In October 2016, the University of Colorado-Boulder (CU Boulder) and the Government Publishing Office (GPO) signed the nation’s first Preservation Steward Memorandum of Agreement (MOA). CU Boulder, the Regional Federal Depository for the state of Colorado, has pledged to retain and preserve three large collections of legislative history: the U.S. Congressional Serial Set, the bound Congressional Record, and Congressional Hearings. In turn, GPO will cover shipping costs to fill collection gaps and facilitate communication between CU Boulder and other libraries that plan to withdraw large runs of relevant documents. The purpose of this article is to provide a historical context for the Preservation Steward agreement, describe how CU Boulder implemented the MOA, and encourage other depository libraries to become Preservation Stewards.

In the second half of the nineteenth century, the nature of the national policy of Russia is significantly changing. After the events of 1863 in Poland (the Second Polish uprising), the government of Alexander II gradually abandoned the dominant idea of ​​anathematizing, whose essence is expressed in the domination of the principle of serving the state, the greatness of the empire. The tsar-reformer deliberately changes the policy of etatamism into the policy of state ethnocentrism. The manifestation of such a change is a ban on teaching in Polish (1869) and the temporary closure of the University of Warsaw. At the end of the 60s, the state's policy towards a five million Russian Jewry was radically revised. The process of abolition of restrictions on travel, education, place of residence initiated by Nicholas I, was provided reverse.

The author investigates and analyzes the state Chernivtsi National University during the Romanian period in Bukovina’s history. During that period in the field of education was held a radical change in the direction of intensive Romanization. In period of rigid occupation regime in the province, the government of Romania laid its hopes on the University. The Chernivtsi National University had become a hotbed of Romanization ideas, to ongoing training for church and state apparatus, to educate students in the spirit of devotion Romania. The Alaska Marine Highway System's new Ocean Class RoRo passenger vessel, now under construction at Halter Marine, Inc., is the first large ocean and SOLAS certificated passenger vessel designed and built in the U.S. since the S.S. United States in 1952 and the smaller Alaska ferry M/V Tustumena in 1963. The vessel, M/V Kennicott, is the result of an innovative designand-construct procurement process employed by the State of Alaska under a special experimental program sanctioned by the Federal Highway Administration. This paper aims to elucidate that process and introduce the resulting design. Some historical background is given as well as a discussion of challenges facing publicly owned North American ferry systems and lessons learned in the course of this endeavor.


Primary and secondary schools were hard hit by the war, with a dearth of supplies and trained teachers. Many colleges and universities, vacated by men off to war, would have had to close were it not for the U.S. military training units at the schools. Each institution in the state had some sort of government activity on their campuses, but the preeminent center was the Navy Pre-Fight School at UNC-Chapel Hill, where two future presidents of the United States, George H. W. Bush and Gerald Ford trained.

Alamán’s internal self-exile in Mexico City, when he hid for nearly two years only to emerge in 1834, is discussed in as much detail as is possible for a largely undocumented episode. Having left the government along with the other ministers during 1832, he was being pursued by agents of the state and political enemies to stand trial before a congressional grand jury for his involvement in the judicial murder of Vicente Guerrero. The chapter also discusses his cordial relationship with the U.S. envoy who replaced the recalled Joel Poinsett, Anthony Butler. The fall of the Anastasio Bustamante government to an uprising led by Santa Anna is narrated, along with Alamán’s eventual trial, his spirited defense of himself, the intervention of Carlos María de Bustamante (not the president) on his behalf before the Supreme Court, and the ex-minister’s exoneration at the hands of President Santa Anna.

The first BSE case in Japan was found in 2001. The BSE risk in Japan was small and the measures taken by the government successfully prevented the spread of BSE. However, because consumers did not have accurate information, they did not trust the government and refused to consume beef. Based on the lessons learned, the government enacted the Food Safety Basic Act in 2003, and risk communication in the food field was started. In 2003, the first BSE case was found in the U.S. that were supplying nearly one third of the beef consumed in Japan, and the government banned beef import from the U.S. The BSE risk in the U.S. was also small and it was possible to resume imports of beef after the appropriate measures. Despite the government efforts of risk communication, consumers rejected the resumption of imports. In 2011, food was contaminated with radioactive substances discharged from the Fukushima Daiichi nuclear power plant. Although government eliminated the contaminated food from the market, some consumers rejected all of the agricultural products of the Fukushima region, again a failure of risk communication. Here, the current situation and problems of the risk communication in Japan will be described.

This article discusses several legal and economic problems in the process of globalization of higher education in Kazakhstan. To date, the Government of Kazakhstan has issued a resolution on the transformation of 25 national and state universities into non-profit joint-stock companies, as well as amendments to the Civil Code and other current legislation. As a result of this study, it has been found that the concept of a non-profit joint-stock company was first used in Kazakhstan and contradicted the institution of legal entities in civil law. Such changes and amendments in civil law are an unprecedented phenomenon in the legal systems of the Commonwealth of Independent States (CIS) countries. There is also a risk that the transfer of higher education institutions to non-profit joint-stock companies may become the legal basis for the illegal privatization of public universities. The authors suggest that the privatization of higher education institutions has been detrimental to the state, and that reform should be addressed based on administrative and legal considerations and through improved university governance models. The modernization of the governance model of public universities according to modern requirements is beneficial to the state and society. The study analyzes the relationship between the university and its stakeholders based on Freeman’s Stakeholder theory. It also identifies deficiencies in legislation that impede the establishment of partnerships between the university and industrial companies and suggests ways to address them.

As universities recognize that an entrepreneurial education is an enabler, entrepreneurship is increasingly recognized as higher education's ally. Today, more than 5,000 entrepreneurship courses are offered in over 2,000 college and universities in the United States (U.S.) (Kauffman, 2009). Entrepreneurship education is extending beyond its traditional business school offerings to engineering, arts, and sciences schools as educators develop specialized, experiential content most relevant to their student populations. The Maryland Technology Enterprise Institute (Mtech), a unit of the A. James Clark School of Engineering at the University of Maryland, is a global leader in entrepreneurship education (Barbe, Green, & Chang, 2010). Mtech's award-winning programs are being replicated throughout the U.S. and abroad to serve entrepreneurial students in pursuit of new ventures. Mtech's entrepreneurship courses and programs have more than 1,000 student enrollments annually. This chapter introduces Mtech's approach to entrepreneurship education, defines the inner workings of Mtech's entrepreneurship education initiatives, and discusses best practices and lessons learned.

Colima is a state that has excellent physical and economic resources that can contribute to its development and immediate growth, however, there was no diagnosis that gathered the main economic vocations of the municipalities. In this sense, the University of Colima, through the School of Economics, raised the possibility of conducting a thorough investigation to determine the current status of the spatial, natural, environmental and infrastructure resources of the 10 communes of the entity, with the object of being identified in a spatial system or electronic platform, in which they can be visualized, updated and interpreted, according to the needs of the Government of the State of Colima and in particular, of the user sector, coordinated by the Ministry of Economic Development of the Government of the State of Colima. The chapter shows the methodology used for the preparation of the economic vocational study, the indicators and data, the planned goals and the objectives, as well as the problems that were faced and solved and the methodological decisions and if justification.
