The work is devoted to the analysis of the development of machine-building complex in the Orenburg region. The main problems of regional engineering are associated with a constant investment deficit and the scarcity of financing programs aimed at modernization and innovative technical and technological updating of the engineering complex. The potential of small enterprises in high-tech industries is very high. These industries require the use of highly skilled labor, including researchers and scientists, which is very important for the preservation and development of the intellectual capital of the region. Small business in mechanical engineering is able to make a powerful leap forward in improving the business sector as a whole. A significant problem of regional engineering is the marked predominance of industrial engineering products and the extremely weak availability of engineering products for the population. In order to correct this imbalance, it is necessary to place engineering industries in small and medium-sized cities: Buzuluk, Buguruslan, Sorochinsk, Kuvandyk, Sol-Iletsk, Abdulino, which have a favorable transport position and favorable conditions for specialization and cooperation. In these centers at small enterprises, it is possible to organize the production of consumer engineering products, as well as components based on cooperation with larger engineering enterprises.

Abstract. Introduction. In modern economic researches, scientists emphasize that one of the priority factors that determine the quality of economic growth of any country is the advanced development of innovation sectors of economic activity and industries, and, above all, machine building. In Ukraine, machine building is traditionally called the driver of Ukrainian economy development. The structure of machine-building includes the production of machinery, the production of electrical, electronic and optical equipment, and the production of vehicles. Now, enterprises of the machine-building industry need to constantly monitor the state of profitability. After all, profit not only reflects the end result of the business, but also determining the efficiency of enterprises functioning. Purpose. The profitability trend analysis of machine-building enterprises in Ukraine is considered as the main objective of the current research. Results. The net profit received by machine-building enterprises increased almost 4 times. In 2019 the profit rate was 19852119.3 thousand UAH, which is 15647263.4 thousand UAH more than in 2010. Moreover, the share of enterprises that made a profit increased by 17% and amounted to 75.3%. The structure of financial results of machine-building enterprises show, that the largest share of profits came from the production of vehicles and equipment – 31% and 27%, respectively. Almost 20% of the industry’s profit comes from the production of vehicles, trailers and semi-trailers. Enterprises that produce electrical equipment produce 15% of the total profit of the machine-building complex. The smallest part is made up of business engaged in the production of computers, electronic and optical products – only 9%. Conclusions. In order to increase the efficiency of machine-building enterprises of Ukraine, it is advisable to implement the following measures: to form an effective functional structure of the organization of enterprises; to use economically effective levers of influence on functioning and management of a machine-building complex in the conditions of unstable social processes; to improve the territorial organization of the machine-building complex; to subsidize interest rates on loans obtained for the purpose of technical re-equipment of enterprises. The pace of innovative development of the machine-building complex and its structural changes are largely determined by the processes of automation, digitalization, improvement of machinery and equipment. Thepresented article discusses innovative technologies in mechanical engineering. The main trends in the innovative development of industrial production are: development of high-tech foreign economic activity, formation of an innovative space, digitalization of economy, creation of a unified database of innovative developments, formation of a new scientific base working on solving urgent problems, creation of markets for innovative products. It is determined that at all stages of the product life cycle, digital technologies are included, such as virtual reality, additive manufacturing, the industrial Internet of things, and a virtual trading platform. The definition of innovative and technological development of the machine-building complex is given. Despite the fact that innovative technologies ensure efficiency, agility and cost-effectiveness of production, in Russia the digital transformation process is in its infancy and is a promising necessity for the development of all industrial production. The transition to digital production technologies is associated with the solution of a number of problems. Such as modernization of the material and technical base, training and advanced training of personnel, preparation of the legislative framework, standardization, certification of innovative digital production technologies, search for investment resources.

In the article is substantiated the growing role of regulation of labor as an element of economic stability’s control not only of individual companies, but also territorial formations. The research of quantitative characteristics of human resource capacity of specialists in the valuation of work in terms of the extensive parameters (gender, age, level of education, professional experience, etc.) for a group of chemical industry and machine-building complex of the Republic of Tatarstan is presented. The analytical materials on the scientific validity of labor standards and labor intensity accounting for regulations to assess the qualitative characteristics of human resource capacity of specialists in labor norms of the republic are offered. By results of the conducted research the basic directions of increasing human resource capacity of specialists in the valuation of work in the chemical and engineering industries of the republic of Tatarstan are developed

Leading world countries view innovative development and high-tech business as an opportunity to overcome economic stagnation and decline in economic growth. One of the modern trends in the analysis of high-tech development is the study of high-tech knowledge-intensive service industries and their development in times of crisis. The purpose of the paper is to identify patterns of development of large, medium and small enterprises in high-tech service industries in Russia during periods of crisis. Economic and economic-mathematical methods of analysis are applied to the formed samples of enterprises. The research period is 2013-2017. The financial indicators of enterprises were adjusted for the level of accumulated inflation in relation to 2013. According to results, large and medium-sized enterprises showed insignificant or weak significant positive dynamics of revenue during all years of the crisis period. The crisis period did not lead to a decrease in the revenue of these groups of enterprises. The acute phase of the crisis (2014-2015) had a pronounced negative impact on the group of small enterprises in all studied industries, but they successfully recovered in 2016-2017 and reached the pre-crisis level of revenue. The total revenue by industries and groups of enterprises in 2017 became higher than in 2013, and its growth rates were significant for many groups of enterprises, which indicates a successful overcoming of the crisis period and signs of growth in high-tech service industries. Our study shows the need for state support for small businesses in high-tech service industries in crisis conditions, and identifies the possibilities of adaptation of enterprises in these industries to an unfavorable external environment. Our results may be useful for the purposes of government stimulation of economic development in the current environment.

Subject. The article considers the symbiosis of Russia with developed countries. Objectives. The purpose is to identify conditions and possibilities for the symbiosis of Russia with advanced economies to establish a process of concentrated internationalization of financial capital for the market economy development completion, formation of full-fledged capitalism with stable dynamics of productive forces. Methods. The study rests on the systems approach, using the methods of descriptive statistics, neural network, nonparametric and cluster analysis. Results. The study reveals favorable conditions for the symbiosis of Russia with developed countries. They appear due to low requirements to the volume and connectivity of attracted high-tech capital. This enables to use the potential of small countries, motivating them to satisfy their ‘resource hunger’. Russia's transition to the said symbiosis is hindered by the policy of smooth devaluation of the national currency, which is used to increase the growth rate of total government expenditure and current GDP, and adversely affects the growth rate of gross national saving. Conclusions. The grounds for emergence of conditions and opportunities for the symbiosis of Russia with developed countries include the high values of financial development and low economic growth in Russia against the declining growth rates of the world economy and weakening of globalization process. The basis of Russia's symbiosis with developed countries is the mutually agreed necessity to internationalize capital in the form of investment financial institutions, which increase its concentration in production for the development of productive forces in conditions of the increasing risk of global recession.

The article contains a study on the prospective tendencies and problems of the development of science-intensive enterprises of rocket and space engineering. Information base of statistical interpretation of results, using methods of logical analysis, synthesis of information and graphical interpretation of results. It was revealed that the primary tasks in the development of science-intensive enterprises of the rocket and space machine-building are the instability of financial results, the state monopoly on organizational design and ensuring the increase in the quality of products. It was proved that the development of rocket and space machine-building enterprises requires improvement of the levers and methods of state regulation of the industry and attraction of private investors. It is also necessary to concentrate all functions and levers of management of the space industry, especially in terms of financial flows, product quality, control of production activities.

The article presents a study on the assessment of the impact of science-intensive machine building on the development of the regional economy and increasing its competitiveness. Based on the analysis of foreign sources, a theoretical justification was given for increasing the regional competitiveness of the economy. The tools of regional support of enterprises of science-intensive machine building and the model of the organizational and economic mechanism for regional development of science-intensive machine building were proposed. It has been proven that the development of science-intensive machine building influences the competitiveness of the region.

The construction industry is high-tech and is one of the key areas for the strategic development of regions in terms of their digitalization. The construction complex provides regions with infrastructure of various levels from design documentation to commissioning, as well as reconstruction and major repairs of buildings. The article adopts an isolated regional approach, which is due to the need to assess specific territories by the level of readiness for digitalization of the construction complex. The purpose of the research is to determine the level of readiness of Russian regions for the digitalization of the construction complex by forming a rating of regions according to the indicator “the level of readiness of the region for digitalization of the construction complex”. To build the rating, the fuzzy sets method was applied using a triangular membership function, which allows to describe the influence of various processes on the formation of digitalization processes in the construction complex of the region. When forming the rating, a scale of fuzzy variable values is set which allows one to classify regions by levels, namely very low, low, medium, high, and very high. The generated rating is illustrated according to the specified scale. Based on the rating, the leading regions and outsider regions are identified by the formed indicator. It was determined that Moscow and Saint Petersburg are highly prepared for the digitalization of their construction complexes, and 53 regions of Russia are potentially prepared. In the future, it will be possible to create a rating of Russian regions on the level of readiness for digitalization of the construction complex with a two-year lag. Then, using the DEA shell analysis method, a quantitative assessment will be carried out that allows you to form performance boundaries and, against the background of four years, adjust the data to identify the most realistic picture. Also, the rating methodology considered by the authors allows us to scale this research to the international level, which will allow us to assess the level of digital development of construction complexes in other countries. The proposed rating algorithm is suitable for other sectors and complexes of the economy. It is enough to determine the main aggregate indicator and select groups of factors.
