As the pioneer of technological innovation in the context of the digital economy, the “new generation” high-tech enterprises are an important new force in the construction of a modern economic system, an important force and Important engine for the continuous development of national technological innovation, industrial transformation and upgrading, and high-quality economic development. The article first analyzes the existing foundation and development results of the high-quality development of Hengyang’s “new generation” high-tech enterprises under the background of “three highs and four new”, and then reveals the current high-quality development shortcomings and urgent needs of Hengyang’s “new generation” high-tech enterprises, Finally, from the government and enterprise levels, ten countermeasures and suggestions were put forward for the high-quality development of Hengyang’s “new generation” high-tech enterprises under the background of “three highs and four new”, so as to help the relevant government departments of Hengyang and a new generation of high-tech enterprises provide theoretical basis and methodological reference about the decision-making.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

Media sport has a long history as a significant site of media innovation, and existing work in media and cultural studies has explored how media sport, technological innovation and regulatory frameworks interact. However, this work often focuses on how major actors such as broadcasting organisations, sporting bodies and telecommunications companies mediate sport. As a complementary strategy to this ‘top-down’ analysis, we approach media sport through the lens of practice, which allows us to understand everyday forms of engagement with, and consumption of, media sport in a clearer fashion. The article analyses existing policy discourses and social commentaries centred on the targeted ‘high-quality’ or ‘high-tech technological’ innovation, and argues that users of sports media are also motivated by series of cultural rewards and varied tradeoffs that do not map neatly onto industrial categories of quality or media consumption trends.

The work is devoted to the analysis of the development of machine-building complex in the Orenburg region. The main problems of regional engineering are associated with a constant investment deficit and the scarcity of financing programs aimed at modernization and innovative technical and technological updating of the engineering complex. The potential of small enterprises in high-tech industries is very high. These industries require the use of highly skilled labor, including researchers and scientists, which is very important for the preservation and development of the intellectual capital of the region. Small business in mechanical engineering is able to make a powerful leap forward in improving the business sector as a whole. A significant problem of regional engineering is the marked predominance of industrial engineering products and the extremely weak availability of engineering products for the population. In order to correct this imbalance, it is necessary to place engineering industries in small and medium-sized cities: Buzuluk, Buguruslan, Sorochinsk, Kuvandyk, Sol-Iletsk, Abdulino, which have a favorable transport position and favorable conditions for specialization and cooperation. In these centers at small enterprises, it is possible to organize the production of consumer engineering products, as well as components based on cooperation with larger engineering enterprises.

With the continuous advancement of emerging technologies such as big data, cloud computing, Internet of Things, blockchain, artificial intelligence, and 5G communications, China's “new generation” high-tech companies are developing rapidly, but the loss of core employees restricts their healthy development. How to manage the core employees of “new generation” high-tech enterprises is a grim reality in front of theorists and industrialists. Based on the results of the current theoretical research on organizational commitment, the research group proposed a “new generation” high-tech enterprise core employee resignation early warning model to provide decision-making basis and methodological reference for the “new generation” high-tech enterprise high-quality development.

Technological innovation is considered to be an effective way to promote the quality of economic development and green transition under environmental policies, while the specific mechanism of this process is still unclear. Thus, the purpose of this paper was to examine how technological innovation mediates the relation between environmental regulation and high-quality economic development. Based on the panel data of 34 industries in China from 2007 to 2015, this paper firstly calculated the green total factor productivity (GTFP) as a proxy variable for the quality of economic development through the super-slack-based measure model, and then analyzed the impact of environmental regulation and technical innovation on the GTFP by making use of the mediation effect model. The results showed that environmental-related policy directly affected the GTFP while technological innovation indirectly moderated this process, where the moderate impact of technological innovation was industrial heterogeneous. Specifically, the relation between environmental regulation and GTFP was positively and partially moderated by technological innovation in clean industries and high-tech industries, while positively but completely moderated by technological innovation in low-and medium-tech industries. Moreover, the mediating effect of technological innovation in pollution-intensive industries was positive but insignificant.

Can government subsidies improve enterprises’ technological innovation performance? Based on the A-share high-tech listed enterprises in Shanghai and Shenzhen Stock Exchange from 2015 to 2019, this paper empirically tests the micro policy effect of government subsidies on innovation performance of enterprises under the background of economic transformation, and the moderating effect of regional corruption, market competition and enterprise ownership concentration on this effect. The results show that the high quality signal transmitted by government subsidies is helpful for innovative enterprises to broaden the source of innovation resources and encourage enterprises to actively carry out innovative activities. Moderate level of regional corruption will promote the government subsidy effect, too high or too low level of corruption is not conducive to enterprise innovation; The higher the degree of market competition, the weaker the promoting effect of government subsidies on enterprise innovation; Corporate ownership concentration has a U-shaped moderating effect on government subsidies and innovation performance. Therefore, to improve the independent innovation ability of enterprises, on the one hand, we should continue to strengthen the government innovation subsidy and improve the subsidy system; on the other hand, we should strictly crackdown on corruption activities and supervise the establishment and improvement of the internal control system of enterprises, so as to give full play to the effect of government subsidies.

Overcapacity in China’s coal industry has serious negative impacts on the rational allocation of coal resources and stable operation of the national economy. Since 2016, the Chinese government has implemented a series of de-capacity policies to optimise coal production capacity. Timely policy effect assessment is of great significance to the government to guide high-quality development of the coal industry. This paper first reviews the dilemma encountered by China’s coal industry prior to 2016, and then analyses the progress and effect of coal industry de-capacity. The main results are as follows: (1) The capacity reduction is mainly distributed in the central and southwestern regions. Most of the coal mines are state-owned, and there is a prominent worker resettlement problem. (2) The capacity optimisation policy has accelerated the implementation of the overall spatial planning of China’s coal supply. China’s coal production centre has shifted from the central and eastern regions to the west, and the industry’s high-quality development pattern has taken shape. (3) China’s coal industrial profitability has constantly been improving, industry concentration has increased significantly, and coal mining has become safer. (4) Due to the regional heterogeneity, the de-capacity policy effect has significant differences in coal production capacity and employee reduction in various regions. Finally, regarding the optimisation of China’s coal production capacity, some policy implications are given.

<p>In order to promote high-quality economic development, China has implemented large-scale tax cut and fee reduction. In order to verify the role of tax cut and fee reduction in promoting high-quality economic development, the author uses entropy weight method and relative deviation fuzzy evaluation method to establish a multi-dimensional index system to measure the level of China's economic development. Finally, the author also puts forward countermeasures and suggestions from the perspective of tax cut and fee reduction policy optimization, which include publicizing the preferential policies of tax cut and fee reduction through multiple channels, strengthening the efforts of tax cut and fee reduction of private enterprises and comprehensively implementing the legal principles of tax and so on to provide theoretical reference for the high-quality development of China's economy. </p>
