Factors defining the need in rationing of the training loads in process of the physical training of cadets at the higher education institutions of air defense

The article analyzes the reasons for the current state of development of the system of professional higher education of Ukraine; analyzed the global challenges of the beginning of the 21th century for the air defense system of Ukraine; and providing insights into international best practice of using external management models in higher education. On the basis of system approach, the analysis of a range of international conceptual, analytical and statistical documents as well as methods of empirical research, the effects of modern challenges on reforming the higher education system have been explored. An emphasis is made on the need to build an attractive and competitive system of professional higher education in Ukraine that will be integrated into the European Higher Education Area (EHEA) and the European Research Area (ERA). The key directions to respond to challenges are offered: 1) ensuring the constitutional rights of citizens to free professional higher education on a competitive basis and equal access to high-quality professional higher education; 2) reorganization of the system of management of professional higher education, red tape reduction, decentralization, ensuring the autonomy and responsibility of higher education institutions; 3) the transformation of universities into centers of independent thought that are able to prepare professionals and generate ideas for accelerated modernization of the country; 4) ensuring fair competition between higher education institutions as a guarantee of high quality of professional higher education; 5) establishing an appropriate linkage between the labor market and the system of professional higher education; 6) integration of Ukraine’s professional higher education into the world and European education and research communities on the principles of human-centeredness, scientific substantiation, readiness for systemic changes, realistic strategy and step by step action; 7) ensuring fair competition in the educational services market through objective higher education quality assessment; 8) a combination of collegial and managerial approaches in higher education institutions management along with wide stakeholder engagement.

The article defines the content, forms and methods of extracurricular classes on combat horting in higher education institutions to improve general physical training, physical education and basics of student health, reveals guidelines for organizing the educational process of combat horting in higher education institutions and formation of a healthy lifestyle of student youth. The theoretical analysis of the program of extracurricular classes, problems of formation of a healthy way of life of students and conditions of application of improving physical exercises of combat horting is carried out. The implementation of the content of general physical training, physical education and basics of student health in the process of combat horting is provided by adequate to the physical activity of students methods of building training sessions in sports sections of higher education institutions. The presentation of the main material is based on the provisions of the National Strategy for the Development of Education in Ukraine, the Concept of National-Patriotic Education of Children and Youth, other guiding state documents on physical education of students in school and extracurricular activities. This requires new views on the planning and implementation of the modern educational process and rehabilitation of students by conducting extracurricular classes on combat horting in sports sections of higher education institutions. Today, almost every young person living in a country of technological progress has many jobs and responsibilities. As a result, with a load of trivial life and technical problems on a person, he simply forgets the main truths and goals: maintaining his health. And he remembers his health only at the doctor's, when many diseases are in a progressive state, started, and sometimes not cured. And to prevent these consequences is possible only by regularly working on yourself, forming and understanding the values ​​of healthy living, maintaining an active and healthy diet, following the rules of hygiene, regularly preventing dental diseases and oral cavity [4], systematically monitoring their general well-being. In this regard, combat horting is a very effective means of improving well-being, regulation of all processes in the human body in the required rational tone. Therefore, the efforts of the National Combat Horting Federation of Ukraine are aimed at preserving and strengthening the health of young people.

The purpose of the study to summarize the experience of modern methods of organizing physical training of law enforcement officers and criteria for assessing physical fitness for joining the police. Results. The article considers topical issues related to the organization of physical training of cadets of higher education institutions of internal affairs bodies. Relevant areas for improving the process of psychophysical readiness are the use of priority sports, increasing the adaptation of freshmen to specific learning conditions, the use of pedagogical technologies, the introduction of new technologies for assessing the physical fitness of cadets and methods of physical training taking into account climatic and geographical conditions. Having conducted a detailed analysis of the state of organization of physical training of police cadets, the negative dynamics of physical training of cadets was established. In senior courses, the level of physical fitness decreases. The results of the scientific research confirm that the physical fitness of more than 40% of entrants is low, there is no motivation to improve their physical capabilities. Only 19.1% of respondents are satisfied with their physical shape. The experience of law enforcement shows that the underestimation of the importance of psychophysical readiness of personnel leads to injuries and wounds of law enforcement officers during the performance of official duties. The modern tendencies of improvement of physical training of police, and necessary conditions for development of professionally important physical qualities of militiamen are studied. A comparative analysis of Ukrainian and foreign experience of professional selection and evaluation criteria of physical fitness to law enforcement agencies. Conclusions. It was found that the priority issues that need to be addressed are the provision of favorable conditions for adaptation of freshmen to specific learning conditions, revision of criteria for assessing physical fitness, professional selection and the need to develop differentiated programs for psychophysical fitness of cadets.

The activities of law enforcement officers are characterized by significant psycho-emotional and physical stress. Therefore, a high level of psychophysiological characteristics is an important component in the structure of preparedness of cadets in higher education institutions with specific training conditions that train police officers. Experts note that the indicators of sensorimotor reactions are one of the most accessible and, at the same time, quite accurate neurophysiological indicators that reflect the dynamics of nervous processes, motor coordination, overall performance and activity of the central nervous system in various fields. Research aimed at the finding of the effective ways to improve them is relevant. We conducted a study of psychophysiological characteristics in 2 groups of cadets during the first academic year. The first group of cadets trained in the course of the discipline "Special Physical Training". The cadets of the second group were engaged in "Special physical training", and also during the academic year trained in sections of game sports (football and volleyball). The results show that the traditional curriculum of the discipline "Special Physical Training" in higher education institutions with specific training conditions that train police officers is not effective enough to improve the performance of sensorimotor reactions of cadets. In the group of cadets, who did not train in sports sections, we did not find a significant improvement of the psychophysiological characteristics. The results indicate the feasibility of using sectional classes of game sports (football, volleyball) as a means of improving the efficiency of the process of training.

The analysis of theoretical and practical lessons in the discipline of physical education and profiling physical training of students in higher education institutions of Ukraine shows that physical exercises and training regimes are considered from the point of view of increasing the level of physical fitness and physical development of students in the educational process of physical education. In the educational process of higher education institutions of Ukraine in the discipline of physical education are considered such tasks as: formation of personal and physical qualities, preparation for future professional activity, promotion of the proper formation of a healthy lifestyle and promotion of health, ensuring a high level of special professional capacity for work the whole period of study. Physical education in the process of education in higher education institutions of Ukraine are of great importance in the future professional activity of the civic environment. The essence and task of profile physical training is to reduce adaptation to future professional activity, increase the level of special professional capacity, stress resistance to unfavorable conditions of professional activity, promote prevention of occupational diseases, eliminate psychological fatigue in working day mode, promote emotional state.
