A multi-scale approach to the study of spatial inequality of population income in Brazil

The aim of the research is to identify the key features of spatial inequality of income distribution in Brazil and its representation on different spatial scales: on the regional, state or municipal level, as well as special statistical grids (mesoregions and microregions). The economic development of Brazil in the beginning of the XXI century is characterized by reducing of the level of income inequality, as well as a certain decrease of the level of spatial inequality between the southern and northeastern regions. The common rule is that the heterogeneity of income distribution gradually increases from top to the lower levels of spatial division. The analysis of inequality measures has proven that despite of the general decrease of regional inequality in 2000–2010, the lower levels of territorial division have shown the lowest progress in reducing regional inequality. The paper also proposes the ways to illustrate spatial inequality when applying polyscale method, based on mapping the variation of average population income in Brazil on different scale levels.

The authors present a method of multi-scale integrated assessment of anthropogenic impact on the atmospheric air as part of a comprehensive environmental assessment of the European states territory. Multiscale assessment enables identifying areas of the greatest impact and determining the relations between objects of administrative-territorial division. The methodology is based on the aggregation of indicators of human exposure to atmospheric air at various scale levels. Resumo: O presente texto pretende analisar o papel das ações coletivas (associações, cooperativas e sindicatos de agricultores) no acionamento e na ativação das escalas geográficas para o desenvolvimento de suas atividades. O estudo foi realizado no Espaço Sisaleiro da Bahia (Brasil), onde um conjunto significativo de associações e cooperativas de agricultores e sindicatos de trabalhadores rurais tem se organizado em torno das escalas espaciais para viabilizar sua ação político-institucional e econômico-produtiva. A ação desses coletivos organizados em rede tem permitido a conformação e o fortalecimento de novas escalas de ação política, como no caso da criação do conselho territorial para viabilização da implantação de políticas de governo. Cooperativas, associações e sindicatos se apoiam nas escalas para compor organizações em diferentes níveis escalares (escala local, escala regional, escala do estado federado e escala nacional), buscando fortalecer seus propósitos e ampliar seu poder de barganha e influência. Analisando o comportamento espacial dessas variadas modalidades de ações coletivas, é possível considerar que elas desenvolvem políticas de escala, ou seja, a escala passa a significar muito mais que uma categoria de análise, mas se torna uma categoria da prática social e política. Nesse sentido, parte-se do pressuposto de que os grupos humanos produzem e tornam efetivas suas próprias escalas visando a alcançar suas metas e organizar seus comportamentos coletivos. SCALE POLICIES AND THE DEVELOPMENT OF NETWORK STRATEGIES OF COLLECTIVE ACTIONS IN THE SISAL REGION OF BAHIA (BRAZIL)Abstract: This paper aims to analyze the role of collective initiatives of associations, cooperatives and farmers’ unions in the mobilization and activation of geographical scales for the development of their activities. The study was conducted in the Sisal Region of Bahia (Brazil), where a significant number of farmers associations and cooperatives and rural workers’ unions have been organizing their actions around spatial scales to enable their political-institutional and economic-productive influence. The gathering and action of these organized groups in a network have allowed the establishment and strengthening of new scales of political action, as seem in the case of the creation of a territorial council to facilitate the implementation of government policies. Cooperatives, associations, and unions rely on scales to form organizations at different scale levels (local, regional, federal and national scales), seeking to strengthen their performance and increase their bargaining power and influence. After analyzing the spatial behavior of these various forms of collective actions, it’s reasonable to say that they develop scale policies, which means the scale becomes more than a category of analysis, but also a category of social and political practice. L’étude a été menée dans la région du sisal à Bahia (Brésil), où un ensemble important d’associations et de coopératives d’agriculteurs et de syndicats de travailleurs ruraux se sont organisés autour d’échelles spatiales pour que puisse être mise en place leur action politique et institutionnelle, économique et productive. L’action de ces groupements organisés en réseaux a permis la conformation et le renforcement de nouvelles échelles d’action politique, comme lors de la création du conseil territorial, pour permettre la mise en œuvre des politiques gouvernementales. Les coopératives, les associations et les syndicats prennent les échelles comme point de départ pour former des organisations à différents niveaux scalaires (échelle locale, échelle régionale, échelle fédérée et échelle nationale), dans le but de renforcer leurs objectifs et d’accroître leur pouvoir de négociation et d’influence. Si nous analysons le comportement spatial de ces diverses formes d’action collective il est possible de considérer qu’ils développent des politiques d’échelle, à savoir l’échelle vient signifier bien plus qu’une catégorie d’analyse, puisqu’elle devient une catégorie de la pratique sociale et politique. En ce sens, on suppose que les groupes humains produisent et rendent efficaces leurs propres échelles pour atteindre leurs objectifs et organiser leurs comportements collectifs. Mots-clés: Échelle. AbstractHow do invasive species change native biodiversity? One reason why this long-standing question remains challenging to answer could be because the main focus of the invasion literature has been on shifts in species richness (a measure of α-diversity). As the underlying components of community structure—intraspecific aggregation, interspecific density and the species abundance distribution (SAD)—are potentially impacted in different ways during invasion, trends in species richness provide only limited insight into the mechanisms leading to biodiversity change. In addition, these impacts can be manifested in distinct ways at different spatial scales. Here we take advantage of the new Measurement of Biodiversity (MoB) framework to reanalyse data collected in an invasion front in the Brazilian Cerrado biodiversity hotspot. We show that, by using the MoB multi-scale approach, we are able to link reductions in species richness in invaded sites to restructuring in the SAD. This restructuring takes the form of lower evenness in sites invaded by pines relative to sites without pines. Shifts in aggregation also occur. There is a clear signature of spatial scale in biodiversity change linked to the presence of an invasive species. These results demonstrate how the MoB approach can play an important role in helping invasion ecologists, field biologists and conservation managers move towards a more mechanistic approach to detecting and interpreting changes in ecological systems following invasion.

Multi-scale entropy (MSE) was developed as a measure of complexity for complex time series, and it has been applied widely in recent years. The MSE algorithm is based on the assumption that biological systems possess the ability to adapt and function in an ever-changing environment, and these systems need to operate across multiple temporal and spatial scales, such that their complexity is also multi-scale and hierarchical. Here, we present a systematic approach to apply the empirical mode decomposition algorithm, which can detrend time series on various time scales, prior to analysing a signal’s complexity by measuring the irregularity of its dynamics on multiple time scales. Simulated time series of fractal Gaussian noise and human heartbeat time series were used to study the performance of this new approach. We show that our method can successfully quantify the fractal properties of the simulated time series and can accurately distinguish modulations in human heartbeat time series in health and disease.

The spatial imaginations of organisations can be particularly insightful for examining power relations. However, only recently they have gone beyond the limits of the workplace, demonstrating the role of the territory for organised action, particularly in mobilising solidarity for resistance. In this article, I investigate power relations revealed by the political economy of the territory to explain contradictory actions undertaken by organisations. Specifically, I adopt the theoretical framework of the noted Brazilian geographer Milton Santos, who recognises spatial multiplicity and fragmentation while maintaining an appreciation of the structural conditions of the political economy. This perspective is particularly useful for the analysis of civil society organisations (CSOs) in a Brazilian favela (slum), given the context of high inequality perpetuated by the selective flows of urban development. First, I show that the history of favelas and their role in the territorial division of labour explain the profiles of existing organisations. Then, I examine how the political engagement of CSOs with distinct solidarities results in a dialectical tension that leads to both resistance based on local shared interests and the active reproduction of central spaces even if the ends are not shared. The article contributes to the literature of space and organisations by explaining how territorial dynamics mediate power relations within and across organisations, not only as resistance but also as the active reproduction of economic and political regimes.

This paper examines the trends and changes in both spatial and non-spatial income inequality in the Toronto CMA between 1985 and 2015 at various geographic scales, including both within and between neighbourhoods. Fixed effects panel regression models are used to uncover which local demographic and housing characteristics are most significant in explaining changes in inequality within neighbourhoods over time. Findings indicate that macro-scale income segregation among neighbourhoods has declined, while micro-scale intra-neighbourhood income segregation has increased since 1985. Further, compared to overall changes in income inequality in the region, neighbourhoods have become more homogenous in terms of their household income distribution. Thus, neighbourhood sorting by households based on income has increased since 1985. Consistent with extant literature, local housing characteristics have spillover effects on income segregation. Specifically, variables associated with greater housing affluence are negatively correlated with intra-neighbourhood inequality measures, and thus positively correlated with income homogenization. This confirms and adds to the literature that local land use regulations impact income spatial inequality. Mountain caribou are an endangered ecotype of woodland caribou (Rangifer tarandus caribou) that live in highprecipitation, mountainous ecosystems of southeastern British Columbia and northern Idaho. The distribution and abundance of these caribou have declined dramatically from historical figures. Results from many studies have indicated that mountain caribou rely on old conifer forests for several life-history requirements including an abundance of their primary winter food, arboreal lichen, and a scarcity of other ungulates and their predators. These old forests often have high timber value, and understanding mountain caribou ecology at a variety of spatial scales is thus required to develop effective conservation strategies. Here we summarize results of studies conducted at three different spatial scales ranging from broad limiting factors at the population level to studies describing the selection of feeding sites within seasonal home ranges of individuals. The goal of this multi-scale review is to provide a more complete picture of caribou ecology and to determine possible shifts in limiting factors across scales. Our review produced two important results. First, mountain caribou select old forests and old trees at all spatial scales, signifying their importance for foraging opportunities as well as conditions required to avoid alternate ungulates and their predators. Second, relationships differ across scales. For example, landscapes dominated by roads and edges negatively affect caribou survival, but appear to attract caribou during certain times of the year. This juxtaposition of fine-scale behaviour with broad-scale vulnerability to predation could only be identified through integrated multi-scale analyses of resource selection. Consequently we suggest that effective management strategies for endangered species require an integrative approach across multiple spatial scales to avoid a focus that may be too narrow to maintain viable populations. Mange studier har vist at denne økotypen er avhengig av vinterføden hengelav i gammel barskog hvor det også er få andre klovdyr og dermed få predatorer. Slik skog er også viktige hogstområder, og å forstå økologien til fjellvillreinen i forskjellige skaleringer er derfor nødvendig for å utvikle forvaltningsstrategier som kan berge og ta vare på denne reinen. Artikkelen gir en oversikt over slike arbeider: fra studier av begrensende faktorer på populasjonsnivå til studier av sesongmessige beiteplasser på individnivå. Hensikten er å få frem et mer helhetlig perspektiv på fjellvillreinen og finne hvordan de begrensende faktorene varierer etter skaleringen som er benyttet i studiet. Oversikten vår frembragte to viktige resultater; 1) Uansett skalering så velger dyrene gammel skog og gamle trær. 2) Dyrenes bruk av et område kan variere med benyttet skalering, for eksempel vil landskap utbygd med veier og hogstflater være ufordelaktig for overlevelsen, men synes likevel å kunne tiltrekke fjellvillreinen til visse tider av året. Forholdet mellom atferd ut fra fin-skalering og stor-skalering sårbarhet hva gjelder predasjon, ville kun blitt avdekket ved flere-skaleringsanalyse av hvordan ressursene benyttes. Ut fra dette foreslår vi at forvaltningsstrategier for truete bestander som eksempelvis fjellvillreinen, må baseres på tilnærminger ut fra ulike skaleringer for å hindre at et for snevert perspektiv kan begrense muligheten for vedvarende levedyktighet.

Abstract. Understanding how the plants and animals that live in the seafloor vary in their spatial patterns of diversity and abundance is fundamental to gaining insight in the role of biodiversity in maintaining ecosystem functioning in coastal ecosystems, as well as advancing the modelling of species distributions under realistic assumptions. Yet, it is virtually unknown how the relationships between abundance patterns and different biotic and environmental processes change depending on spatial scales, which is mainly due to a lack of data. Within the project Spatial Organization of Species Distributions: Hierarchical and Scale-Dependent Patterns and Processes in Coastal Seascapes at the National Institute for Water and Atmospheric Research (NIWA) in New Zealand we collected multi-scale and high-resolution data on macrobenthic biodiversity. We found 146 species, i.e. bivalves, polychaetes and crustaceans (> 500 μm) that live hidden in marine sandflats, and collected point measurements of important environmental variables (sediment grain-size distributions, chlorophyll a concentration, and visible sandflat parameters) in three large intertidal Harbours (Kaipara, Tauranga and Manukau). In each Harbour we sampled 400 points for macrobenthic community composition and abundances, as well as the full set of environmental variables. Using an elaborate sampling design, we were able to cover scales from 30 centimetres to a maximal extent of 1 km.
