On December 14, 2012, member states of the International Telecommunication Union (ITU) approved the Final Acts of the World Conference on International Telecommunications. The ITU is the specialized agency of the United Nations fostering cooperation on information and communication technologies, and, through world conferences, it periodically revises the International Telecommunication Regulations (ITRs), a treaty the ITU adopted in 1988 However, in December 2012, the Final Acts, the manner in which they were approved, and the World Conference proved controversial, and these controversies will adversely affect the impact of the Final Acts and the revised ITRs on international telecommunications law.

Information and communication technologies (ICTs) are transforming health services throughout the world. Health information and technologies (HITs) involve application of information processing using computer for storage, retrieval, sharing and use of information and knowledge for communication by a pharmacist. Similarly electronic prescription (EP) services have made the dispensing and reimbursement processes more efficient. Maintenance of patient record become easy by using ICTs. Barcode identification of medicines can be used to reduce medicine administration errors and to improve the medication history of patients. Telecare using digital communications technology provides healthcare consultations and other health care services to rural, old & handicap patients easily and improves their access to healthcare by reducing their hospital attendance. In developing countries like India, it is quite a challenging task to provide access to information and communication technologies. As the geographical diversity is also a challenging for implementation of ICTs at everywhere. Information and technologies are giving a way to access the data all over the globe. ICTs have brought transformation in education in all over the world. Information and technologies are removing barriers from learning education. ICT applications are becoming indispensable tools for traditional and vocational education. In the field of pharmaceutical sciences, ICTs can further enhance the quality of education. As lots of modifications and newer drugs are coming in the market, it is quite a challenging task to a pharmacist to update knowledge to serve the society in an efficient way. ICT can be utilized in health care to improve quality of patient centric services.

Information and Communication Technologies (ICTs) are powerful tools in an extremely unstable and turbulent world, being a vital weapon in an era of electronic communication, full of unpredictability and entropy. Portugal is Europe's leader in consumption of fish and ranks third in the world. It is with this historical, economic and food galaxy interpretation of the world that we have decided to study the fish consumption supply chain in Portugal, distributing and analyzing 2 different surveys on purchase and consumption behaviors. 1393 respondents participated in surveys, one survey being for the general of the population and another one specifically for generations Y and Z. Being ICTs so vital to young people and being generation Y and Z the future in consumption, we have focused our study on how to build a support for the coming generations. To do that we have design communication strategies for fishing sector, including point-of-sale communication, underlining the issue of shopping experience, which in the case of young consumers is, very closely linked to ICT, based on creating sustained value for society underpinned by a relation of cooperation and proximity. Following Toffler's permanent adaptation survival rule, it is vital to the food supply chain (in our case, fish) to rapidly understand that the future of consumption is in the hands of the "Z/Post-Millennials" generation, meaning that product, place, price and promotion have been replaced by Ettenson's Solutions, Access, Value and Education.


This publication studies the impact of information and communication technologies on the global economy; using the main Indices (Network Readiness Index, Global Innovation Index, E-Government Development Index, E-Participation Index and ICT Development Index) the authors analyzed at a on information society development. Information and communication technologies are an integral part of the global economy; the decisive factor of the country's economic development is the level of ICT use in various areas of public life. The fact of the transition from the “old industrial order” to the “new economy”, which affects the processes of production, processing and transmission of information, transforming the economy, politics and culture in the modern world, becomes obvious. The rapid development and spread of new ICT technologies acquire the nature of the global information revolution. This leads to an irreversible transformation into a new post-industrial type of society. The main idea of this research is relevant within the scientific and practical terms. The subject of the research is the informatization of global economic development. The purpose of the research is to study informatization processes and to analyze ICT as a resource of the modern development of the world economy. The object of the study is the dynamics of the informatization process development and the detailed analysis of the impact of ICT on the world economy. The scientific methods are a system analysis, a factor analysis and a graphical method. The study reveals new components of the world economy and countries’ positions on the global market. The authors conclude that due to the development of ICT, almost all areas of the economy, which have an impact on the development of states and people's welfare, are getting intensified.

The impact of economic globalization on regional development is a frequent topic of professional and public debate. Globalization has become a phenomenon that has a tremendous impact and knows no boundaries. Through its influence, it transformed the whole society and connected all the cultures of the world. It has provoked innumerable qualitative changes that have affected the world economy, world trade, transport, ecology and other important areas. Globalization can also be called a driving force for economic change through which it has accelerated areas such as information and communication technologies, innovation, new forms of competitiveness and other areas that have been able to support the mobility of global capital of the whole population. Globalization is a phenomenon that has legitimately included in humanity’s most advanced history. With its coming, the whole world has gradually realized that our planet is becoming smaller and smaller. The main aim of our article is to identify and analyze indicators of the green city in the capital of Slovakia, Bratislava. Based on available data and critically evaluate the results of the analysis and formulate recommendations for self-government. Regional development and improving the living conditions of the population are, in this period of time, very important topics. Attention is focused on the development of society and economic life, which is unevenly distributed and it is calling for the need of coordinating tools

The article deals with the study of various aspects of the impact of digitalization on the level and quality of life, manifested in the situation of the COVID-19 pandemic. Information and communication technologies have consolidated their status as the infrastructure that supports socioeconomic interaction in crisis periods. For many Russians, the high spread of ICT in the country has become a significant factor in maintaining the previous standard of living in conditions when it is rapidly falling under the pressure of general isolation. The author reveals that certain forms of digitalization of medicine also cause an ambiguous reaction of society. The impact of ICTs on quality of life in the context of a pandemic has been analyzed based on the data from the World Health Organization. The high importance of trust between society and the state in the fight against COVID-19 has been emphasized, digital monitoring of citizens, in particular. International experience has been systematized: positive and negative examples of such tracking systems in Russia and the world, in general, have been considered. Two management attitudes underlying the social technologies of digital monitoring are identified. The first is based on preventing the spread of the disease by informing and predetermines making decisions by the user. The second is based on self-control of the patient: the citizen must prove compliance with the established rules, violation of which is punishable. It is proved that the application «Social monitoring» used by the authorities of Moscow belongs to the second category. The digital tools, which are already available to the authorities and, when finalized, could be a full-fledged alternative to this application (which received a negative assessment of the city's residents) are mentioned. The impact of COVID-19 on the quality of employment has been manifested not only in a significant increase in remote employment, which contributes to the development of digitalization but also to the growth of risks of unstable employment. The economic situation has deteriorated sharply, but some of the measures taken by the authorities have had the effect of keeping the majority of Russians the same standard of living. ICTs have also played a role in this - the widespread use has allowed most employers to cope with the task of working remotely. However, it is more difficult to guarantee compliance with labour rights remotely, including the balance of working and personal time. In addition, in the conditions of self-isolation, the problems of technostress, and various socio-psychological problems caused by the use of ICT have sharply worsened.

Сфера информационно-коммуникационных технологий (ИКТ) на сегодняшний день является одной из наиболее динамично развивающихся сфер в мире. Страны с сильнейшими экономиками мира вкладывают большое количество ресурсов в цифровизацию и интеграцию достижений отрасли высоких технологий в экономику. В рамках данного исследования предпринята попытка оценить влияние развитости сферы информационных технологий на показатели социально-экономического развития в группе развитых и развивающихся стран. ИКТ могут ускорить достижение Целей Организации Объединенных Наций (ООН) в области устойчивого развития, которые на сегодняшний день являются центральными задачами многих стран мира. Этим и объясняется актуальность выявления и исследования факторов, оказывающих влияние на развитие сектора ИКТ и использование сферы высоких технологий в достижении социально-экономических Целей ООН в области устойчивого развития. Для оценки влияния развитости ИКТ на социально-экономические показатели стран выбран метод регрессионного анализа. В качестве центральной переменной, измеряющей уровень развитости сферы ИКТ по странам, выбран показатель развития ИКТ (ICT Development Index). Полученные результаты демонстрируют положительное влияние развитости сферы информационно-коммуникационных технологий на социально-экономи­ческие показатели стран, в то же время в группе развивающихся стран влияние достаточно слабое. Результаты данного исследования могут быть использованы для формирования стратегии развития сектора ИКТ для стран с разным уровнем социокультурного и экономического развития. The field of information and communication technologies (ICT) is today one of the most dynamically developing areas in the world. The countries with the strongest economies in the world are investing a large amount of resources in digitalization and the integration of the achievements of the high-tech industry into the economy. Within the framework of this study, an attempt was made to assess the impact of the development of the information technology sphere on the indicators of socio-economic development in the group of developed and developing countries. Information and communication technologies can accelerate the achievement of the United Nations Sustainable Development Goals, which are now central to many countries around the world. This explains the relevance of identifying and studying the factors influencing the development of the ICT sector and the use of high technologies in achieving the socio-economic UN Sustainable Development Goals. To assess the impact of the development of information and communication technologies on the socio-economic indicators of countries, the method of regression analysis was chosen. The ICT Development Index is chosen as the central variable that measures the level of development of the information and communication technologies sector by country. The results obtained demonstrate the positive influence of the development of the sphere of information and communication technologies on the socio-economic indicators of countries, at the same time in the group of developing countries the influence is rather weak. The results of this study can be used to formulate a strategy for the development of the ICT sector for countries with different levels of sociocultural and economic development.

The article examines the current state and position in the ratings of the countries of Information and Communication Technologies (ICT) of Ukraine and the world. To analyse the situation in the ICT industry in Ukraine, statistical data from reports of the International Telecommunication Union (ITU), Statista, Kyiv International Institute of Sociology (KIIS) for the period from 2005 to 2020 were used. The ICT Development Index (IDI), developed by ITU specialists, provides an assessment of the information and communication technologies development level in individual countries and allows comparing situation in different countries. The place occupied by Ukraine in the ranking of countries according to the IDI is a key benchmark of the strategy for the development of the information society in Ukraine. Further growth of the ICT sector is observed in the modernization of its infrastructure, increasing and spreading computer literacy of the population, ensuring its interest in the demand for industry services and increasing entrepreneurial activity. The development and widespread use of ICT is determined by the global trend of world development and is of decisive importance for increasing the economy competitiveness, expanding the possibilities of its integration into the world economic system, increasing the efficiency of public administration and local self-government. There are currently no alternatives to the development of the information society. In recent years, ICT has become an effective tool in economic relations arising in the process of production, distribution, exchange and consumption of goods between economic entities. The widespread introduction of information technology into the economic activity of society provokes the deepest infrastructural changes on the scale of the entire global economic space. Today, most countries strive to form an information society today, and the most priority areas of development are the creation of e-government, the introduction of information technologies in education, culture and healthcare.

Information and telecommunication services are currently a full-fledged resource for social development compared to traditional resources. The growth of the level of scientific and technological progress has led to the incredibly fast development paces in the sphere of information and communication technologies, which has a significant impact on the development of the economy. On the basis of a thorough analysis of the sectors of information and communication technologies and components of the ICT development index, the article substantiates the need for accelerated digitization of the majority of enterprises of different spheres of economic activity with the aim of qualitative development of Ukrainian economy in order to increase its competitiveness in the world. This is explained by the fact that information and technology represent the main economic resource in the period of formation of information society and digital economy, and enterprises of the sphere of communication and informatization are a catalyst for social and economic development of the country as a whole. Using a methodological toolkit of the theory of systematic and correlation-regression analysis, an economic-mathematical model of the development of the sphere of communication and informatization in the regions of the world and individual countries of the world is constructed. It is based on the existing pattern of leading development of the communications sector, but takes into account the degree of economy dependence on the ICT development, which in some regions and countries is 100%. This is due to the approaching mass availability of ICT services in some countries in these regions. On the basis of the constructed model, the forecasting of GDP PPP per capita was carried out, which showed faster rates of growth of the country’s economy with the growth of the development level of the sphere of communication and informatization and accessibility of telecommunication services. In turn, the availability of telecommunication services is influenced by the digital skills of society and the level of their prices, which has necessitated determining the dependence of GDP PPP per capita on prices for communication services of countries with varying degrees of socio-economic development. This makes it possible to identify reserves for improving the productivity of individuals while increasing the availability of telecommunications services.
