In order to promote efficiency and the development of hospitals’ services, the Government of Indonesia has issued specific policy which require all of the government-owned hospitals to be managed based on the principals applied in public services agency (Badan Layanan Umum/Badan Layanan Umum Daerah (BLU/BLUD)). The policy of BLU/BLUD is to grant each hospital authorization in managing their funds and resources under the principles of public accounting. Unfortunately, not all government-owned hospitals were granted BLU/BLUD authorization, especially hospitals outside of Jakarta, because local government did not wish to lose one of their main income. The main focus of this research is to calculate the efficiency of the hospitals of which have been granted BLU/BLUD, since one of the main purposes of BLU/BLUD is to provide high quality and efficient health care to the public. The measurement of hospitals’ efficiency is not an easy thing to do, since there are so many inputs and outputs that were related to each other. Which is why, this research is measuring the efficiency level using the DEA (Data Envelopment Analysis) which is able to provide efficiency calculation with multiple inputs and outputs. With the total samples of 82 BLU/BLUD hospitals, this research concluded that the average of hospital’s efficiency score is still on the level of 78.9 % out of 100%.

Kewujudan usahawan Melayu adalah selaras dengan dasar kerajaan untuk mewujudkan Masyarakat Perdagangan dan Perindustrian Bumiputera (MPPB), yang telah diberi penekanan dalam tempoh Dasar Ekonomi Baru (DEB), 1971–1990. Usahawan Melayu merupakan komponen terbesar usahawan Bumiputera. Walaupun banyak kelebihan dan kemudahan yang diperolehi usahawan Melayu, terutamanya dari pihak kerajaan, kebanyakan mereka masih lagi beroperasi pada tahap yang kurang cekap. Usahawan Melayu dikatakan sering menghadapi masalah dalam menjalankan perniagaan seperti kekurangan modal, kekurangan kemahiran, menggunakan teknologi lapuk dan saluran pemasaran yang terhad. Artikel ini bertujuan mengukur kecekapan teknik 294 firma perkhidmatan milik usahawan Melayu yang telah ditemubual menggunakan borang soal selidik pada 2001/2002 di seluruh Semenanjung Malaysia. Mereka terlibat dalam pelbagai aktiviti perkhidmatan yang boleh dikategorikan kepada empat subsektor yang besar. Dalam mengukur kecekapan teknik, kaedah Data Envelopment Analysis (DEA) digunakan. Selanjutnya artikel ini bertujuan mengenal pasti faktor penentu tahap kecekapan teknik. Bagi tujuan ini, tahap kecekapan teknik dianggarkan terhadap pemboleh ubah bebas seperti tahap pendidikan pengusaha, penggunaan komputer, saiz firma, peratus perbelanjaan latihan dan peratus perbelanjaan penyelidikan dan pembangunan menggunakan pendekatan model Tobit. Kajian mendapati kebanyakan firma perkhidmatan Melayu beroperasi pada tahap kecekapan yang masih rendah. Selanjutnya kajian ini mendapati tahap penggunaan komputer adalah faktor penentu penting tahap kecekapan teknik firma perkhidmatan milik usahawan Melayu ini. Kata kunci: Data Envelopment Analysis, kecekapan teknik, skor kecekapan, usahawan Melayu, sektor perkhidmatan The emergence of Malay entrepreneurs is in tandem with government policy to create Bumiputera Commerce and Industrial Community (BCIC), which had been emphasized during the New Economic Policy (NEP), 1971–1990. The Malays form major component of Bumiputera entrepreneurs. Despite of many privileges received by the Malay entrepreneurs, especially from the government, they are still less efficient. The Malay entrepreneurs have more frequently encountered problems such as lack of fund, lack of skilled workers, obsolete technology and limited marketing channel. This paper attempts to measure technical efficiency of 294 Malay firms in the services sector surveyed in 2001/2002 in Peninsular Malaysia. They were involved in several types of services industries which can be categorized into four large subsectors. This study adopts Data Envelopment Analysis (DEA) in measuring technical efficiency. Further, this paper aims to examine the determinants of efficiency by estimating level of technical efficiency as a function of entrepreneursí education level, level of computer utilization, firm size, percentage of training expenditure and research and development expenditure. The estimation used Tobit Model. The results from this study show that the majority of Malay firms are still less efficient. Further, the result shows that computer usage is an important determinant of level of efficiency for the Malay firms in the services sector. Purpose The objectives of this present study are twofold. First, it aims to investigate the performance objectives of PPP implementation in Malaysia. Second, it aims to examine the differences in the perceptions of two PPP key players – the public and private sectors – pertaining to the performance objectives. Design/methodology/approach A questionnaire survey was used to elicit the perceptions of the public and private sectors concerning the performance objectives of PPP projects in Malaysia; 237 usable responses were obtained and analysed using SPSS to rank the importance of the performance objectives and to examine the differences in the perceptions between the government and private sectors. Findings The results reveal that the five most important performance objectives for PPP implementation in Malaysia based on overall respondents’ perceptions are “High-quality public service”, “Provide convenient service for society”, “Within or under budget”, “On-time or earlier” and “Satisfy the need for more public facilities”. As for differences in the perceptions of the two key players, only one objective was perceived as statistically more important by the public sector respondents than by their private sector counterparts. Originality/value The contribution of this paper is that it not only provides empirical evidence for the performance objectives for PPP implementation in Malaysia, but also offers evidence concerning the differences in the perceptions of the public and private sectors pertaining to the performance objectives.

Purpose The purpose of this paper is to benchmark the operational and financial performances of the major Indian seaports to help derive useful insights to improve their performance. Design/methodology/approach A two-stage data envelopment analysis (DEA) methodology has been used with the help of data collected on the 13 major seaports of India. The first stage of the DEA captured the operational efficiencies, while the second stage the financial performance. Findings A window analysis over a period of three years revealed that no port was able to score an overall average efficiency of 100 per cent. The study identified the better performing units among their peers in both the stages. The contrasting results of the study with the traditional operational and financial performance measures used by the ports helped to derive useful insights. Research limitations/implications The data used in the study were majorly limited to the available sources in the public domain. Also, the study was limited to the major seaports which are under the Government of India and no comparisons were carried out with other local or international ports. Practical implications There is a need to prioritize investments and improvement efforts where they are most needed, instead of following a generalized approach. Once the benchmark ports are identified, the port authorities and other relevant stakeholders should work in detail on the factors causing inefficiencies, for possible improvements in performance. Originality/value This paper carried out a two-stage DEA that helped to derive useful insights on operational efficiency and financial performance of the India seaports. A combination of the financial and operational parameters, along with a comparison of the DEA results with the traditional measures, provided a different perspective on the Indian seaport performance. Considering the scarcity of research papers reported in the literature on DEA-based benchmarking studies of seaports in the Indian context, it has the potential to attract future research in this field.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.

Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.

Performance of the Nigerian public service has been a major concern to policy makers and researchers alike. This is because despite all measures put in place to arrest the ugly trend, it seems, it has defied all approaches towards tackling the problem of inefficiency and capacity collapse. Work ethics, attitudes and values can be influenced by the organization, through interventions like training, motivation and coaching, etc. However, they cannot be changed forcibly because they are intrinsic. It is, therefore, of fundamental importance that public functionaries act justly and fairly to all, not only paying lip service to ethical conduct but also ensuring that these are manifestly and undoubtedly seen to be done. This paper discusses the challenges of work ethics, values, attitudes and performance in the Nigerian public service. The major causes of unethical conduct in the public service were identified and the institutional mechanisms established by the government to curb these unethical behaviours were examined. This paper adopted content analysis as a method of data gathering and analysis. It suggested viable options for effective and efficient service-oriented public service.

The study aimed to assess the efficiency of health services provided by the government hospitals in various districts of the Kingdom of Saudi Arabia. The number of beds at hospitals, doctors, nursing staff and paramedical categories were used as inputs for the model. The average productivity efficiency of government hospitals in the districts of the Kingdom of Saudi Arabia in 2014 was 92.3%; whereas, the average internal production efficiency of these districts in the provision of health services through their respective hospitals was 94.7%; and the average external productivity efficiency in the different cities of the districts in Kingdom of the Saudi Arabia was 97.5%. It has been found that the average overall productivity efficiency was 90.2%, concerning the relative efficiency indicators of government hospitals, which were based on the hospitals’ distribution of Saudi Arabian districts in 2006. An analysis of the indicator showed that the average production efficiency of the services provided (internally) by the districts of the Kingdom of Saudi Arabia was 94.7%, and that the average of the external production efficiency for such services was 95.4%. The Data Envelopment Analysis is a successful technique in measuring the performance efficiency of hospitals and it also assists to identify possible improvement and reduction in cost.
