The most important measures stimulating the increase of efficiency and effectiveness of budget expenditures on road construction are the improvement of pricing mechanisms and increasing efficiency of the procedures of government purchases of goods, works and services. The paper includes the analysis of main problems that arise in the process of government purchases and construction pricing with the reference to budget expenditure on road construction. It includes the review and analysis of international experience and possible measures of increasing the efficiency and effectiveness of government purchases and (road) construction pricing in Russia.

The paper analyzes the impact of the “model budget” on the problems of intergovernmental relations in the Russian Federation: a high proportion of expenditure obligations of regional and local budgets and a high degree of interregional inequality in fiscal capacity and socio-economic development. It was concluded that the planned broader use of the “model budget” will not solve the problem of unfunded mandates and will lead first to a significant reduction in incentives for regional authorities to develop the territorial revenue base, and then to economic slowdown in the country. As an alternative approach to improving intergovernmental relations, options are being considered for adjusting the parameters of the equalization transfers distribution formula, the procedure for determining their total volume and calculating the budget expenditure index. In solving the problem of unfunded mandates, an equally important role is given to the procedure for preparing a financial and economic rationale for draft laws.

In-depth analysis of international and Russia’s experiences with implementing fiscal rules is presented. Theoretical and empirical evidences are suggested in favor of retaining the present fiscal rules with some modifications aimed at ensuring: a) a relatively stable level of federal budget expenditure with guaranteed full execution of all commitments; b) countercyclical fiscal policy, based on flexibleand proper reaction to revenue changes; and c) robustness of fiscal rules to internal and external shocks. The main new features suggested include modified calculation of the oil base price, different measurement of cyclical fiscal revenues, lower size of structural fiscal balance, and thorough specification of sources for each item of the balance. The modified rules envisage increased flexibility by relaxing to a pre-set extent and for a pre-set time spending limits in response to extreme shocks. The suggested version of fiscal rules has been tested by application to historical data for 2005-2015, and macro projections for 2015-2025.

The approach to the NBN has been fated from the beginning. This paper explores how the original design was more to do with constraining Telstra’s monopolistic ambitions than developing a sensible broadband policy for Australia. The result is a solution that is expensive, constrains competition, is blighted by Telstra’s infrastructure – including the widespread use of asbestos – with a one-size fits all approach that satisfies few. The ambition of ubiquity is also examined. How can it be ubiquitous if many people choose not to subscribe?With the optimistic air of change that has come from a new Prime Minister, this is the time to look at a realistic option that accepts the approach will include government on-budget expenditure, establishes a future proof approach and provides the opportunity for those who want it to pay a realistic amount towards getting connected. The analogy is, governments build roads, not driveways. So why should we assume anyone building a national telecommunications network should worry about connecting right up to the front door, especially for those who don’t want it.

Socioeconomic factors influencing consumer demand for nursery products and landscape projects were investigated using consumer survey data collected from North Carolina in 2008. Tobit models were estimated for censored dependent variables, budget expenditure shares on nursery products, and landscape spending. The most significant factors influencing the share of income spent on nursery products were age and household income. The elderly and baby boomers tend to spend less on bedding plants, perennials, and outdoor hardscapes than Generations X and Y. The income elasticities suggest that the amount spent on outdoor living projects is sensitive to changes in household income, whereas spending in vegetable plants and chemicals is less responsive to income.

This study aims to analyze for factors that cause delays in the absorption of the Bogor City Government's expenditure budget so that a strategy can be formulated to improve the performance of this budget absorption. Searching for variables forming the causal factors is done by direct observation and library data search. Exploratory Factor Analysis (EFA) is used to look for underlying factors extracted from the factors forming variables. The search for alternative strategies to improve performance of budget absorption was carried out using the Analytic Hierarchy Process (AHP). The EFA analysis found five main factors causing delays in the absorption of budget expenditure, namely factor in budget planning activities, factor in government regulation and bureaucracy, factor of work conditions, factor influencing financial activities and disbursement of the Government budget, and human resources of the state civil apparatus (ASN). AHP analysis shows that of the five leading sectors of the Regional Apparatus that play a role as key leaders in improving the performance of budget absorption is Sekretariat Daerah. The main obstacle in improving budget absorption is internal and external intervention. The main strategy to correct delays in spending is to improve quality of budget planning and procurement of service goods.

Background: Despite several interventions, India has made little progress in reducing hidden hunger, micronutrient malnutrition. Food fortification of staple foods could be useful in addressing the above problem. Nonetheless, it may lead to an increase in economic stress among people by increasing inflation and monthly budget expenditure. Objective: The prime objective was to see whether or not mandatory food fortification will lead to an increase in inflation and the family’s budget expenditure. Methods: The study was based on secondary data. Decomposition approach has been used—inflation was decomposed into contributions of each commodity and which was further divided into base, weight, and inflation effects. To estimate the impact of mandatory food fortification on the family’s budget expenditure, monthly per capita expenditure has been assessed by considering both the situations—with and without fortification. Results: Results suggest that mandatory food fortification has a very negligible effect on inflation, suggesting no rise in inflation due to mandatory food fortification in India. Also, the study suggests a minimal increase in monthly per capita expenditure in both rural and urban sectors of India. Conclusions: Though adopting mandatory food fortification in India will not have an impact on inflation, there would be 2 major challenges: high dependency on food items processed locally and unawareness of benefits of fortified food items. Therefore, the government can first start food fortification of staple food with safety nets programs like NFSA, focusing on the most vulnerable groups of the society, and then scale up at a large scale.

The aim of this article is to describe the relationship between the expenditure structure of Polish voivodships and their sustainable development. The research was conducted on the basis of the CSO data for the years 2013—2015 from the Local Data Bank. Index of matrix similarity was used to examine the similarity of voivodships budget structure. Computed index values allowed to group all pairs of voivodships using the algorithm of vector elimination. In certain clusters, location and variability of selected sustainable development indicators were analyzed. This allowed to check how similarity of the expenditure structure of voivodships had influenced their increased economic and social cohesion.
