The migration challenges in the aspect of social security and migration policy of Poland

The article describes the theoretical basics, origins and present meaning of Polish migration policy, based on chosen migration statistics. It contains the characteristics of the views of the key experts in the field. It explains the meaning of migration policy and its impact on the so-cial security of the country. The article is based on the statistical data of the immigration of people from Ukraine to Poland in comparison with other countries in the years 2010–2018. The article also explains the meaning of the phenomenon of migration and its influence on the labour market.

AbstractThis chapter discusses the level and quality of social protection granted to legally residing migrant workers in Argentina and national citizens residing abroad in five main policy areas: unemployment, health, pensions, family benefits and guaranteed minimum resources. After an overview of recent evolutions in Argentina’s Social Security and migration policy, we analyze each policy area in order to identify the necessary eligibility requirements for accessing social benefits or services. Our findings show that, in general, the contributory logic prevails over nationality for Social Security benefits. In the case of non-contributory programs, we observe a regime that is generally less generous in quantitative and qualitative terms, and even more restricted for migrants. Despite this, Argentina’s immigration policy is relatively open, especially for migrants from the region, while certain fundamental rights (such as health and education) are guaranteed to all migrants (regardless of their migratory status).

More countries are turning to expert commissions to assess labour market and demo-graphic data to help to answer the fundamental migration questions of how many, from where, and in what status newcomers should arrive. Britain has had a Migration Advisory Commission since 2008, and most US immigration reform proposals include commissions to assess labour market, demographic, and other data to provide advice or set quotas on the number of immigrants and temporary foreign workers admitted.

Unresolved problems of social and economic development of Ukraine, exacerbated by critical negative consequences of military aggression and political instability, are accompanied by deep socio-economic contradictions and aggravation of large-scale social problems. At the same time, the qualitative system of social security, characteristic of the EU, is not formed. As a result, negative phenomena and trends are accumulated in social sphere there that manifest themselves in the critical deformations of social development, with the formation of threats of degradation and depopulation, the increase of environmental problems, deterioration of social structure, weakening of social guarantees of human rights that are evidenced and confirmed by mass and active labour migration of the Ukrainians abroad. Ensuring Ukraine’s social security objectively requires an in-depth study based on a systematic approach, applying EU principles, provisions, practices, and standards. The purpose is to substantiate approaches and means of convergence of social security of Ukraine and the EU and develop recommendations for the improvement of migration policy. Methodology. As the methodological basis of the study, theories of socio-economic growth, modern concepts of institutional and structural economic reforms have been worked out, methods of statistical, structural-functional, and system analysis, grouping have been applied. Results. The imbalances of social security of Ukraine and the EU have been determined according to the following components: labour market and employment of population; reproduction of population and labour potential of the state; migration and food security. Areas of accelerated asymmetry increase in the social development of Ukraine and the EU, which serve as a key factor in “pushing out” the population and high rates of labour migration from Ukraine to the EU Member States, have been identified. Strategic approaches and means of equalizing critical deformations and convergence of the system of social security of Ukraine in the process of integration into the EU have been determined; tools for improving the state migration policy have been developed, which implementation would result in improvement of the systemic and structural characteristics of labour potential migration. Conclusion. The study results obtained represent the existence of significant disparities in key indicators and components of the social security system of Ukraine and the EU. Low level of living standards and social protection of population serves as a factor in increasing the scope of external labour migration and, correspondingly, a critical weakening of human and labour potential of the state. Tools and means of the state policy of convergence of the social security system of Ukraine and the EU should focus on achieving the goal of systemic development of human capital and be implemented in the following directions: ensuring demographic security, upgrading health care system, renovating the quality of education, preserving cultural values, establishing a competitive labour market, improving housing affordability, social infrastructure development, systemic social insurance of population.

From 2007 to 2008 Poland largely liberalised its immigration policy. This process aimed to increase the employment of foreigners in Poland with a view to supplementing the labour market shortages. The article analyses the changes in the scale of foreigners’ employment that took place from 2008 to 2012, using data sourced from the Ministry of Labour and Social Policy and Social Insurance Institution. On this basis, the introduced changes and their effectiveness was assessed. Moreover the article contains recommendations which, if carried into effect, might result in increased effectiveness of Polish migration policy.

Russia encompasses the world’s second-largest migrant population in absolute numbers. This chapter explores the role migrants play in contemporary Russian identity discourse, focusing on the topic that ordinary Muscovites identified as most important during the 2013 Moscow mayoral election campaign: the large number of labour migrants in the capital. It explores how the decision to open up the elections into a more genuine contest compelled the regime candidate, incumbent mayor Sergei Sobianin, to adopt a more aggressive rhetoric on migration than otherwise officially endorsed by the Kremlin. The chapter concludes that the Moscow electoral experiment, allowing other candidates than the regime’s own hand-picked, ‘controllable’ sparring partners to run, contributed to pushing the borders of what mainstream politicians saw as acceptable positions on migrants and migration policy.

Abstract Whether refugees in need of protection should be granted long- or short-term residence permits in the host country upon arrival is a long-standing debate in the migration policy and scholarly literature. Rights-based models of inclusion advocate for secure and long-term residency status arguing that this will provide the foundations for successful inclusion. Responsibilities-based models on the other hand claim that migrants should only be granted such status if certain criteria, such as full-time employment, have been met, again under the belief that such a system will facilitate inclusion into the host society. Using a sudden policy change as a natural experiment combined with detailed Swedish registry data, we examine the effect permanent residency on three measures of labour market inclusion in the short-term. Our findings are twofold. On the one hand, we find that temporary residents that are subject to a relatively less-inclusive situation have higher incomes and less unemployment. However, at the same time, they are less likely to spend time in education than are those with permanent residency. First part title Permanent or Temporary Settlement?
