertujuan untuk menganalisis penerapan sistem manajemen mutu ISO 9001:2015 dan faktor kendala dalam penerapannya. Pengolahan data menggunakan uji hipotesis deskriptif dan menggunakan bantuan software SPSS versi 25. Teknik pengujian data yang digunakan meliputi uji validitas, uji reliabilitas dan hipotesis deskriptif. Pengumpulan data dilakukan menggunakan metode kuesioner terhadap karyawan konstruksi yang terlibat dalam Proyek Rancang Bangun Rumah Susun Stasiun Tanjung Barat. Hasil analisis ini menunjukkan bahwa penerapan sistem manajemen mutu ISO 9001:2015 dengan memperhatikan seluruh butir dari klausul 4 sampai klausul 10 adalah sebesar 85,19% dan masuk kategori sangat baik (80-100%). Faktor yang menjadi kendala dalam penerapan ISO 9001:2015 adalah akibat kurangnya sosialisasi mengenai penerapan ISO 9001, informasi terdokumentasi, dan komunikasi antar tim proyek.Kata kunci : ISO 9001; ISO 9001:2015; Sistem Manajemen Mutu.

Ambulatory assessment of emotional states as well as psychophysiological, cognitive and behavioral reactions constitutes an approach, which is increasingly being used in psychological research. Due to new developments in the field of information and communication technologies and an improved application of mobile physiological sensors, various new systems have been introduced. Methods of experience sampling allow to assess dynamic changes of subjective evaluations in real time and new sensor technologies permit a measurement of physiological responses. In addition, new technologies facilitate the interactive assessment of subjective, physiological, and behavioral data in real-time. Here, we describe these recent developments from the perspective of engineering science and discuss potential applications in the field of neuropsychology.

Recently, the evolvement of globalization era has been the global challenges that cannot be avoided either by private or government sectors, and they are requested to be survived encountering such the condition. The implementation of Quality Management System (QMS) in the operational company is the way how to guarantee the quality of products or services offered to the people. One of the purposes of QMS implementation is to provide a prime satisfaction to the customers. The impact of QMS implementation is expected to increase job performance of the employees. Besides the implementation of Quality Management System (QMS), the impact of global challenges has been increasing the competitive efforts to execute more effective production process. However, it has required manpower protection accordingly. This research aims to find out whether the implementation of quality management system and safety and healthy at work management system have impacted on the job performance of employees. Objects of this research are the employees in the production department at PT Guna Senaputra Sejahtera Plant 1 Bogor. Data analysis technique of this research has applied software Smart PLS (Partial Least Square). PLS has estimated a model of correlation among the latent variables and correlation between latent variables and its indicators. Result of data processing has indicated that the implementation of Quality Management System (QMS) and system of safety and healthy at work have positively and significantly impacted job performance of employees.Keywords : Quality Management System (QMS), Safety and Healthy at Work System ( SHWS / SMK3), and Job Performance of Employees
