El artículo presenta como objetivo general describir los principales componentes de una estrategia mediante el uso de las Tecnologías de la Información y las Comunicaciones (TIC) para abordar la problemática de la deserción estudiantil en los pregrados de las universidades en Colombia. Lo anterior con el propósito de proponer una estrategia, evitar la duplicidad de esfuerzos y gastos en recursos a la hora de determinar si un estudiante se encuentra en riesgo de deserción. El desarrollo metodológico general se abordó desde la heurística y el ámbito proyectivo, para establecer la metodología específica se definieron tres fases, planeación, diseño y elaboración. A través del presente artículo las instituciones de educación superior podrán contar con una estrategia para abordar el problema de la deserción estudiantil en pregrado. A nivel regional se podrá utilizar el estudio como referencia para implementar nuevas estrategias que ayuden a disminuir los índices de deserción a partir de las experiencias de otras instituciones en el país.Strategies to address the desertion university from Information Technologies and CommunicationsThe article presents general objective describe the main components of a strategy by the use of Information Technology and Communications (TIC) to address the problem of the undergraduate student desertion of universities in Colombia. it is the purpose of proposing a strategy to avoid duplication of efforts and resources expenses when determining whether a student is at risk of dropping out. Isso com o objetivo de propor uma estratégia para evitar a duplicação de esforços e recursos gastos para determinar se um estudante está em risco de abandono escolar. O desenvolvimento metodológico global foi abordado a partir de heurísticas e a área projetiva, foram definidos a metodologia específica para estabelecer três fases, planejamento, projeto e desenvolvimento. Através deste artigo, as instituições de ensino superior pode ter uma estratégia para resolver o problema da graduação deserção estudantil. Regionalmente, o estudo pode ser usado como uma referência para a implementação de novas estratégias para ajudar a reduzir as taxas de abandono com as experiências de outras instituições no país.

This educational research is carried out to know and rate the level of technostress that the students of bachelor degree may have in order to analyze the presence of this factor of psychosocial risk and its relation to the degree of dropping out and failing that is currently presented. This is accomplished with the objective of the TecNM, of being an institution for the integral formation of competent professionals, and for the implementation of the necessary learning strategies for its achievement. A questionnaire (Cronbach's alpha: 0.913) was designed and administrated to students of 2 different programs, one of them with the obligatory use of ICT (Information and Communication Technologies), who during their training use ICT in almost all their subjects. The other was the control group composed of students who use ICT not that often. The applied survey tries to find out positive and negative aspects related to the use of technologies such as attitude, efficiency and anxiety. The initial results show little differences between the two programs, high level of addiction and anxiety which could be a matter to be considered within options to improve or design alternatives to avoid its development, so that it doesn’t influence the raising of indicated rates.

El ser humano siempre ha puesto su curiosidad e ingenio para mejorar su calidad de vida, siendo la comunicación una de las áreas más destacadas debido a su notable rol socializador. La convergencia de los avances en electrónica, informática y comunicaciones transmutó en la telemática y en la creación de la Internet, que ha interconectado al mundo y todos los ámbitos del acontecer social. La educación, proceso netamente social, ha sido impactada por el advenimiento de la Internet desde la década de los noventa, modificando no sólo el tipo de recursos utilizados en el proceso didáctico de facilitación y adquisición de aprendizajes, por sus dos actores protagónicos: docentes y estudiantes, respectivamente; sino también, la cultura de las instituciones educativas, las cuales como en el caso Venezolano, por imperio de la ley, deben incorporar en su misión y planes de desarrollo organizacional, las Tecnologías de la Información y Comunicación (TIC). Transcurridas dos décadas de haber sido establecido como prioridad el uso de la internet en las instituciones educativas, ergo en las Universidades Venezolanas, en el presente artículo se analizan, bajo la visión de los mundos Popperianos (Popper, 1986), dos instituciones universitarias, una pública y otra privada; para determinar si el uso didáctico de las TIC responde a una expectativa o a una aspiración y si ésta, es personal o institucional. Se evidenció una insatisfacción de la expectativa legal decantada en una aspiración institucional, dada la existencia de una generalizada predisposición negativa de docentes y estudiantes hacia el uso de las TIC como recurso para mediar procesos didácticos en la sociedad actual, lo cual resalta el importante papel del componente afectivo personal, en este caso la afectividad digital (Goncalves, 2015), para el logro de las metas que sobre dicho uso se plantea una institución de educación universitaria.Palabras clave: TIC, Uso Didáctico, Educación Universitaria, Afectividad Digital.Uso Didático das Tecnologias da Informação e Comunicação nas Universidades: aspiração ou expectativa?ResumoO ser humano sempre colocou sua curiosidade e engenho para melhorar sua qualidade de vida, sendo a comunicação uma das áreas mais destacadas devido ao seu notável papel socializador. Education, truly a social process, has been impacted by the arrival of the Internet since the 90s, modifying not only the type of resources used in the didactic process of facilitation and acquisition of knowledge involving their two main protagonists: teachers and students, respectively; but also the culture of the educational institutions, which, in the Venezuelan case, by law, must incorporate in their mission and organizational developing plans, the Information and Communication Technologies (ICT). After two decades of establishing the use of Internet as a priority in educational institutions, mostly in Venezuelan universities, in the present article two higher education institutions are analyzed using the Popperian vision (Popper, 1986): one private and one public; to determine if the didactic usage of ICT responds to an expectation or to an aspiration, and as such, if it is personal or institutional. A dissatisfaction of the legal expectation was evidenced, which turned in an institutional aspiration, due to the existence of a negative and general predisposition of teachers and students towards the use of ICT as resources for the mediation of didactic processes in today’s society, which highlights the important role of the personal affective component; in this case, digital affectivity (Goncalves, 2015) for the accomplishment of goals that a higher education institution has established.Keywords: ICT, Didactic Usage, Higher Education, Digital Affectivity.

The speed of transformation and development in information and communication technologies is an important fact triggering the restructuring process of public administration. The developing countries have become integrated into this process through public administration reform methods presented by international institutions. Transfer of information and communication technologies have become important for modernizing public administration organizations of developing countries and adapting them to the global system. In multilevel governance, use and implementation of the information technologies enabling network structuring between institutions have a particular importance. In this sense, the purpose of this study is to present the process followed by Turkey for adapting information and communication technologies to public administration organization and provision of public services in the frame of a multilevel governance approach.

The “information revolution” has not only transformed the world as we know it, but also its future potential. Information and Communication Technologies (ICT), with their major technological advances, have affected the lives and lifestyles of people across the globe, as well as the way institutions and organizations do business. However, not all outcomes of the spread of information technologies have been positive. A majority of the world’s population, especially those who live in poverty, have been largely bypassed by this revolution. The gap between them and the rest of the world has expanded precisely as a result of the facilitation capacity of these technologies for those who have access to them (Figueres, 2003). The majority of these people are situated in the African continent and other developing countries.

Following an initial euphoria about the power of the information superhighway to provide better access to information and wealth for all, what we have experienced in reality instead is that information and communication technologies have created further inequalities at individual, business, national and international level. To ease the effects of this “digital divide,” policy makers have taken up the role of change agencies, influencing the public in using innovative information technologies. This chapter focuses on the role of these change agencies for technology diffusion and the elimination of the digital divide. It is argued that examining the interest of change agencies and the other stakeholders involved in the diffusion process from a normative perspective can help in the preparation of effective information technology diffusion policies.

This chapter examines the implementation of Information and Communication Technologies (ICTs) as innovative tools and the use of Social Media (SM) by Polish medium and small sized companies. The chapter aims to present the scope and importance of the use of Information Technology (IT) and SM in the process of companies' functioning and management. Presentation of the results of empirical research is another important aim. Companies' assessment of IT tools and SM's effective use as a prerequisite to improve the company performance is also examined. This is an exploratory study based on a sample of 166 southern Polish firms and it adds to the scant literature on firms' internal IT capabilities to support SM. The paper makes a theoretical and practical contribution in that it brings forth the emerging theme of IT resources that small and medium-sized enterprises adapt to their processes. It further examines the SM use from these firms based on the IT technology they implement as a whole. Managerial implications for marketers are provided since findings illustrate the tendency from small and medium-sized Polish companies not to implement ICTs and SM to a full extent and they could further incorporate SM in the firms' advertising and communication campaigns. Limitations and further research are discussed.
