The use of dogmatic-legal, empirical and linguistic semantics methodology is focused on sharing for better understanding of the law. Therefore, views on European jurisprudence have been presented in the paper. Without a doubt, the law-making nature of European Union law takes into account the field of environmental protection. Articles in law define the tasks that are important from the point of view of European legislation. The written nature of these determinants of the reasoning of the possibilities of environmental protection plays an important role in the interpretation of environmental law.

AbstractLaw enforcement is an interesting issue to be studied because it deals with the implementation of applicable laws and regulations, enforcement of environmental law is closely related to all aspects of human life because the environment is a buffer of life on this earth. The formulation of the research that the researcher formulated is how to regulate the law enforcing environmental law enforcement in mining sector in kuningan Regency and Implementation of environmental law enforcement in mining sector in kuningan regency. The purpose of this study is to find out the legislation regulating the enforcement of environmental law in the mining sector in Kuningan Regency and To know? Implementation of environmental law enforcement in mining sector in Kuningan regency. The research approach method is empirical juridical. The result of the research is the Regional Regulation of Kuningan Regency Number 7 Year 2014 on the Management and Protection of the Regional Environment and Implementation of environmental law enforcement in mining sector in Kuningan Regency through the making of regulation related to environment and mining, law enforcement through repressive and persuasive Increasing the role of the community in accordance with the mandate of the law. The conclusion of this research is that law enforcement in mining sector is done through persuasive and repressive approach.Keywords: Implemetation, Enforcement, Law, Environment, Mining. Abstrak Penegakan hukum merupakan isu yang menarik untuk diteliti karena berkaitan dengan implementasi peraturan perundang-undangan yang berlaku, penegakan hukum lingkungan sangat berkaitan dengan semua aspek kehidupan manusia karena lingkungan merupakan penyangga kehidupan mahluk hidup di bumi ini. Rumusan penelitian yang peneliti dirumuskan adalah Bagimana pengaturan perundang-undangan yang mengatur penegakan hukum lingkungan pada sektor pertambangan di Kabupaten Kuningan dan  Implementasi penegakan hukum lingkungan pada sektor pertambangan di Kabupaten Kuningan. Tujuan penelitian  ini adalah untuk mengetahui pengaturan perundang-undangan yang mengatur penegakan hukum lingkungan pada sektor pertambangan di Kabupaten Kuningan dan Untuk mengetahui ? Implementasi penegakan hukum lingkungan pada sektor pertambangan di Kabupaten Kuningan. Metode pendekatan  penelitian adalah yuridis empiris. Hasil penelitian yaitu adanya Peraturan Daerah Kabupaten Kuningan Nomor 7 Tahun 2014 tentang Pengelolaan dan Perlindungan Lingkungan Hidup Daerah dan Implementasi penegakan hukum lingkungan pada sektor pertambangan di Kabupaten Kuningan yaitu  melalui pembuatan peraturan perundangan yang berkaitan dengan lingkungan hidup dan pertambangan, penegakan hukum melalui represif dan persuasif serta peningkatan peran masyarakat sesuai dengan amanat peraturan perundangan. Kesimpulan penelitain ini adalah penegakan hukum pada sektor pertambangan dilakukan melalui pendekatan persuasif dan represif.Kata kunci : Implemetasi, Penegakan, Hukum, Lingkungan, Pertambangan.

AbstractThis article examines the role of the ITLOS established by the 1982 Law of the Sea Convention. It considers the extent to which principles of international environmental law are reflected in the 1982 Convention. It then reviews the relevant jurisprudence of the tribunal including the Southern Blue-fin Tuna case between Japan and Australia and New Zealand, the MOX case between Ireland and the UK, and the Land Reclamation case between Malaysia and Singapore to determine the extent that the ITLOS case-law has indeed contributed to the development of certain key principles of international environmental law, including Stockholm Principle 21/Rio Principle 2, the principle of preventative action, cooperation and precaution.

AbstractThis article takes stock of the contribution of the International Tribunal for the Law of the Sea (ITLOS) to the development of international environmental law. It examines in this regard the jurisdiction of the tribunal and provides an overview of its environmental jurisprudence. It then assesses the potential role of ITLOS in relation to some marine environmental challenges ahead. In particular, it considers the possibility of a request for an advisory opinion on climate change, the settlement of disputes regarding deep seabed mining, and the potential role of the tribunal under a new legal instrument on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction.

The environmental challenges within drylands to providing sustainable water, food, and energy for an increased population test the capacity of integrated science to represent, apply, and project our knowledge to future forecasts. Scientists in this discipline need to provide (i) quantitative understanding of natural resources (land and water), their characteristics, and their interactions within the soil-water-plant-atmosphere continuum; (ii) the valuation of primary resources and their use for food production; and (iii) knowledge for the building of a translational framework between the scientific and the policymaking communities to advise policymakers how to better manage these resources. The use/reuse of two potential water resources can play pivotal roles in improving water and food security in drylands; once potential challenges and gaps in physical water accounting and characterization are addressed, new water and green water can be a part of future water and food policymaking and bridge the ever increasing water–food demands in drylands.

Green water is defined as the water in soil that is potentially available to plants for uptake and subsequent transpiration. Despite the fact that crop biomass is directly related to transpiration and the global transpiration flow alone matches that of all the rivers in the world, green water has until recently been largely neglected in research on food security. That long neglect is redressed by a review of recent research on the role of green water in the production of agricultural commodities to meet current and future world food demand, including how the differences in water requirement between plant-based and animal-based commodities play out in respect to the food-water nexus. Informed by current literature, a case is made for optimizing green water management to achieve a global increase in food production from 20 to 40 percent without an expansion of either agricultural land use or the volume of water withdrawn for irrigation.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.
