Entrapment in Unemployment: Motivational Deficiency or Structural Constraint?

This chapter explains the processes that lead people to become vulnerable to labour market marginalisation through unemployment. It first focuses on incentives to work and suggests that unemployment is the result of a motivational deficit, which is linked to a system of welfare benefits that reduces the value that people attach to work. It then discusses social exclusion, which suggests that once people become unemployed, they are caught in a vicious circle of poverty and social isolation that in turn sharply reduce their opportunities for employment. Finally, it looks at the argument that the critical factor is related to the changing patterns of skills in advanced societies and the nature of the training provision for the updating and modification of skills.

ABSTRACTIt is known that, in general, people of pensionable age have gained in income compared to other age groups in the British population over the last two decades, but that a substantial minority still experience relative poverty. This paper reports a small qualitative study into the effectiveness of a welfare-rights advice and acquisition service for men and women aged 60 or more years that was provided through a local primary health-care service. Additional financial and non-financial resources were obtained by accessing previously unclaimed state-welfare benefits. It was found that these significantly improved the participants' quality of life. Fourteen of the 25 participants received some type of financial award as a result of the service offered, with the median income gain being £57 (€84 or US $101) per week. The impact of additional resources was considerable and included: increased affordability of necessities and occasional expenses; increased capacity to cope with emergencies; and reduced stress related to financial worries. Knowledge of and access to welfare-rights services also appeared to have a positive effect. It is argued that a level of material resources above a basic level is necessary for social relations and for accessing services and civic activities, and can reduce social exclusion among older people.

AbstractThe European Pillar of Social Rights is about delivering new and more effective rights for Europeans. It builds upon 20 key principles, structured around three categories: equal opportunities and access to the labour market; fair working conditions; and social protection and inclusion. Directly relevant to older people, the Pillar has the potential to address the multidimensionality of exclusion in later life from a rights-based perspective – for example, by enhancing the rights to quality and affordable health and long-term care, to adequate pensions to live in dignity, to age-friendly working conditions and an inclusive labour market, or to access goods and services. Despite these valuable elements, there remains significant uncertainly around how the Pillar will achieve this and what kind of implemental actions might emerge across member states. This chapter analyses the potential of the European Pillar to address social exclusion of older people in Europe, the challenges that might impede its efforts, and the measures necessary to overcome such challenges.

Abstract Creative arts can promote social contact and possibly reduce isolation. A professionally run theater group comprised of low-income older adults met for 12 weeks to learn basic skills and perform a play. Using a pre-post questionnaire, data were gathered from the treatment group (n=14) who participated in the class and a non-participating comparison group (n=5) to identify potential program effects on measures of social isolation, community belonging, and social exclusion. Participants were African American living in low-income housing in an urban area. The average age of the sample was 65 years, 21% were men, 83% had at least high school degree, 71% reported good to excellent health, and 58% reported at least one ADL. Regression analyses showed that a sense of community belonging was significantly greater for the treatment group than the comparison group at time 2.This was not the case when considering social isolation or social exclusion. When controls were added (age, health, and previous theater experience), the significant difference remained with higher age predicting a sense of community belonging. The greater number of class sessions attended was also associated with a greater sense of community belonging for the treatment group. Through the shared experience of theater, participants can gain a sense of community, but this activity does not seem to be related to social isolation or social exclusion. It could be that theater participation fosters a sense of belonging due to group dynamics but is not a significant enough activity to reduce a sense of isolation or exclusion.

Official counts of unemployment in the coalfields have not reflected the large-scale losses of thousands of jobs from the mining industry in the 1980s and 1990s. Recent studies have suggested that there are indeed high incidences of unemployment among ex-miners and that much of the unemployment in the coalfields is `hidden', masked by the removal of miners from the official unemployment register through early retirement or being classed permanently sick. This paper examines how miners have been absorbed into the labour market over a ten-year period, between 1981 and 1991. Using data from the ONS Longitudinal Study a sample of miners are identified in 1981 and their labour market position in 1991 examined. The data are used to highlight changes in occupation, employment status and social class. In addition, regional differences in unemployment and joblessness are assessed.
