This thesis is entitled “ The Role of Government in the Implementation of Local Development (Case Study in the Administrative Post of Uatolari) “ Local development is a measure of national development where the development growth in an advanced sub-district will automatically reflect the development itself. In the sub-district, development has been carried out which in the research will highlight physical development. Physical development in the sub-district in accordance with its implementation has not reached the planned target in accordance with the expectations of the community in the Uatolari sub-district. Thus, the problem can be formulated as follows: How is the government role in implementing local development?. The theoretical basis used in this chapter, the writer wants to explain the theory according to Prajudi (2000), the role of government in the implementation of development, while the method used in this research is descriptive method with research techniques such as qualitative data analysis, the subject of what is being studied is The functions and tasks that exist in the Uatolari sub-district and the object under study are affirming the implementation of physical development in the Uatolari sub-district consisting of 6 people, the instruments used are observation, interviews, documentation and interviews (asking and answering) to collect data and to process data to completion. The conclusion from the research results found that the role of the government in implementation in the uatolari sub-district is still lacking due to a lack of control, therefore it is necessary for the central government to monitor, supervise the physical development that is being built or in progress so that it will accelerate according to the specified time. Recommended to the Ministry of Home Affairs and Regional Development to pay attention to the Viqueque district national development agency in order to accelerate the process of implementing local development, in accordance with the expectations of the community, especially the ongoing infrastructure development in accordance with the national development strategic plan.

The data analysis technique uses triaggulation technique, which is a technique for checking the validity of data that utilizes something different outside the data for the need to check the comparison of the same data from other sources. The results showed that the interest of tourists is still a local tourist, this is due to a number of factors such as inadequate facilities and infrastructure, such as lack of accessibility, lack of promotion, and others. The role of the government is currently trying to provide support, one of which is improving road access to the tour. Furthermore, efforts that can be made by the government are establishing cooperation with the local community for the construction of facilities and infrastructure, improving accessibility and promoting local wisdom and traditions to attract visitors. The development of environment-based tourism or ecotourism can be a guide in making use of the tourism sector and can be used as an attraction of an area to increase regional income (PAD).

This article is an economic analysis of the main factors affecting the evolution of the European space industry. The critical role of the government is analyzed with regard to both military alliances and civilian intergovernmental collaboration. The analysis explores how moving from a pure public goods paradigm in collaborative projects toward a commercially-oriented, competitiveness-enhancing paradigm leads to duplication of effort and rivalries within the space agencies and other organizations. Drawing on the example of defense alliances such as NATO, the article illustrates cooperation challenges faced both at European and transatlantic levels as competition and rivalry result from inter-alliance specialization and the difficulties involved in the allocation of benefits.

The last few years have seen considerable research expenditure on renewable fuel technologies. However, in many cases, the necessary sustained and long-term funding from the investment community has not been realized at a level needed to allow technologies to become reality. According to global consulting firm Deloitte's recent renewable energy report ( http://www.deloitte.com/energypredictions2012 ), many renewable energy projects stalled or were not completed because of issues including the global economy, the state of government finances, difficulties in funding and regulatory uncertainty. This investigation concentrates on the funding aspect and explores the perceived barriers and enablers to renewable technologies within the investment and renewables community. Thematic analysis of 14 in-depth interviews with representatives from renewable energy producers, banks and investment companies identified key factors affecting the psychology of investor behaviour in renewables. Eight key issues are highlighted, including a range of barriers and enablers, the role of the government, balance between cost/risk, value/return on investment, investment time scales, personality/individual differences of investors and the level of innovation in the renewable technology. It was particularly notable that in the findings the role of the government was discussed more than other themes and generally in quite critical terms, highlighting the need to ensure consistency in government funding and policy and a greater understanding of how government decision-making happens. Specific findings such as these illustrate the value of crossing disciplinary boundaries and highlight potential further research. Behavioural science and economic psychology in particular have much to offer at the interface of other disciplines such as political science and financial economics.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

This paper examines the tension between centralizing and decentralizing forces in systems of land use planning. Its thesis, drawn from the LaHaye Report, is that the degree of centralization of the system is directly proportional to the breadth of jurisdiction of the planning authority. While Quebec's system of land use planning is reputed to be decentralized and political, the author questions whether this assessment is correct. The role of the government under the Land Use Planning and Development Act and other specialized legislation is more in accordance with the centralized and technocratic systems advocated in earlier Quebec proposals for land use planning. This conclusion is reinforced by a consideration of the suggestions put forward in Le Choix des régions and their present-day application.
