I argue that if science is to be a public good, it must be made one. Neither science nor any other form of knowledge is naturally a public good. And given the history of science policy in the twentieth century, it would be reasonable to conclude that science is in fact what economists call a ‘club good’. I discuss this matter in detail in two contexts: (1) current UK efforts to create a version of the US DARPA that would focus on projects of larger, long-term societal interests – i.e. beyond the interests of the academic specialities represented in, say, the US NSF; (2) what I call the ‘organized hypocrisy’ involved in presenting science as a public good through the so-called ‘peer review’ process.

Here I survey a sample of the essays and reviews on the sciences of the long eighteenth century published in this journal since it was founded in 1969. The connecting thread is some historiographic reflections on the role that disciplines—in both the sciences we study and the fields we practice—have played in the development of the history of science over the past half century. I argue that, as far as disciplines are concerned, we now find ourselves a bit closer to a situation described in our studies of the long eighteenth century than we were fifty years ago. This should both favor our understanding of that period and, hopefully, make the historical studies that explore it more relevant to present-day developments and science policy. Big Tech has flourished on the US public markets in recent years with numerous blue-chip IPOs, from Google and Facebook, to new kids on the block such as Snap, Zoom, and Airbnb. A key trend is the burgeoning use of dual-class stock. Dual-class stock enables founders to divest of equity and generate finance for growth through an IPO, without losing the control they desire to pursue their long-term, market-disrupting visions. Bobby Reddy scrutinises the global history of dual-class stock, evaluates the conceptual and empirical evidence on dual-class stock, and assesses the approach of the London Stock Exchange and ongoing UK regulatory reforms to dual-class stock. A policy roadmap is presented that optimally supports the adoption of dual-class stock while still protecting against its potential abuses, which will more effectively attract high-growth, innovative companies to the UK equity markets, boost the economy, and unleash the true potential of 'founders without limits'.

What constitutes modern Mexico? Is there a clear distinction between the historic and modern Mexico City? And if there are, does this distinctions hold up throughout the twentieth century, when what is apparent is a mix of legacies coexisting overtime? This chapter discusses the semiotics of history and modernity. It discusses the struggle of the Mexico City to find its own image including its struggle to preserve historic buildings amidst the differing political alliances that either promote change or preserve the past. However, past is not a single entity, hence if the preservation of the rich history of Mexico is pursued, the question arises as to what periods of history represented in the city are to be favoured in its future development. In this chapter, the focus is on the paradoxes of the Torre Bicentenario and on the pressures to preserve Mexico’s past, the ways they have been juxtaposed against the plans for its future and how the balance of these views has shifted over time. It determines the key actors and the institutions who have embraced history as opposed to progress, identifies the set of forces that dominated in the city’s twentieth-century history, and assesses the long-term implications of the shifting balance for the social, spatial and built environmental character of the city. The chapter ends with a discussion on the current role played by the cultural and historical authorities in determining the fate of the city.

There are many precedents for long-term research in the history of science. Long-Term Ecological Research (LTER) program’s current identity reflects significant change—intended and accidental, both consensual and conflictual—from research concerns that were prevalent in the 1980s. LTER program has pioneered modes of research organization and professional norms that are increasingly prominent in many areas of research and that belong to a significant transformation in the social relations of scientific research. The essays in this volume explore the impact of the LTER program, a generation after its founding, on both the practice of ecological science and the careers of scientists. The authors have applied the agenda of long- term scrutiny to their own careers as LTER researchers. They have recognized the LTER program as distinct, even perhaps unique, both in the ways that it creates knowledge and in the ways that it shapes careers. They have reflected on how they have taught (and were taught) in LTER settings, on how they interact with one another and with the public, and on how research in the LTER program has affected them “as persons.” A rationale for this volume is LTER’s distinctiveness. In many of the chapters, and in other general treatments of the LTER program, beginning with Callahan (1984), one finds a tone of defensiveness. Sometimes the concerns are explicit: authors (e.g., Stafford, Knapp, Lugo, Morris; Chapters 5, 22, 25, 33, respectively) bemoan colleagues who dismiss LTER as mere monitoring instead of serious science or who resent LTER’s independent funding stream. But more broadly, there is concern that various groups, ranging from other bioscientists to the public at large, may not appreciate the importance of long-term, site-specific environmental research. Accordingly, my hope here is to put LTER into several broader contexts. I do so in three ways. First, to mainstream LTER within the history of science, I show that the LTER program is not a new and odd way of doing science but rather exemplifies research agendas that have been recognized at least since the seventeenth century in the biosciences and beyond.

By mid-twentieth century, a working consensus had been reached in the linguistics community, based on the great achievements of preceding years. Synchronic linguistics had been established as a science, a “taxonomic” science, with sophisticated procedures of analysis of data. Taxonomic science has limits. It does not ask “why?” The time was ripe to seek explanatory theories, using insights provided by the theory of computation and studies of explanatory depth. That effort became the generative enterprise within the biolinguistics framework. Tensions quickly arose: The elements of explanatory theories (generative grammars) were far beyond the reach of taxonomic procedures. The structuralist principle that language is a matter of training and habit, extended by analogy, was unsustainable. More generally, the mood of “virtually everything is known” became “almost nothing is understood,” a familiar phenomenon in the history of science, opening a new and exciting era for a flourishing discipline. This article presents a case study of institutional trends in a psychiatric institution in British India during the early twentieth century. It focuses on mortality statistics and long-term confinement rates as well as causes of death. The intention is two-fold: first, to provide new material that potentially lends itself to comparison with the few existing institutional case studies that have explored this particular period; second, to highlight some of the problems inherent in the status of the statistics and the conceptual categories used, and to consider the challenges these pose for any intended comparative and transnational assessment. Furthermore, it is suggested that historians working on the history of western institutions ought to look beyond the confining rim of Eurocentric self-containment and relate their research to other institutions around the world. It is important for social historians to abstain from uncritically reproducing hegemonic histories of the modern world in which western cultures and nations are posited by default as the centre or metropolis and the rest as peripheries whose social and scientific developments may be seen to be of exotic interest, but merely derivative and peripheral.

The concept of fragility provides an alternative means of approaching the history of democracy, which has often been seen as the ineluctable consequence of Europe’s social and political modernisation. This is especially so in Scandinavia, as well as in Finland, where the emergence of a particular Nordic model of democracy from the early decades of the twentieth century onwards has often been explained with reference to embedded traditions of local self-government and long-term trends towards social egalitarianism. In contrast, this article emphasises the tensions present within the practices and understandings of democracy in the principal states of Scandinavia during the twentieth century. In doing so, it provides an introduction to the articles that compose this Special Issue, as well as contributing to the wider literature on the fragility of present-day structures of democracy.

Although maybe not the most fashionable area of study today, French science has a secure place in the classical canon of the history of science. Like the Scientific Revolution and Italian science at the beginning of the seventeenth century, French science, particularly eighteenth-century and early nineteenth-century French science, remains a safe, albeit conservative, bet in terms of history-of-science teaching and research. The classic trope of the passage of the flame of European science from Italy to Britain and France in the seventeenth and then eighteenth centuries is well established in overviews of the field. Specializing in research in this area is not, therefore, unreasonable as a career choice if you are aiming for a history-of-science position in Europe or even in the US. The Académie (royale) des sciences, with its state-sponsored model of collective research, provides a striking counterpoint to the amateur, more individualistic functioning of London's Royal Society – a foretaste of modernity in the institutionalization of science. Clearly naive, such a representation of French science serves as a good initial framework on which to hang half a century of critical historical research. If proof of the continued interest for eighteenth-century French science is needed, we can cite the Web-based project around Diderot and d'Alembert's Encyclopédie currently in progress under the auspices of the French Academy of Sciences. The large number of publications in the history of French science (in English as well as French) make it unreasonable to pick out one or two for special attention here. But what about history of science in France and the academic community that practises this discipline today? Here, I offer a very personal view and analysis of this community, trying to underline contrasts with the history of science in the UK and the US.

This article seeks to place Falun Gong - and the larger qigong movement from which it emerged - into the long-term context of the history of Chinese popular religion from the midMing (1368-1644) to the present. The argument developed is that Falun Gong and qigong are twentieth-century elaborations of a set of historical popular religious traditions generally labeled by scholars as "White Lotus Sectarianism." This article attempts both to look forward at the Falun Gong from a perspective informed by an understanding of its historical antecedents, and to look backward at the historical traditions on the basis of what we know about Falun Gong and qigong. The ultimate objective is to arrive at a recharacterization of a popular religious phenomenon which has been incompletely understood.

The production of big pictures is arguably the most significant sign of the intellectual maturity of a field. It suggests both that the field's broad contours, refined over several generations of scholarship, enjoy the approval of practitioners, and that audiences exist with an interest in or need for overviews. The situation is somewhat more complicated in the history of science, since the existence of big historical pictures precedes that of a well-defined scholarly field by about two centuries. Broadly conceived histories of science and medicine were being written in the eighteenth century, when such an all-encompassing vision was central to the claims about the progress of knowledge upon which Enlightenment ideologues set such store. The Plato to Nato style histories, characteristic of the earlier twentieth century, were written largely by isolated pioneers, and while these were used in teaching as the field was becoming professionalized, recent scholars have preferred to concentrate on a monographic style of research. Despite the existence of the series started by Wiley, and now published by Cambridge University Press, it is only in the last ten years or so that more conscious attempts have been made to generate a big-picture literature informed by new scholarship. It is noteworthy that most of this is addressed to students and general readers, although there is no logical reason why it should not tackle major theoretical issues of concern to scholars. My point about maturity still holds, then, since as a designated discipline the history of science is rather new; it is still feeling out its relationship with cognate disciplines. Big-picture histories have an important role to play in these explorations since they make findings and ideas widely available and thereby offer material through which ambitious interpretations can be debated, modified and transformed.
