Sustainable forest management may be considered an evolutionary step beyond sustained yield management. Although objectives related to sustainable forest management are common in Canada, policy means of achieving these objectives are rarely spelled out. Currently, forest tenure policies are dominated by concepts associated with sustained yield that may preclude the realization of sustainable forest management objectives. This paper identifies how tenure policies based on sustained yield concepts of allowable annual cuts could change in order to address a more holistic view of forests associated with sustainable forest management. As the source of raw material for Canada's forest industry shifts from the frontier of original timber to managed crops, the policy framework influencing investments in silviculture assumes critical importance. Opportunities for economically beneficial silviculture are probably substantial, but policy makers have been provided with surprisingly little evidence of the kind they need to allocate budgets appropriately. Moreover, governments have created serious obstacles to silviculture through property tax systems that generate disincentives to forest enhancement, through forest tenure arrangements that are insecure or dampen regional timber markets, and through regulations that impede or distort silvicultural effort. Removal of these obstacles, and provision of information and guidance about silvicultural opportunities, would give considerable stimulus to improved forest management in Canada and undoubtedly at less cost than new governmental silvicultural programs. Two important questions are addressed: has the time come to rethink Canada's forest tenure systems; and, if so, what directions might these reforms take? The evolution of Canada's Crown forest tenure systems are described and their role as instruments of public policy are discussed in the context of changing demands on, and attitudes towards, forest resources. The desirable features of a tenure system designed to pursue sustainable forest management (SFM) are presented and current provincial Crown forest tenure arrangements are critically examined in the light of these criteria. A range of alternative approaches to tenure reform are suggested but no definitive recommendations are made. Key words: public forest policy; forest tenure reform, sustainable forest management

A group of international experts evaluated whether the aims and instruments of Swiss forest policy are suitable for the promotion of sustainable forest management based on the pan-European criteria. Approach and main results are presented as well as the method developed for the definition of sustainability indicators as an instrument for the evaluation of sectoral policies and the possibility of a transfer of methods and indicators on an international level.

The increasing demand for innovative forest management strategies to adapt to and mitigate climate change and benefit forest production, the so-called Climate-Smart Forestry, calls for a tool to monitor and evaluate their implementation and their effects on forest development over time. The pan-European set of criteria and indicators for sustainable forest management is considered one of the most important tools for assessing many aspects of forest management and sustainability. This study offers an analytical approach to selecting a subset of indicators to support the implementation of Climate-Smart Forestry. Based on a literature review and the analytical hierarchical approach, 10 indicators were selected to assess, in particular, mitigation and adaptation. These indicators were used to assess the state of the Climate-Smart Forestry trend in Europe from 1990 to 2015 using data from the reports on the State of Europe’s Forests. Forest damage, tree species composition, and carbon stock were the most important indicators. Though the trend was overall positive with regard to adaptation and mitigation, its evaluation was partly hindered by the lack of data. We advocate for increased efforts to harmonize international reporting and for further integrating the goals of Climate-Smart Forestry into national- and European-level forest policy making.

The author discusses a number of objections which have been made against the sustained yield concept in British Columbia. These have involved questions of equal annual harvest and market fluctuations; the normal forest and retention of old growth; rotation length; the marginal tree concept; the calculation of sustained yield allowable cuts and the question of management decision-making. A number of the objections do not relate directly to the sustained yield concept but to the particular methods of its implementation in British Columbia. It is pointed out that economic principles are just as subject to discretionary interpretation as are forestry principles. There appears to be an incomplete understanding of the sustained yield concept and the importance of its application at the management unit level — the point at which its objectives and applications become factual in nature. Economic principles alone do not provide an adequate alternative to the sustained yield concept, if the abuses of forest liquidation are to be avoided but they should be given due weight in the application of the concept. The author recommends that Canada's northern forests should be managed on a sustained yield basis.

The aim of the paper is to take stock, based on my personal scholarly and practical experiences, of the progress made in Canada with criteria and indicators of sustainable forest management (C&I-SFM). Some developmental history is reviewed, and applications at national and local levels are summarized. In my opinion, Canada's work in developing and applying C&I-SFM has been beneficial, particularly in focussing forest-sector dialogues, in sensitizing people to the wide range of forest values, and in retrospective determinations of progress in SFM. Improvements over the next decade are needed in several areas: (a) improving data-collection programs; (b) linking C&I-SFM more directly into forest policy development; (c) shifting from retrospective to prospective sustainability analysis; and (d) applying C&I-SFM to non-industrial forests such as protected areas and urban forests. The C&I-SFM concept is sound. We have yet to tap its full potential in the pursuit of forest and forest-sector sustainability.

The article deals with the complex groups of risks of state forest management: strategic; managerial; operational (natural and climatic), legal (legal), property (related to property, forest resources and land), financial, commercial, technological; informational; security risks; design (software); reputational. Macro-level risk factors determine the state forest policy, transformed into strategies, development programs and implemented at the level of the Ministry of Natural Resources. Risk factors at the meso-level of forest management determine the effectiveness of the interaction of the Federal Forestry Agency with participants in forestry relations in order to ensure rational, continuous and sustainable forest management, reproduction, protection and protection of forests. Micro-level factors are implemented in regional forestry systems. For the purpose of assessing their significance and probability of occurrence, an expert method was used, implemented at the meso and micro levels of state forest management. The most priority for the state forest management at the meso-level are strategic (programmatic), financial, commercial risk factors, as well as security risks, while for the micro-level, natural-climatic and personnel risk factors are also among the priorities. To create a unified state risk management system in forest management, it is necessary to develop a unified approach that takes into account complex risk groups differentiated in the context of regional systems.
