Information and Communication Technologies, considered both as a technological resource and as a social technology, play an important role in the shaping of existing social relations and in the creation of new modes of interaction and social organization (AA. VV., 2000). However, traditional approaches of political action frequently misstate just how politically active citizens are by underrating changes occurred in the realm of political mediation (Norris, 2002, p. 2; Epstein, 1991, p. 230). The changes in the organizational and action repertoires go hand in hand with the specificities of each NGO's cultural interpretative devices, which are influenced by technological change (Zald, 1996, p. 266-270). On the other hand, frames are also subject to internal debate, a process in which ICTs also take part (Webster, 2001, p. 7). Hence, this paper focuses on clarifying the ways in which NGOs have their structure and action repertoires changed by the use of ICTs.

Students in Indonesia who learn English as a Foreign Language (EFL) encounter problems in learning how to write in English. Not a novel problem in the least, but the more connected the world is becoming due to the availability of information and communication technologies (ICT). This study aims to address the need to improve the generation’s English skills, lest they are left behind the moving era. This study is a classroom action research (CAR), using a test, observation, field note, and interviews as the research instruments. Twenty-nine middle school students were taught to produce descriptive texts using the approach of an educational game called Bits and Pieces. The results showed that the game improved students’ average scores in writing descriptive text from 70.12 (cycle I) to 79.75 (cycle II) as students’ were unanimously interested in the strategy, much more so than traditional approaches.

El artículo presenta como objetivo general describir los principales componentes de una estrategia mediante el uso de las Tecnologías de la Información y las Comunicaciones (TIC) para abordar la problemática de la deserción estudiantil en los pregrados de las universidades en Colombia. Lo anterior con el propósito de proponer una estrategia, evitar la duplicidad de esfuerzos y gastos en recursos a la hora de determinar si un estudiante se encuentra en riesgo de deserción. El desarrollo metodológico general se abordó desde la heurística y el ámbito proyectivo, para establecer la metodología específica se definieron tres fases, planeación, diseño y elaboración. A través del presente artículo las instituciones de educación superior podrán contar con una estrategia para abordar el problema de la deserción estudiantil en pregrado. A nivel regional se podrá utilizar el estudio como referencia para implementar nuevas estrategias que ayuden a disminuir los índices de deserción a partir de las experiencias de otras instituciones en el país.Strategies to address the desertion university from Information Technologies and CommunicationsThe article presents general objective describe the main components of a strategy by the use of Information Technology and Communications (TIC) to address the problem of the undergraduate student desertion of universities in Colombia. it is the purpose of proposing a strategy to avoid duplication of efforts and resources expenses when determining whether a student is at risk of dropping out. Através deste artigo, as instituições de ensino superior pode ter uma estratégia para resolver o problema da graduação deserção estudantil. Regionalmente, o estudo pode ser usado como uma referência para a implementação de novas estratégias para ajudar a reduzir as taxas de abandono com as experiências de outras instituições no país.

The concept of boundary is essential to investigations of knowledge organization and information sharing in the virtual world. With information and communication technologies playing an increasingly significant role in today's networked society, the idea of a boundary can no longer be tied to notions of geographical locale or intellectual domain. After reviewing traditional approaches to space and place, two concepts closely related to boundaries, we propose that it is the notion of place that both generates boundaries and provides for recognition of and distinctions between knowledge domains. In the online world, however, traditional concepts of space and place, and thus traditional understandings of boundary, are inadequate for explaining virtual boundaries because of the lack of physical embodiment in the digital environment. Rather, it is the individual's personal sense of belonging that creates an awareness of domains and facilitates the sharing of knowledge. The lack of embodiment in cyberspace shifts responsibility for the creation and recognition of boundaries to the individual, indicating that the idea of place in cyberspace -- "cyberplace" -- would best be characterized by a sense of "place-like" that is at once stable yet fluid, consistent yet dynamic.

Abstract   The objective of this research is to find out the use of Whatsapp Messenger as a mobile media to learn writing in EFL classes.Several researchers have attempted to prove applicability of mobile learning as modern ways of teaching and learning (Naismith, 2004:115). Moreover, applying portable technologies have been demanded by most of the modern learners who oftentimes are forced to study anywhere, and anytime, for example, at work, in the bus or at weekends (Evans, 2008:115).The research was motivated by the students’ difficulties in writing. The sample of this research was three classes of first grade students of English Department of Unswagati. The instrument of this research was questionnaire sheet. Data from questionnaire sheet was analyzed based on the frequency students’ answers and then was calculated and interpreted into percentages. The result shows WhatsApp Messenger attracts the students interest and also the students have positive responses towards the using ofWhatsAppMessenger. In applying WhatsApp group, the writer concluded that, learning using WhatsApp group has effective to develop their creativity in writing skill. On the other hand, the result from the questionnaire sheet indicated that almost of students is active in learning to writing recount text. Students can learn out of the classroom. Beside WhatsApp can be used privately, it can be used for students’ education. The students can use their gadget positively for their ability in learning English. The students can improve their knowledge in learning ICTs (Information and Communication Technologies). When modern technology permeates every corner of life, there are ignited more and more hopes among the disabled to be compensated for the loss of mobility and participation in normal life, and with Information and Communication Technologies (ICT), Exoskeleton Technologies and truly hands free technologies (HMI), it's possible for the disabled to be included in the social and pedagogic spheres, especially via computers and smartphones with social media apps and digital instruments for Augmented Reality (AR) .In this paper a nouvel HMI technology is presented with relevance for the inclusion of disabled in every day life with specific focus on the future development of "smart cities" and "smart homes".

If we want to convert our rural population into knowledge driven, progressive, self sufficient, self reliant, sustainable society, the role of Information and Communication Technologies (ICT’s) cannot be ignored. Timely availability information is considered as most important factor in Indian agriculture. At present ICT is the technology of this millennium. Transferring the developed technology to all end users is time-consuming and tiresome task and is often not completed due to paucity of resources and lack of manpower. In India, agriculture and rural development has gained significantly from ICT due to its widespread extension and adoption. In this era of internet, ICT is committed to provide real, timely accurate authentic information to the farmers and rural peoples.

Borders and bodies are increasingly regulated by data-capturing mechanisms spread across the world through information and communication technologies. This article traces the features and implications of such a border-body datalogical entanglement through the figure of the drug mule. It analyzes government documents and recorded case studies to argue that this figure emerges from an assemblage of cultural narratives, legal structures, human labor, technical practices, and biological processes. The datalogical drug mule is already implicated in a struggle over what, and how, data is meaningful and actionable. Investigating this figure allows us to begin disentangling the data-driven mechanisms that constitute modern borders and bodies while at the same time accounting for analog continuities in contemporary practices of border security.
