This chapter examines Celso Cesare Moreno's role in a new Italian America as a kind of senior mediator between the American establishment and the immigrant “reality.” After suffering defeat in the Italian elections, Moreno returned to the United States to resume his lobbying activities in Congress and the White House. In the new America, he discovered that Italian emigration and newspapers have both grown numerically. This chapter shows how Moreno emerged as an influential spokesman and a combative defender for Italian Americans. The discussion focuses on Moreno's lobbying, beginning with his involvement in the U.S. presidential election of 1884, followed by his campaign against the padrone system which he had denounced in the 1870s. The chapter also considers Moreno's dispute with Baron Francesco Saverio Fava, Italy's first ambassador to Washington; his testimony in both the Senate and the House of Representatives regarding immigration; and his imprisonment for libel.

Abstract:While Africans are generally satisfied that a person of African descent was reelected to the White House following a campaign in which vicious and racist attacks were made against him, the U.S. Africa policy under President Barack Obama will continue to be guided by the strategic interests of the United States, which are not necessarily compatible with the popular aspirations for democracy, peace, and prosperity in Africa. Obama’s policy in the Great Lakes region provides an excellent illustration of this point. Since Rwanda and Uganda are Washington’s allies in the “war against terror” in Darfur and Somalia, respectively, the Obama administration has done little to stop Kigali and Kampala from destabilizing the Democratic Republic of the Congo (DRC) and looting its natural resources, either directly or through proxies. Rwanda and Uganda have even been included in an international oversight mechanism that is supposed to guide governance and security sector reforms in the DRC, but whose real objective is to facilitate Western access to the enormous natural wealth of the Congo and the Great Lakes region.

This essay looks at the hearing held by the Foreign Affairs Committee of the U.S. House of Representatives in April 1922 on the subject of a Jewish National Home in Palestine, as well as the broader congressional debate over the Balfour Declaration at that crucial time. The landmark hearing, which took place against the backdrop of growing unrest in Palestine and just prior to the League of Nations' formal approval of Britain's Mandate over Palestine, offers a glimpse into the cultural and political mindset underpinning U.S. support for the Zionist project at the time as well as the ways in which the political discourse in the United States has, or has not, changed since then. Despite the overwhelming support for the Zionist project in Congress, which unanimously endorsed Balfour in September 1922, the hearing examined all aspects of the issue and included a remarkably diverse array of viewpoints, including both anti-Zionist Jewish and Palestinian Arab voices.

The 2018 U.S. pivot in information and cyberspace degraded Russian operations in the 2018 election. Following pervasive Russian information power operations during the U.S. 2016 elections, the United States progressed from a policy of preparations and defense in information and cyberspace to a policy of forward engagement. U.S recognition of renewed great power competition coupled with Russia’s inability to compete diplomatically, militarily (conventionally), or economically, inspires Russia to continues to concentrate on information power operations. This great game in cyberspace was virtually uncontested by the U.S. prior to 2017. Widespread awareness of Russian aggression in 2016 served as a catalyst which highlighted the enormity of Russian campaigns and the crippling constraints on U.S. information power. This catalyst pivoted the U.S. from a passive policy of preparations and defense in information and cyberspace to a policy of forward engagement that successfully attenuated Russian efforts in 2018. By examining information power from theory development and Russian practice to recent reports and primary sources we find that the U.S. demonstrated the capability and willingness to defend forward successfully during the 2018 elections. Going forward, the U.S. must continue and expand efforts to contest cyberspace and counter disinformation to secure our democracy and the U.S. 2020 presidential election.

This study examines the impact of political system and culture on political advertising of the United States, Japan and Korea. The population of this study was defined as all political ads appearing in major daily newspapers during the 1963–1997 presidential election campaigns in the U.S. and Korea, and the House of Representatives' election campaigns in Japan. A total of 695 political newspaper ads were content-analyzed in this study. Results of the study showed that there were differences in types, valences and appeals of political advertising of the U.S., Japan and Korea. Also, discussions based on study results showed mixed and intertwined arguments against or for the expectations for this study.

This chapter explores the first sustained efforts to enact a federal ban on peyote in the United States. Missionaries and Indian Agents began pressing for a ban in the late nineteenth century, only to be thwarted by Native American peyotists and their allies in the Bureau of American Ethnology, who argued both that peyote worship should be protected by the First Amendment to the U.S. Constitution and that it was not deleterious to the health of individual peyotists. By 1917, however, state governments were beginning to pass local bans, with the first prohibitions passed in Colorado and Utah. In early 1918, the U.S. House of Representatives took up the cause, holding hearings on a proposed ban. The record of those hearings offers a fascinating glimpse into the ways that racial anxieties were articulated through anxieties over peyotism in the early twentieth century. The ban passed the House but failed in the Senate.

This chapter details how the first crisis for the Nixon administration came with the news that leftist Salvador Allende had captured a plurality of the vote in the September 1970 presidential election. It reviews the U.S. role in destabilizing the Allende government. The historical literature tends to give scant attention to the United States and Chile after September 11, 1973. To recount the complete story about the U.S. role in Chile demands investigating not only the war against Allende but also the myriad of ways that the Nixon and Ford administrations and Secretary of State Henry Kissinger bolstered the Pinochet dictatorship. The chapter also analyzes Kissinger's lead role in encouraging the overthrow of President Juan José Torres (1970–1971), the socialist political and military leader of Bolivia.

The current war on drugs being waged by the United States and United Nations rests upon a fundamental misunderstanding of the global nar­cotics traffic. In 1998, for example, the White House issued a National Drug Con­trol Strategy, proclaiming a 10-year program “to reduce illegal drug use and avail­ability 50 percent by the year 2007,” thereby achieving “the lowest recorded drug-use rate in American history.” To this end, the U.S. program plans to reduce foreign drug cultivation, shipments from source countries like Colombia, and smuggling in key transit zones. Although this strategy promises a balanced attack on both supply and demand, its ultimate success hinges upon the complete eradi­cation of the international supply of illicit drugs. “Eliminating the cultivation of il­licit coca and opium,” the document says in a revealing passage, “is the best ap­proach to combating cocaine and heroin availability in the U.S.” (U.S. Office of National Drug Control Policy 1998: 1, 23, 28). Similarly, in 1997 the new head of the United Nations Drug Control Program, Dr. Pino Arlacchi, announced a 10-year program to eradicate all illicit opium and coca cultivation, starting in Afghanistan. Three years later, in the United Nation’s World Drug Report 2000, he defended prohibition’s feasibility by citing China as a case where “comprehensive narcotics control strategies . . . succeeded in eradicat­ing opium between 1949 and 1954”— ignoring the communist coercion that al­lowed such success. Arlacchi also called for an “end to the psychology of despair” that questions drug prohibition, and insisted that this policy can indeed produce “the eradication of coca and opium poppy production.” Turning the page, however, the reader will find a chart showing a sharp rise in world opium production from 500 tons in 1981 to 6,000 tons in 2000— a juxtaposition that seems to challenge Ar-lacchi’s faith in prohibition (Bonner 1997; Wren 1998a, 1998b; United Nations 2000d, 1–2, 24). Examined closely, the United States and United Nations are pur­suing a drug control strategy whose success requires not just the reduction but also the total eradication of illicit narcotics cultivation from the face of the globe. Like the White House, the United Nations Drug Control Program (UNDCP) re­mains deeply, almost theologically committed to the untested proposition that the prohibition of cultivation is an effective response to the problem of illicit drugs.

Mexico's two thousand-mile border with the United States is unarmed, but it remains the locus of sharp conflicts. Last October, House Speaker "Tip" O'Neill, bowing to pressure from the Hispanic Caucus, withdrew the Simpson- Mazzoli bill on immigration reform over White House objections that "it is in the best interests of all Americans to have the nation regain control of its borders." Jorge Bustamante, director of Mexico's Center for Border Studies, argues, however, that such a bill would "leave all migrant workers, whether documented or not, in a state of virtual slavery, since they will have no access to the courts to plead for justice."

Scholars, politicians, and laypeople alike bemoan the high level of political polarization in the United States, but little is known about how to bring the views of liberals and conservatives closer together. Previous research finds that providing people with information regarding a contentious issue is ineffective for reducing polarization because people process such information in a biased manner. Here, we show that information can reduce political polarization below baseline levels and also that its capacity to do so is sensitive to contextual factors that make one’s relevant preferences salient. Specifically, in a nationally representative sample (Study 1) and a preregistered replication (Study 2), we find that providing a taxpayer receipt—an impartial, objective breakdown of how one’s taxes are spent that is published annually by the White House—reduces polarization regarding taxes, but not when participants are also asked to indicate how they would prefer their taxes be spent.
