Implemented as a way to host open-access journals, the University of Nevada Las Vegas (UNLV) Libraries institutional repository (IR) expanded into collecting other researcher-created materials, a process that did not always include clear metadata and descriptive guidelines. Series-specific settings, unclear field definitions, and other varying practices created an inconsistent bibliographic database, however, and the unclear field definitions and lack of thorough internal documentation pointed to issues that would need to be addressed if the Libraries wanted to reliably share its IR metadata with its discovery layer and external harvesters and aggregators. To resolve this problem, UNLV undertook a metadata review intended to reconcile the fields used and provide recommendations on vocabularies and standards for capturing metadata. Through a collaborative, iterative process, the Metadata Review Team suggested and implemented changes to the IR’s metadata structures, in consultation with vendor support, resulting in improved descriptive policies for IR resources.

O artigo discute o projeto de criação e implantação do Repositório Institucional da Universidade Federal do Tocantins, RIUFT. O objetivo é agrupar, armazenar, organizar, preservar, recuperar e divulgar a produção científica e acadêmica da UFT com vistas à gestão da informação cientifica, aumentando a visibilidade e o prestígio da instituição em âmbito nacional e internacional. Busca disponibilizar à comunidade universitária um espaço para armazenar e preservar a informação produzida na Instituição e ao mesmo tempo promover a transparência dos gastos públicos e apoio às atividades de pesquisa e criação do conhecimento científico no âmbito da UFT. A implantação do RIUFT será mediante adesão ao edital do Ibict, e será desenvolvido em duas fases: planejamento e implementação. Este estudo aborda também um histórico das ações implantadas pelo Ibict em prol do movimento de acesso livre ao conhecimento científico, bem como uma breve revisão de literatura sobre a sociedade do conhecimento e as tecnologias de informação e comunicação. Como técnica de pesquisa, adotamos uma abordagem qualitativa, utilizando-se de revisão bibliográfica e pesquisa exploratória. O método de coleta de dados adotado foi a partir de informações fornecidas pela universidade e seus programas de pós-graduação. Palavras-chave: Repositório Institucional; Comunicação científica; Acesso aberto. ABSTRACTThe article discusses the project of creation and implementation of the Institutional Repository of the Federal University of Tocantins, RIUFT. The goal is to gather, store, organize, preserve, retrieve and disseminate scientific and academic production of UFT with a view to the management of scientific information, increasing the visibility and prestige of the institution in the national and international levels. Search available to the university community a space to store and preserve the information produced in the institution and at the same time promoting the transparency of public spending and support for research activities and creation of scientific knowledge within the UFT. The implementation of RIUFT is through adherence to Ibict the notice, and will be developed in two phases: planning and implementation. This study also addresses a history of actions implemented by Ibict in favor of open access movement to scientific knowledge as well as a brief literature review of the knowledge society and information and communication technologies. As a research technique, we adopted a qualitative approach, using literature review and exploratory research. The director of libraries conceived of Yeshiva University’s institutional repository (IR) in 2018 in part as a cost-effective alternative to Digital Measures, a scholarly productivity tracking program used to determine faculty eligibility for tenure. It was mandated in Yeshiva University’s first Strategic Plan 2016-2010, under Strategic Imperative 2: Advance Faculty Development and Excellence in Teaching and Research. The IR would be a secure, prestigious, university-sanctioned platform for showcasing, documenting, and sharing intellectual output across the globe. It was important that most of the work would be open access, with accompanying Creative Commons Non-Commercial No-Derivatives licenses. In addition to faculty, undergraduate and graduate students would be given a platform to self-archive their intellectual output. Both faculty and students would have the option to opt-out from making their work public, or at least limiting the visibility to the university public only.

Open access publications are those where following the publication itself, the publishers allow anyone to access the article or publication to read, or download without any restriction. It is believed that publishing in open access journals can increase the visibility of the publication, although uncertainties prevail. In a bid to improve the PBRF ratings, the College research committee in its monthly meeting agreed to organise an Open Access Seminar in the college. The seminar was organised on 4th of June, 2015, Thursday. Four speakers were identified. They were: Peter Lund and Anton Angelo from the University of Canterbury Central Library and Researcn Unit, Peter Binfield from PeerJ, and Viriginia Barbour from Australian Open Access Support Group. The topics of the seminar included a brief introduction to open access publishing and the state of the scenario in NZ and Australia and exploration of the issues around green and gold open access, and future directions as to what can be done to increase participation in open access. The seminar was also designed to be an open to all, and free flowing discussion. This seminar followed a format of webinar and on the spot presentations, questions and answers. A web based page was set up using the openly accessible Adobe Connect "room" where participants could connect even if they were not able to attend in person. Dr Binfield and Barbour were overseas speakers and they connected using the webinar (Adobe Connect). Mr Lund and Angelo were local speakers and they came to the meeting hall directly and spoke. A resource website was set up and the event was recorded for later viewing. The event was publicised across the university and through online channels. About 30 individuals attended the meeting in person, and ten participants joined online. Mr Lund introduced the concept of open access at the University of Canterbury, and introduced the concepts of gold and green open access; Mr Angelo introduced the concepts of creative commons, and Drs Binfield and Barbour discussed models of open access and the situation in Australia. The floor was open for questions, and clarifications and discussions from the audience participation. Key takeaway lessons from the seminar included: at the University of Canterbury, scholars are active in publishing in Open Access channels; green open access is popular in Australia and in New Zealand; newer channels and novel publishing models uitlising the Open Access formats are emerging and becoming popular; while some reservations about quality in open access exist, quality of peer review in OA journals were at par.

See video of the presentation.In 2013 The University of Bergen established a publication fund to cover the costs for publishing Open Access. The fund covers Article Processing Charges (APC) in both Open Access journals and hybrid Open Access in subscription journals. The publication fund at The University of Bergen is one of few in Norway that includes support for hybrid Open Access. The hybrid model is controversial because the publisher receives income twice for the same article, first through APC and then through subscriptions.The arguments for including hybrid were: (1) there are more journals to choose from, hence giving more researchers the opportunity and initiative to publish Open Access. (2) the quality issue of Open Access journals. The University believed that by including hybrid more articles would be published Open Access in renowned journals. This because a larger percentage of hybrid journals are registered on level 2 in the Norwegian System for defining quality of publication channels.The fund has been a success in so far that it has led to an increase in Open Access articles in high quality journals, also within research fields that traditionally do not publish Open Access. The fund has granted applications for almost 9 million NOK. Of a total of 437 granted applications, 278 (64 %) are articles in hybrid journals. 103 articles (24 %) have been published on level 2; 11 in Open Access-journals and 92 hybrid.When it comes to research field, the results show that about 90 % of granted applications come from researchers within medicine, psychology and the natural sciences, including many fields that already have a tradition for publishing their research Open Access. The fund has only led to a slight increase in Open Access publishing with APC within the humanities, social sciences and law.Researchers are happy with hybrid publishing because they are able to continue publishing in the same journals as before. It is also the case that support of hybrid publishing results in more Open Access articles in high quality journals according to the Norwegian system. Yet, support for hybrid publishing has so far not altered which research fields that publish Open Access, although there has been an increase of Open Access publications within all faculties.Our presentation will form a basis for discussing a number of questions pertaining to the hybrid model: What have the academic and economic consequences of the hybrid model been? Do all researchers at the University have the same opportunity to publish their research Open Access? Has support of hybrid lead to more Open Access in renowned publication channels?The University has appointed a group to evaluate the publication fund and recommend if and how it shall continue. Will the fund continue to support hybrid after the trial period ends in 2015?

KU Leuven has been supporting Green OA through its institutional repository Lirias for many years already. As it is clear, however, that Green OA provides only part of the solution for the crisis in scholarly communication, the university was looking to intensify its efforts to maximize exchange, collaboration and innovation thanks to the dissemination of scholarly results. This led to the establishment of the KU Leuven Fund for Fair Open Access in March 2018. This fund initially provided financial support for the production costs of OA monographs published by Leuven University Press as well as for the production costs of articles published in OA journals, on the condition that these journals are published according to the Fair OA model and maintain the highest academic standards. As of 2019, the scope of the fund was broadened to include financial support to non-commercial publishing initiatives and infrastructures in general. This poster briefly presents the KU Leuven Fund for Fair OA and details which articles, books, initiatives and infrastructures are supported during the first two years of operation. It also discusses the future of the fund and how it ties in with the open scholarship roadmap within KU Leuven.

The University of Glasgow Library is continuously developing space and services to meet the need of students and researchers in an evolving higher education landscape. We are an evidence-based organisation and have used tools such as ethnography, surveys and focus groups to understand how users interact with the physical and virtual library. We have also introduced new roles and created new partnerships across the University, particularly in the context of the United Kingdom Government’s policy on open access and funder requirements for the management of research data. This paper will focus on how the University of Glasgow Library is adapting to both the dynamic scholarly communications environment and the demands of our national research exercise and evidence from users and changing student needs. Every six years in the UK, there is a national research assessment exercise called the Research Excellence Framework (REF) and measurement of the performance of research outputs is a key part of that exercise. From 1st April 2016, in order to be eligible for the next REF, the accepted final version of journal articles and conference proceedings must have been deposited into an institutional repository within three months of the date of acceptance and made open access. Many research funders, such as the Wellcome Trust, also have policies on open access. The Library, in close partnership with the University’s Research Office, has taken the lead in publicising these policies to ensure that researchers are aware of their responsibilities. It has also developed new functionality in Enlighten, our institutional repository service to support compliance. In 2015, the Library commissioned an in-depth ethnographic study to help us more readily understand the changing needs of students and how they use library space. An overview of the results of this work and our next steps will demonstrate how we are “enabling progress”.

This article discusses about access policy to institutional repository in State University of Malang Library. This study aims to analize access policy and accessibility to institutional repository, barriers to adoption of open access, as well as the views of stakeholders to open access institutional repository. The method used is the case study method with qualitative approach. Data was collected by observation, interviews, and document analysis. The result shows that the resistance and disagreement among the stakeholders toward open access institutional repository affect the access policy and accessibility to institutional repository. In protecting academic work, access restrictions which is explicitly does not have legality is applied. The access restriction affects users and visibility of institution. It generates complaints from library users most of whom are digital generation. The restriction also declines the university rank in Webometrics.

This article discusses the changes to overall goals, direction, and services that were made to two library publishing programs at University A and University B when they were no longer able to grow their programs due to an inability to hire additional staff and COVID-19-instigated staff reassignments. Description of Programs University A's publishing program grew out of its institutional repository, and, at its peak, published 7 open access journals. In addition, University A's Libraries founded a University Press in 2016, which has published 6 books as of 2021. University B's publishing program began publishing open access journals in 2008, and it has grown to include over 20 journals. Lessons Learned Both University A and University B's publishing programs have faced scalability and sustainability issues, which were further exacerbated by COVID-19. The focus of our library publishing programs, as well as many others, has been on continual growth, which is not sustainable without the ability to hire additional staff or allocate staff time differently. We argue that standardizing services as well as creating a business plan can help ensure publishing programs are sustainable and scalable. Next Steps We hope to begin a conversation among library publishers about acknowledging limits and creating achievable definitions of success outside of continual growth.

Abstract Objectives – This exploratory research seeks to broadly understand the publishing behaviours and attitudes of faculty, across all disciplines, at the University of Saskatchewan in response to the growing significance of open access publishing and archiving. The objective for seeking this understanding is to discover the current and emerging needs of researchers in order to determine if scholarly communications services are in demand here and, if so, to provide an evidence-based foundation for the potential future development of such a program of services at the University Library, University of Saskatchewan. Methods – All faculty members at the University of Saskatchewan were sent personalized email invitations to participate in a short online survey during the month of November 2012. The survey was composed of four parts: Current Research and Publishing Activities/Behaviours; Open Access Behaviours, Awareness, and Attitudes; Needs Assessment; and Demographics. Descriptive and inferential statistics were calculated. Results – The survey elicited 291 complete responses – a 21.9% response rate. Results suggest that faculty already have a high level of support for the open access movement, and considerable awareness of it. However, there remains a lack of knowledge regarding their rights as authors, a low familiarity with tools available to support them in their scholarly communications activities, and substantial resistance to paying the article processing charges of some open access journals. Survey respondents also provided a considerable number of comments – perhaps an indication of their engagement with these issues and desire for a forum in which to discuss them. It is reasonable to speculate that those who chose not to respond to this survey likely have less interest in, and support of, open access. Hence, the scholarly communications needs of this larger group of non-respondents are conceivably even greater. Conclusion – Faculty at the University of Saskatchewan are in considerable need of scholarly communications services. Areas of most need include: advice and guidance on authors’ rights issues such as retention of copyright; more education and support with resources such as subject repositories; and additional assistance with article processing charges. The University Library could play a valuable role in increasing the research productivity and impact of faculty by aiding them in these areas.

Located in Lyon, France, the Jean Moulin Lyon 3 University is home to 30 000 students in law, management and humanities, around 600 academic staff and 18 research units. A dedicated research support team was implemented within the University library in 2015, to promote open access to their results. In 2017, answering to requests expressed by researchers to be helped in their online publishing, the library launched an in-house incubator for open access journals in social sciences and humanities. Staff from the research units was offered an open access standard-compliant publishing platform, technical and editorial assistance, training for publications, and program to have the backlog of issues addressed.The journal incubator raison d’être is to allow the University’s research to be available on an open access basis, to reinforce good open access journal publishing practices among research units and to improve the overall visibility of the research produced by Jean Moulin Lyon 3 researchers. The project quickly gathered momentum: two other higher educational institutions have approached the library to see if they could publish on the platform, thus expanding its role beyond the limits of its parent institution. The project played an instrumental role in forming, in late 2018, a network of French incubators and publishing platforms in social sciences and humanities. Named REPÈRES, the network promotes sharing good practices among public-funded open access publishers. The Jean Moulin Lyon 3 library project is a contribution to bibliodiversity since it supports an open access model and the use of vernacular languages (French in the case at hand). The project also reinforces the intertwining of academic and library staff for the common goal of scientific publishing. Thus, the library becomes a full participant of the scientific process.
