This article discusses several legal and economic problems in the process of globalization of higher education in Kazakhstan. To date, the Government of Kazakhstan has issued a resolution on the transformation of 25 national and state universities into non-profit joint-stock companies, as well as amendments to the Civil Code and other current legislation. As a result of this study, it has been found that the concept of a non-profit joint-stock company was first used in Kazakhstan and contradicted the institution of legal entities in civil law. Such changes and amendments in civil law are an unprecedented phenomenon in the legal systems of the Commonwealth of Independent States (CIS) countries. There is also a risk that the transfer of higher education institutions to non-profit joint-stock companies may become the legal basis for the illegal privatization of public universities. The authors suggest that the privatization of higher education institutions has been detrimental to the state, and that reform should be addressed based on administrative and legal considerations and through improved university governance models. The modernization of the governance model of public universities according to modern requirements is beneficial to the state and society. The study analyzes the relationship between the university and its stakeholders based on Freeman’s Stakeholder theory. It also identifies deficiencies in legislation that impede the establishment of partnerships between the university and industrial companies and suggests ways to address them.

A reduction in the budgetary financing of the activities of universities is observed in the Republic of Belarus. The need to find alternative sources of funding arises. In particular, the mechanism of public-private partnership is proposed to be used for financing. Tasks of higher education institutions and business in the field of higher education are presented. Forms of public-private partnership for the educational sphere are considered: partnership, non-profit organization (partnership, foundation), use of contracts as administrative contracts.

Privatisation of higher education is a global trend. There is an increasing demand for higher education due to the nature of work and economy today, and public universities and colleges cannot meet the demand with their limited financial resources from the government. Private higher education institutions (PHEI) seem to be the most attractive alternative to public universities and colleges in opening greater access to higher education. Malaysia is no exception, having about 25 private universities, 22 private university colleges and 410 private colleges and institutes. About a fourth of these PHEIs are Islamic institutions going by the name of the institutions or their ownership. However, private higher education institutions have their own issues and challenges. The most serious of them are preserving the philosophical goal of a balanced and integrated education despite market demands and sustaining its operation financially amidst a competitive environment. Yet, there are several opportunities for Islamic PHEIs especially in terms of international collaboration and exchanges. This article is an attempt to examine these issues and challenges or opportunities.

The paper is devoted to identifying patterns of activity of Russian universities in the national innovation ecosystem. Decisions on the development of innovative activity, effective commercialization and implementation of scientific developments are substantiated in strategic documents of state development. In fact the level of innovative security of a country, the state of protection of national interests of the state from internal and external threats arising from the conditions of innovative development, depends to a large extent on the success of the implementation of scientific and development projects. The leading higher education institutions are entrusted with the task of becoming centers of regional innovation ecosystems, transforming universities into active participants of socio-economic and innovative development. Official statistics on national research universities of the Russian Federation have been used in order to identify patterns of the activity of higher education institutions in this area. An analysis of the changes in the analyzed indicators has made it possible to single out universities that implement the most promising models of scientific activity management in terms of world experience. These are primarily universities for which there is a positive relative increase in indicators of total R&D, the share of extra-budgetary funds in university income from R&D, and the share of income from R&D in total income. It has been established that the current stage of development of universities is characterized by the presence of both competitive advantages and challenges that form the features of their modernization. The response to the challenges should be the creation of a business model of the University 4.0 activity which includes new technologies, products and services that are in demand in the country.

AbstractThis article intends to illustrate the “academization” of ‘Universidad Varacruzana’ as one of the most significant changes taking place in our Institution. A change that has laid the foundations of the transition from a (traditionalist) teacher-centred model to a modern university. To achieve this goal we analyse some essential indicators such as: the total number of full-time professors (FTP) fullfilling the required PROMEP (Program for the Improvement of University Professors) indicators, members of the National Researchers System (SNI) and the National Systems of Creators (SNC). This analysis provides an overview of the institution and shows the gaps per academic areas and per regions or campus (our University has several different campuses along the State of Veracruz), which provides evidence of the process and the rates in which the professors of the University have completed their enabling processes. This article will not only allow for visibilizingthe differentiated evolution of ‘Universidad Veracruzana’, but also contributes to a clear understanding of the position of our university at the national level  with regard to other Higher Education Institutions. The challenges are viewed in two different scenarios: at the interior of the university and in comparison to other institutions.  Recibido: 03 de julio de 2012Aceptado: 05 de noviembre de 2012

This article is an attempt to examine these issues and challenges or opportunities. The Muslim world’s significant contribution to the development of world civilisation deserves further investigation. History’s leading Muslim empires all assumed momentous responsibilities in adapting Islamic civilisation to changing times. The author argues that researching and studying the input of their intelligentsias and elites would be a necessary requirement for any Islamic ‘renaissance’. Western civilisation, often presented as the only civilisation that has enabled the world to progress, ignores the contributions of all other civilisations. This article underlines the significance of Islamic civilisation by exploring the Muslims’ reawakening process and humanity’s need for a new world system, one that reflects Islamic civilisation’s understanding and practice of ontological freedom, security, and human rights.

Background: Health problems that arise today are results of unhealthy lifestyle. As an effort to overcome these problems, the government launched the Healthy Living Movement (Germas) involving several approaches. This research aims to study the description of knowledge and promotion media about Germas among academics in higher education institutions. Methods: This is a qualitative research that aims to understand a social phenomenon. Research respondents were academics belonging to the groups of department heads, lecturers, academic staff, students, and canteen personnel. The study was conducted from February to April 2019.Results: Results of this research show that Germas related activities have been partially carried out in the university. Meanwhile, results from the health college and the health polytechnic indicate that Germas related activities are better implemented. They are better integrated with the Germas itself as a whole. Conclusions: Knowledge of Germas among academics in higher education institutions is adequate. This is even better for the case of the health college and health polytechnic in which information about health is disseminated routinely via both formal and informal forums. On the other hand, academics from the university obtain more health information about health from external sources.
