The presented research identifies scientific schools of cluster development theory. It is substantiated that in the conditions of globalization, the main factor of the structural transformation of the regional economy and further positive structural changes is the innovative susceptibility of the region. This necessitates the rationalization of the regional economy structure based on the active cluster policy and identification of innovation development priorities of the regions, support of the innovative business development as an important component of the structural policy of the region. It is determined that in order to carry out progressive structural changes in the regional economy, it is necessary to conduct an active cluster policy, which increases the investment potential and effectiveness of the interaction of power and business. Based on the potential of the regions of Ukraine regarding their further innovation development, taking into account the cluster approach, which becomes one of the effective instruments for structural transformation of the regional economy, an estimation of the correlation between the volume of the GRP and indicators of innovation development has been conducted. Three groups of regions have been determined for their role in the overall national innovation process. For each of the groups, the respective directions of interregional cluster innovation policy implementation are proposed for achieving the stable development of regional innovation systems.

Abstract This paper aims to develop a coherent vision and detailed methodology of the policy approach that is evoked by the term “smart specialisation strategy” (S3), and to explore and elaborate the requirements and implications in terms of design and implementation that are consistent with that policy concept. As such, the paper addresses the issue of designing an innovation policy whose goal is the creation and development of networks of innovators in order to generate some desired structural changes within the framework of a regional economy.

AbstractDuring 15 years of implementation of the Regional Innovation Strategy of South Moravia, the support of innovative business evolved into a set of interconnected programmes for startups and innovative companies with a potential of growth and foreign expansion. Programmes of the South Moravian Innovation Centre (JIC) facilitate creation and development of technology oriented companies in the region, highly concentrated in prioritised high-tech branches corresponding with specialisation of the regional economy (IT, mechanical engineering etc.). Growth of highly qualified jobs (mainly in R&D) in these companies contributes to the increasing orientation of the region on knowledge intensive branches of economy. Emerging companies supported by the JIC show in average a longer lifespan and growth dynamics than comparable newly established companies in the region without this support. Realisation of the programmes also significantly contributes to building of high quality business environment in the region. Problematic aspects of support to innovative business in the South Moravian Region are linked mainly with poor network of investors able to stimulate faster growth of startups, with low motivation of university students to start their own business or with emerging dichotomy in the support of knowledge intensive businesses concentrated in Brno and insufficiently supported businesses with lower knowledge intensity, also operating in priority branches of the regional economy.

The aim of the work was to evaluate the dynamics of regional innovation development and compare the Russian regions according to their innovation efficiency, used resources, and achieved results. To estimate direct and indirect innovation effects, this study used the data on Russian regions according to variables of the innovative product volume, the share of high-tech products in the gross regional product (GRP) structure, the number of used patents, and investment in innovation activity for 2006–2017. To obtain a representative sample, a cluster analysis was applied as a preliminary step, which made it possible to select a group of regions that were most advanced in terms of their innovative development. Output-oriented data envelopment analysis models were applied for Malmquist Productivity Index calculation. The obtained results indicate the average growth of total factor productivity of regional innovation development over time. The main source of innovative development is largely derived from the economy of scale, while the effectiveness of regional innovation systems is basically increasing through broader resource bases, rather than through its effective utilization. The research findings can be applied to diagnose regional innovation effectiveness, justify public investment in research and development (R & D), and identify the priorities of regional innovation policy for specific regions.

Purpose. The purpose of the article is to present the organizational and economic potential of innovative entrepreneurship in the strategic development of the regional economy. Methodology of the research. The following research methods are used to achieve such purpose: theoretical synthesis, analysis, abstract and logical - to reveal the relationship of entrepreneurship, innovation and strategic development of regions in the context of achieving sustainable development goals; interpretation and comparison - to determine the prospects for increasing the innovative activity of enterprises in the region; tabular and graphical - for a visual presentation of Ukraine's ranking of GII, the dynamics of training highly qualified scientific personnel and the cost of research and development. Findings. It has been established that dreams about the transition of Ukraine from a low-tech resource to a high-tech innovative economy are pinned on innovative entrepreneurship, which ensures qualitative structural changes in the economy in favour of knowledge-intensive types of economic activity. It is substantiated that, unfortunately, Ukraine is inferior to neighbouring states in terms of innovative indicators, taking 30th place among 39 European countries. There is a growing gap between the national economy and European countries. The main indicators of the innovative potential of the regions, which correspond to the trends, of the rating of Ukraine according to the global index of innovations are analysed. The expediency of the formation and development of entrepreneurial regional innovation systems has been determined. Originality. The substantiation of the feasibility of the development of entrepreneurial regional innovation systems, the feature of which is mobility and the ability to quickly and adequately respond to changes in external conditions of functioning, was further developed. Practical value. Proposals substantiated in the research can be used by authorities, educational institutions and business structures for the development of regional innovation systems. In modern conditions of dynamically changing environment, questions about new regional ways of innovative development are being updated. Researches confirm that the innovative development of regions is becoming a significant factor in increasing the competitiveness of the region and the formation of high innovative activity. The purpose of the article is to identify the essence of modern approaches to the management of regional innovative development, that are appropriate in the context of transformational changes and to analyze them. To achieve this goal next following tasks have to be done: to study main methods of managing the regional innovative development; to analyze legal and legislative framework; to analyze statistical indicators of innovative development of the region; to identify regions-leaders and regions-outsiders in Ukraine; to study the concept and essence of Smart Specialization Strategies and the entrepreneurial discovery process in the conditions of the Ukrainian regions’ development. The article discusses the competitiveness and efficiency of innovations in a regional context. These are two interrelated economic categories, reflected in their synergistic effect in various areas of the economic and social life of the regions. Their assessment can be carried out at different levels – regional, national and international levels. Regional competitiveness and efficiency of innovation is the result of comprehensive stakeholder actions at these levels. The article also identifies the main obstacles to the management of regional innovation development and analyzes the regulatory and legal framework for the development of innovations at the regional level. The article also carried out a multifactorial comparative analysis based on statistical data of development indicators to assess the development of regions. Regions-leaders and region-outsiders are defined. The article considers the main effective instruments of innovation policy and the most effective ways of its implementation at the regional level. One of the tool is the Smart Specialization Strategy, which aims to grow economically through a strategy based on localization and stakeholder mobilization at the regional level. The paper also studied the entrepreneurial discovery process, that is a «conceptual pillar» of smart specialization.

Subject. This article examines the theoretical and practical aspects of the implementation of industrial policy and the structural transformation of the manufacturing industry in St. Petersburg. Objectives. The article aims to justify the priority of the industry-based approach to industrial policy in St. Petersburg and determine its effectiveness by highlighting the factors of structural transformation of the city's manufacturing industry using the Shift-Share Analysis method. Methods. For the study, I used logical, statistical, and factor analyses. Results. Based on shift-share analysis, the study highlights positive results of industrial policy in the development of certain industries in St. Petersburg, as well as those industries that require further development of urban industrial policy. Conclusions. Despite the fact that the industry of St. Petersburg as a whole has become more stable, problems in the development of mechanical engineering and production of computers, electronic and optical products have not yet been solved.
